Illinois Governor Talks Taxes In Budget Address

Illinois Governor Bruce Rauner (R-Winnetka) gave his third budget speech on Wednesday, saying the following regarding taxes:

As for revenue, we’ve always said that we’d consider revenue if it comes with changes that create jobs and grow the economy.

The current Senate proposal calls for a permanent increase in the income tax rate but offers only a temporary property tax freeze in exchange. That’s just not fair to hard-working taxpayers across the state.

We need a permanent property tax freeze in Illinois, just like the one the House passed last month. Over time, as our economy grows and revenues expand, any increase in the income tax could be stepped down – dedicating future surpluses to taxpayers, not more government spending.

The current Senate proposal would expand the state’s sales tax to cover everyday services, and raise taxes on food and drugs. We’re open to a broader sales tax base to mirror neighboring states like Wisconsin, but let’s make sure it’s best for the people of Illinois, not for the lobbyists in Springfield. We cannot raise taxes on people’s groceries and medicine – just as we cannot tax people’s retirement incomes. We can find a way to balance the budget without hurting lower-income families and fixed-income seniors…

In short, Governor Rauner appears to be open to raising the state income tax rate as long as a permanent property tax freeze is implemented. Furthermore, Rauner looks to be open to expanding the state sales tax to various services, but is against raising taxes on food, medicine, and retirement income.

Illinois House Adopts ‘Zombie Preparedness Month’ Resolution, Schedules ‘2nd Amendment Preservation Act’ Hearing

While bills related to the ongoing budget impasse are drawing the bulk of attention these days, there has been activity in the Illinois House of Representatives on two other pieces of legislation that may interest Survival And Prosperity readers.

First, there’s House Bill 413, which seeks to create the “2nd Amendment Preservation Act.” From the Illinois General Assembly website:

Some might ask if this pro-2A legislation is even necessary considering the Republican-controlled Congress and an NRA-backed President who seems to support gun rights.

From what I understand, its purpose is to have something in place to combat some future Oval Office that’s made gun control and civilian disarmament a priority.

As indicated above, a “Judiciary-Criminal Committee Hearing” on Illinois HB0413 has been scheduled for next Wednesday, February 15.

Moving on to Illinois House Resolution 30, seeking to designate October 2017 as “Zombie Preparedness Month” in the state. From the Illinois General Assembly site:

I just learned this morning that Illinois HR0030 was adopted by the House Thursday.

Now, prior to the adoption of this legislation and even as recent as Friday morning, some are criticizing this resolution as being a distraction from more pressing matters facing the state, like the budget/debt crisis.

I don’t know. While this part of the country is generally thought to be less disaster-prone than other regions, major emergencies and man-made/natural disasters can strike anyplace at anytime. Besides the significant earthquake danger posed to southern Illinois (just blogged about Tuesday), other threats to the state include severe weather, terrorism, nuclear power plant accidents, and economic collapse, among others. And I’m guessing the majority of Illinoisans probably aren’t prepared to deal with any of these.

Since the zombie fad is still “hot” these days, why shouldn’t Springfield capitalize on it NOW and use the Zombie Apocalypse as the vehicle to get Illinois residents prepared for future emergencies/disasters?

Plus, did any critics take a moment to consider it’s possible (likely?) Representatives Emanuel “Chris” Welch (D-Hillside, Grant Wehrli (R-Naperville), and Tim Butler (R-Springfield) were shrewd enough to figure out that introducing this resolution and getting it adopted when they did- in the middle of a raging budget battle- would generate significant publicity about Zombie Preparedness Month?

Query the event in a search engine and you’ll see what kind of attention their action is getting.

All for a good cause, if you ask me.

Signs Of The Time, Part 112

Regular readers of Survival And Prosperity know that I’ve been covering “prepping” on this blog for some years now.

And recently, I’ve been curious about the specific activities “preppers” have been carrying out in the run-up to Election Day.

Apparently (and not surprisingly), acquiring (more) emergency food has been a priority for these forward-looking individuals.

Ben Popken reported on the NBC News website this past weekend:

In case of an election night Doomsday, preppers are running up sales of emergency survival food.

While sales for “long term food” typically see an increase around natural disasters and elections, “this is more intense than what we saw in 2012,” said Keith Bansemer, VP of marketing for My Patriot Supply, a manufacturer and seller of survival food. During the previous election his company saw sales double. This time it’s triple.

“We have everyone we can on the phones,” he said. “We are overwhelmed.”

Purchases at other long term food supply companies are up as well. Emergency preparedness online store TheEpicenter reports a 6 percent uptick in year over year sales.

Another company, Legacy Foods, predicts they’ll see a 1-2 week spike in sales after the election — if Hillary Clinton wins, said owner Phil Cox…

Popken pointed out what’s spurring preppers to purchase “long-term” food:

Survivalist consumers say they’re preparing for post-election unrest that could involve everything from massive riots, to power grid outages, to the total collapse of the financial system where a can of food becomes currency

Talk of such an event has increased in the months leading up to today, so much so that the Oath Keepers, “a non-partisan association of current and formerly serving military, police, and first responders, who pledge to fulfill the oath all military and police take to ‘defend the Constitution against all enemies, foreign and domestic,'” (first blogged about here back on August 12, 2011) just conducted a webinar “that went over strategies for avoiding and surviving social unrest in the streets including rioting and police reaction to that possible unrest. We talked about family preparedness plans if there were God forbid be a terrorist attack on our soil. These included communications, bug out bags, medical considerations, recognition of tactics that various terrorist organizations may use in that scenario and many more topics spoken on by several expert speakers.”

In yesterday’s post I talked about modern survivalist Jack Spirko and his advice for dealing with this election cycle’s intensifying insanity. I mentioned Spirko is the long-time host of The Survival Podcast, which I named a “Resource Of The Week” all the way back on March 4, 2011. Great stuff, and I still cherry-pick from the latest episodes posted on the TSP website on a regular basis.

Robert Shiller: ‘Neither Farmland Nor Housing Has Been A Great Place To Invest Money Over The Long Term’

Yale University Economics Professor Robert Shiller just torpedoed long-held notions about farmland and residential real estate in this country. The Nobel Prize winner, who correctly-called the dot-com and housing busts of the last decade, penned the following on The New York Times website on July 15:

Despite solid price increases over the last few years, land and homes have actually been disappointing investments. It’s worth considering why.

Let’s start by looking at the numbers. The best long-term data on land in the United States is for farmland, which is valuable in its own right and can also be considered a great reservoir that can be converted to housing and other purposes at opportune times.

Over the century from 1915 to 2015, though, the real value of American farmland (deflated by the Consumer Price Index) increased only 3.1 times, according to the Department of Agriculture. That comes to an average increase of only 1.1 percent a year– and with a growing population, that’s barely enough to keep per capita real land value unchanged.

According to my own data (relying on the S&P/Case-Shiller U.S. National Home Price Index, which I helped create), real home prices rose even more slowly over the same period — a total increase of 1.8 times, which comes to an average of only 0.6 percent a year.

What all that amounts to is that neither farmland nor housing has been a great place to invest money over the long term…

Obviously, this goes contrary to what many Americans have believed all along.

However, the fact that farmland can produce income from crops should not be ignored.

Residential real estate may also offer benefits beyond property value. In my case, the single-family dwelling in the Chicago suburbs which my girlfriend and I own is a significant improvement in such areas as security and food production, for example, compared to our previous rental unit in a multi-family building on the city’s Northwest Side.

Chicago-Area Residents Renting Egg-Laying Chickens

I’ve come to appreciate the benefits of owning egg-laying chickens from observing preppers/survivalists the last several years. Keeping an egg-laying hen would be something I’d investigate further- if the Chicago suburb I lived in permitted it and our winters weren’t so frigid. For those Chicago-area residents who are permitted to have chickens, I learned from reading my Sunday paper on July 3 that renting egg-laying hens for a portion of the year is now an affordable possibility. Nara Schoenberg reported on the Chicago Tribune website on June 27:

Kelin Petersen knew she wanted a chicken.

The Logan Square mother of three had confided in her best friend, also an admirer of the fluffy barnyard bird. She’d tracked down a good book on chicken care and read it to her kids, who had responded enthusiastically. But it wasn’t until a casual conversation with a farm-savvy friend at church that Petersen finally saw a clear path to her goal.

“You can rent chickens, you know,” her friend said. “We don’t have enough land to do it, but you could totally do it.”

Determined to eat local, live green or just do something a little different, Chicagoans such as Petersen are increasingly renting egg-laying hens for the summer

As far as costs are concerned, Schoenberg noted later on in the piece:

Chicken rental costs roughly $110 a month, and typically includes two or three chickens, feed, dishes, bedding, and a sturdy wood and wire coop, as well as email, phone or text support…

Signs Of The Time, Part 110

The most sobering article I’ve read yet about the deteriorating state of affairs in Venezuela. From Hannah Dreier of the Associated Press yesterday:

Tebie Gonzalez and Ramiro Ramirez still have their sleek apartment, a fridge covered with souvenir magnets from vacations abroad, and closets full of name brand clothes. But they feel hunger drawing near.

So when the Venezuelan government opened the long-closed border with Colombia this weekend, the couple decided to drain what remained of the savings they put away before the country spun into economic crisis and stock up on food. They left their two young sons with relatives and joined more than 100,000 other Venezuelans trudging across what Colombian officials are calling a “humanitarian corridor” to buy as many basic goods as possible…

Some fear what’s taking place in the “socialist paradise” is coming to the United States. I sure as hell hope not, as the International Monetary Fund is predicting 1,600% inflation for the South American country next year.

Regrettably, I do think hyperinflation could be in the cards for us down the road.

British Preppers’ Take On The June 23 ‘Brexit’ Vote

This afternoon I came across a piece about tomorrow’s “Brexit” vote (deciding whether Britain should leave/ remain in the European Union)- from the standpoint of British preppers- on the Preppers Shop UK Blog. From “The UK’s only dedicated prepping shop” on June 21:

How you should prepare for the EU referendum result.

Whichever side of the fence you sit on, it would be foolish to think that the result wont have a massive effect on everyone.

There are plenty of concerns if we stay in. European army, several new countries joining the EU, the crumbling euro, increased immigration putting strains on services and increased control over our laws from the EU.

If we vote out there will inevitably be a temporary drop in the economy and there is of course uncertainty over what will happen, after all its never been done before.

As preppers we should be considering how it could effect us…
