Second City Cop Blog Breaks Down Chicago Violence

“11 people have been killed and 11 wounded in shootings over a 48-hour period in Chicago from Tuesday afternoon to Thursday morning, Chicago police said…”

In the wake of a bunch of kids getting shot and killed in Chicago the last couple of days, the popular Chicago police blog Second City Cop explained very simply why the city is a shooting gallery. “SCC” wrote early Wednesday morning:

Gun laws go unenforced… Offenders are routinely released or sentenced to minimal time, so there’s nothing to fear from the judicial side of things- no consequences. No one in the “community” is willing to step up. Shame doesn’t work, appealing to a higher morality doesn’t work, humiliation doesn’t work…

Consider the following findings of a recently-released University of Chicago Crime Lab report entitled Gun Violence In Chicago, 2016 (blogged about here):

Individuals arrested for a homicide or shooting in Chicago in 2016 and 2015 had similar prior criminal records: around 90 percent had at least one prior arrest, approximately 50 percent had a prior arrest for a violent crime specifically, and almost 40 percent had a prior gun arrest. The average person arrested for a homicide or shooting in both years had nearly 12 prior arrests, with almost 45 percent having had more than 10 prior arrests, and almost 20 percent having had more than 20 prior arrests

SCC went on to add:

We guess it’s time to blame the police again…

And the Second Amendment. The NRA. Republicans. Trump. Bush. And on and on and on.

Yep. If there’s one thing “The Machine” has been good at, it’s directing Chicagoans’ attention away from the “unpleasant”…

Illinois Governor Proposing To Fund, Assign More State Troopers To Patrol Chicago’s Expressways

Chicago-area expressway shootings routinely make the local news these days.

In 2016, 51 shooting incidents took place on Chicagoland expressways. After 37 in 2015. And 19 the year before.

And according to reports, Illinois Governor Bruce Rauner (R-Winnetka) will be proposing a plan tomorrow to combat this violence.

Michael Sneed reported on the Chicago Sun-Times website last Friday:

Sneed has learned Gov. Bruce Rauner plans to wade into the nightmare of Chicago’s street violence in his state budget address in Springfield on Wednesday by proposing a plan to send more state troopers to Chicago.

Translation: Sneed is told the governor, who is involved in a contentious budget battle, will propose funding for two Illinois State Police classes for 200 cadets over the next two years– which would help deal with the violence spilling from the streets onto the expressways…

The Associated Press has confirmed Sneed’s story. From an AP piece on the FOX News website today:

Illinois Gov. Bruce Rauner will propose that the state pay to add hundreds of state troopers to combat the growing number of shooting incidents on Chicago area expressways.

Rauner’s office confirmed a Chicago Sun-Times report that during his Wednesday budget speech he will push for funding for 200 more state police cadets over the next two years…

Regrettably, even if Governor Rauner is successful in securing funds for additional troopers, it could be several months before this Chicagoland expressway “surge” takes place.

Signs Of The Time, Part 116

ABC News recently reported on the Chicago South Side Trauma First Responders Course, created by a local trauma surgeon as Chicagoans increasingly fall victim to violent crime plaguing the city. Angel Canales and Gillian Mohney reported last Friday:

On a chilly Saturday, 20 volunteers sat in a movie theater-turned-church located on Chicago’s South Side, taking detailed notes on how to properly tie a tourniquet, take a pulse and stop the bleeding from a serious injury as part of the inaugural Chicago South Side Trauma First Responders Course.

The course is a first-of-its-kind for the city, which had 762 homicides last year, according to the Chicago Police Department.

Dr. Mamta Swaroop, 39, a trauma surgeon at Northwestern Memorial Hospital, created the Chicago South Side Trauma First Responders Course…

Swaroop came up with the idea for the course after having multiple patients bleed out to death before they could be saved at the hospital. She noticed many had wounds in their arms and legs that, if properly bandaged, may have been survivable…

I applaud Dr. Swaroop, Dr. Leah Tatebe/project team, LeVon Stone, CeaseFire Illinois, and these pioneering volunteers for their effort. I suspect it may be only a matter of time before the lifesaving skills learned are called into action.

And The Most Violent Police Beat In Chicago Last Year Was…

Happy Monday everybody. For the first time in a looong time, the sun is actually out over this part of Chicagoland this morning.

I just got finished reading an insightful article on the Chicago Sun-Times website entitled “THE WATCHDOGS: The most violent police beat in Chicago.”

According to the newspaper, in 2016 that distinction went to Beat 1133 of the Chicago Police Department’s 11th District on the city’s West Side. Sam Charles reported Friday night:

Nowhere did the violence hit home the way it did in the Chicago Police Department’s Beat No. 1133, where Hosey, whose death remains unsolved, was killed.

Sixteen murders. Forty-five nonfatal shootings that left 55 people wounded. Three cops shot and wounded. And three people killed by the police.

That added up to more instances of gun violence in Beat 1133 in 2016 than in any other of the 303 beats the police department divides the city into, a Chicago Sun-Times analysis of police data has found.

The runners-up: Beat 1533 in Austin, with 12 murders and 44 nonfatal shootings; and Beat 1522, west of there and also in Austin, with 11 murders and 43 nonfatal shootings.

The area encompasses about one-half-square mile. It’s bounded by Jackson Boulevard, Roosevelt Road, Homan Avenue and Springfield Avenue…

Regular observers of Chicago crime and those familiar with that part of the city probably aren’t too surprised at the Sun-Times’ findings.

According to the Chicago Police Department’s CLEARMAP (Citizen Law Enforcement Analysis and Reporting) Crime Summary web tool this morning, the 6th (Gresham), 7th (Englewood), 10th (Ogden), and 11th (Harrison) police districts had the most reported incidents of violent crime over the past 365 days.

The 11th District topped them all (2,407 incidents).

Reuters: ‘Chicago/Cook County’ Risks Losing $526.4 Million Annually In Federal Funds For ‘Sanctuary City’ Stance

It’s being reported U.S. President Donald Trump is serious about blocking federal funds to “sanctuary cities” like Chicago (first blogged about here).

A recent Reuters analysis of federal data determined “Chicago/Cook County” risks losing $526.4 million in annual funds for shielding illegal aliens.

Rory Carroll, Robin Respaut, and Andy Sullivan noted Thursday on Reuters.com:

The numbers do not include federal money for law enforcement, which was excluded in the executive order, and programs like Medicaid, which are administered by state governments.

Though details remain vague, the order could jeopardize billions of dollars in housing, health, education and other types of federal aid.

Carroll, Respault, and Sullivan reported $2.27 billion in annual funds from the feds for the nation’s 10 largest “sanctuary cities” (Chicago included) are threatened.

Trump To Chicago: ‘I Will Send In The Feds!’ To Deal With Escalating Violence

U.S. President Donald Trump tweeted the following Tuesday night about dealing with Chicago’s escalating violence (blogged about here):

If Chicago doesn’t fix the horrible “carnage” going on, 228 shootings in 2017 with 42 killings (up 24% from 2016), I will send in the Feds!

Back on January 2, then President-elect Trump tweeted this about Chicago’s bloody 2016:

Chicago murder rate is record setting – 4,331 shooting victims with 762 murders in 2016. If Mayor can’t do it he must ask for Federal help!

No response from “The Machine” as I type this.

UPDATE: The Chicago Tribune is reporting that the aldermen’s response to that Trump tweet is that they would welcome federal money to combat the violence. I’m sure they would.

Chicago Weekend Shootings: 7 Killed, 48 Wounded

This past weekend in Chicagoland was pretty warm, with Saturday really feeling like late spring. As I washed the cars that day, I thought to myself, “Will be interesting to hear how ‘Beirut By The Lake’ fares this weekend with all this nice weather.” From the revealing HeyJackass! website (“Illustrating Chicago Values”) Monday evening under “This Weekend’s Stupidity”:

Just your average summer weekend complete with three doubles, six hat tricks and a grand slam, in January.

Final Stupidity Tally: 7 killed, 48 wounded

Astute observers of Chicago’s violence are noting the significance of January’s shooting gallery. AWR Hawkins repored on Breitbart.com last night:

January 2016 was the bloodiest start for a year in at least 16 years, yet the carnage of the first three weeks of 2017 surpassed it. And this is bad omen, especially when you consider the fact that bloody January 2016 set the tone for the rest of last year
