Chicago Could Lose Billions In Federal Funding Under Trump Administration

It’s a real possibility that the city of Chicago will lose out on billions of dollars of federal funds in the coming years due to its unabashed opposition of U.S. President-elect Donald Trump, its official policy of providing “sanctuary” to illegal aliens, and political grandstanding at a time when serious problems plague America’s third-largest city.

At the same time, Chicago Mayor Rahm Emanuel doesn’t sound too concerned. Byrne reported on the Chicago Tribune website Wednesday:

Mayor Rahm Emanuel on Wednesday predicted that President-elect Donald Trump would work with Chicago rather than penalize a city where many officials and voters opposed his candidacy.

Emanuel, who worked in the Clinton White House, was outspoken in his support for Democratic presidential nominee Hillary Clinton during the campaign. Yet the mayor said he doesn’t think the incoming president will seek retribution, perhaps by cutting Chicago out of federal funding for infrastructure and other big-ticket projects.

“I’m not worried about Donald Trump trying to somehow penalize Chicago,” Emanuel said at a City Hall news conference minutes after Clinton gave her concession speech.

Still, Emanuel noted that he won’t exactly have the Republican president’s ear…

I’m not sure President-elect Trump will listen to me, but I would say that you’re president for all of America, and that includes your third-largest city in the country,” said Emanuel, who was Obama’s first White House chief of staff…

I’m not sure President-elect Trump will listen to Rahm either.

And considering opponent Hillary Clinton received 83.63 percent (865,075 votes) of the votes in Chicago (source: DNAinfo) in Tuesday’s contest, I don’t believe Mr. Trump thinks he owes the “Windy City” any special favors.

In addition to being full of Clintonistas, Chicago is a well-known “Sanctuary City” for illegal aliens. As Dorothy Tucker noted on the CBS 2 Chicago website yesterday:

President elect Donald Trump… threatened to cancel federal funding to sanctuary cities.

In Chicago, that’s an anticipated $1.33 billion for 2017- money that is used for everything from building bridges to feeding students. It’s money Trump supporters don’t want the city to lose just to protect illegal immigrants…

Drip. Drip. Drip.

That’s the sound of federal funds to the “City By The Lake” drying up.

Finally, there’s this little bit of political grandstanding more characteristic of the ruler(s) of some “Banana Republic.” Fran Spielman reported on the Chicago Sun-Times website back on November 1:

Chicago may well have earned Donald Trump’s unflattering ‘war zone’ label after piling up 17 homicides last weekend and 633 already this year.

But don’t tell that to a City Council filled with Democrats.

On Tuesday, the Council followed through on its promise to strip the Republican presidential nominee of an ego tribute he covets: the honorary ‘Trump Plaza’ designation outside the 96-story Trump International Hotel & Tower on the Chicago River that bears his name in huge, white letters

If rabid opposition and Sanctuary City-status didn’t already motivate U.S. President-elect Donald Trump to steer federal funds to other areas of the country, it’s a pretty good bet this stunt was the icing on the cake.

Signs Of The Time, Part 112

Regular readers of Survival And Prosperity know that I’ve been covering “prepping” on this blog for some years now.

And recently, I’ve been curious about the specific activities “preppers” have been carrying out in the run-up to Election Day.

Apparently (and not surprisingly), acquiring (more) emergency food has been a priority for these forward-looking individuals.

Ben Popken reported on the NBC News website this past weekend:

In case of an election night Doomsday, preppers are running up sales of emergency survival food.

While sales for “long term food” typically see an increase around natural disasters and elections, “this is more intense than what we saw in 2012,” said Keith Bansemer, VP of marketing for My Patriot Supply, a manufacturer and seller of survival food. During the previous election his company saw sales double. This time it’s triple.

“We have everyone we can on the phones,” he said. “We are overwhelmed.”

Purchases at other long term food supply companies are up as well. Emergency preparedness online store TheEpicenter reports a 6 percent uptick in year over year sales.

Another company, Legacy Foods, predicts they’ll see a 1-2 week spike in sales after the election — if Hillary Clinton wins, said owner Phil Cox…

Popken pointed out what’s spurring preppers to purchase “long-term” food:

Survivalist consumers say they’re preparing for post-election unrest that could involve everything from massive riots, to power grid outages, to the total collapse of the financial system where a can of food becomes currency

Talk of such an event has increased in the months leading up to today, so much so that the Oath Keepers, “a non-partisan association of current and formerly serving military, police, and first responders, who pledge to fulfill the oath all military and police take to ‘defend the Constitution against all enemies, foreign and domestic,'” (first blogged about here back on August 12, 2011) just conducted a webinar “that went over strategies for avoiding and surviving social unrest in the streets including rioting and police reaction to that possible unrest. We talked about family preparedness plans if there were God forbid be a terrorist attack on our soil. These included communications, bug out bags, medical considerations, recognition of tactics that various terrorist organizations may use in that scenario and many more topics spoken on by several expert speakers.”

DHS, FBI Launches Nationwide Program Warning Electric Companies About Cyber Attacks

While most of Main Street might not have a clue about the threat to the nation’s power grid from cyber attacks, it sounds like the Feds may be starting to take it seriously. Bill Gertz reported over on The Washington Free Beacon website last Friday:

Three months after a Department of Homeland Security intelligence report downplayed the threat of a cyber attack against the U.S. electrical grid, DHS and the FBI began a nationwide program warning of the dangers faced by U.S. utilities from damaging cyber attacks like the recent hacking against Ukraine’s power grid.

The nationwide campaign by DHS and the FBI began March 31 and includes 12 briefings and online webinars for electrical power infrastructure companies and others involved in security, with sessions in eight U.S. cities, including a session next week in Washington.

The unclassified briefings are titled “Ukraine Cyber Attack: Implications for U.S. Stakeholders,” and are based on work with the Ukrainian government in the aftermath of the Dec. 23 cyber attack against the Ukrainian power infrastructure…

The briefings will outline the details of the attacks, the techniques used by the hackers, and strategies to be used to limit risks and improve cyber security for grid organizations…

Those who have been sounding the alarm over the cyber attack threat for some time now have found a high-profile ally in American broadcast journalist Ted Koppel. Graham Vyse reported on the website of InsideSources, a non-partisan news organization, back on March 19:

On Monday, ABC News legend Ted Koppel sat down at a conference table at the National Press Foundation in Washington, accepted the mug of coffee he was offered and proceeded to describe a national security threat greater than 9/11.

The longtime “Nightline” anchor told reporters about the danger of a cyber attack on the United States power grid — an unprecedented event that could mean months of blackouts affecting tens of millions.

Koppel sees this scenario as a likelihood, not just a possibility, for which the country is woefully unprepared. He worries it would reduce America to a kind of Hobbesian state of nature, with conflicts over food, water and other dwindling necessities. It’s all the subject of his latest book, “Lights Out.”

“What happened on 9/11 is nothing compared to what a cyber attack on the power grid would do,” Koppel said…

Project Prepper, Part 44: Backup Heating For House Update

Back on February 25, I started discussing backup heating for the house my girlfriend and I purchased in 2013. I blogged:

Last Friday, incredibly strong winds (max gust speed 62 mph) pummeled the Chicagoland area. Not surprisingly, we lost power for a few hours- along with the heat. As I lay in bed recovering from the flu and buried under the covers, I thought to myself, “It’s a good thing it isn’t that cold outside today considering its February in Chicago.”

Later on I started thinking about what my girlfriend and I would do if the electricity had been out for a longer stretch of time while the outside temperatures were more “seasonal.”

I decided to look into a backup heat source for the house once I was up and about again…

I initially thought a vent-free natural gas heater, installed on a basement wall adjacent to the utility room, was the solution. But as I wrote in my last “Project Prepper” entry:

I’m starting to like the idea of a natural gas-powered stationary (standby) generator above and beyond the vent-free heater. The standby generator would allow us to keep using the furnace to heat the house and run other essentials in the event of a power outage…

Now, our HVAC guy did come out to the house to discuss a new heating, ventilating, and air conditioning system for the structure- which my girlfriend and I subsequently agreed to purchase. But not before I confirmed the setup could be tied into a natural gas-powered stationary (standby) generator down the road. When asked if he knew someone qualified to install such a generator, he informed me his brother-in-law does such work. Nice.

In the meantime, while the Chicagoland winter was pretty tame this year (especially when compared to the last two), I’d still like to bridge the gap with some temporary backup heating setup until we can afford to buy a stationary generator. Project Prepper, Part 42: Backup Heating For House

The last two “Project Prepper” posts consisted of a recap of what the series is all about and a status report for the project a little over three years in the works.

Today I want to move forward and talk about backup heating for the house my girlfriend and I purchased in 2013.

Last Friday, incredibly strong winds (max gust speed 62 mph) pummeled the Chicagoland area. Not surprisingly, we lost power for a few hours- along with the heat. As I lay in bed recovering from the flu and buried under the covers, I thought to myself, “It’s a good thing it isn’t that cold outside today considering its February in Chicago.”

Later on I started thinking about what my girlfriend and I would do if the electricity had been out for a longer stretch of time while the outside temperatures were more “seasonal.”

I decided to look into a backup heat source for the house once I was up and about again.

Fast forward to tonight. Currently, the structure is heated solely by an older natural gas furnace. And as I mentioned before, when the electricity goes, so do the comfy indoor temps.

Not good in these parts at this time of year.

Thankfully, I may have found a solution:

Bingo. Just what I’m looking for.

And consider this from Rich M. over at the Off The Grid News website some time back while discussing a different natural gas-powered heater used in the home:

There are two huge advantages to using this type of heater. First of all, they don’t need electricity, and secondly, you don’t have to stockpile natural gas. Natural gas pumping stations provide their own power, so they will probably still be operating even if there is no electricity. About the only way that they can go down is if the gas pipes are damaged…

I’m pretty sure the above applies to the vent-free natural gas heaters too.

In a significant SHTF event, natural gas may or may not be flowing to the house unimpeded. Still, for reliable backup heating after a winter storm/other emergency knocks out the power- and main heating source- for several hours or more, this type of heater might fit the bill.

More research is necessary. As luck would have it, our HVAC guy is scheduled to stop by at the end of next week to talk about a different project. I’ll make it a point to ask him what he thinks about vent-free natural gas heaters as a backup heat source around these parts, and will report back to Survival And Prosperity readers with what was discussed.

Illinois’ Largest Foreign Trading Partners Weigh In On State’s Attractiveness For Investment

Illinois blog readers might be interested in the following, which appeared on the State of Illinois home page earlier this week:

In order to obtain an independent assessment of Illinois’ competitiveness, the Governor’s office asked the state’s largest foreign trading partners to share their confidential views on Illinois’ attractiveness for investment from their countries

The survey focused on ten nations, and the findings were posted on the state’s website along with this accompanying memo:

In order to obtain an independent assessment of Illinois’ competitiveness, the Governor’s office asked the state’s largest foreign trading partners to share their confidential views on Illinois’ attractiveness for investment from their countries.

Collectively, these nations have invested tens of billions of dollars in factories, warehouses, office buildings, and transportation facilities across America, and employ hundreds of thousands of American workers. They are in a unique position to compare the relative strengths and weaknesses of individual states with which Illinois must compete. Every year they make important decisions on where to locate major new facilities and high-paying jobs. Their comments taken together create a policy roadmap of strategic recommendations that we can use to drive powerful new economic growth and job creation in our state.

Attached are the letters, memos, and priorities the Governor’s Office has received, with names, locations, and specific stories redacted to protect the confidentiality of individual countries. The letters deserve to be reviewed in detail, but some of their key comments are highlighted below:

“Top Concern: tax issues-too high, property & corporate, worries about further increases due to financial condition of the state”
• “There are large (and growing) perceptions that infrastructure improvements are not keeping up”
• “Foreign firms place a premium on opportunities to “cluster” – to work with concentrations of talent in their sector”
• “The plethora of universities, research institutions & accelerators headquartered in the region constitute a significant positive – firms and entrepreneurs are drawn here by the world-class innovation taking place”
• “Chicago is attractive to college students – which therefore enhances the quality of the workforce pool”
• “Vast difference in perception between Chicago and downstate Illinois. While the former has plenty of positives, the latter is not seen to be competitive with Indiana, Wisconsin, etc.”
• “Costs in particular linked to Unions are high. It’s a problem, especially with Wisconsin and Indiana as neighbors – if there is a legal dispute with workers….Cook County is known for being anti-boss or pro-employee”
• “Right to Work is being used by other states to position them favorably compared to Illinois. This is similar to other labor market regulations and workers compensation, unemployment insurance levels, etc. that put Illinois at a disadvantage compared with other states”
• “The manufacturing workforce is aging and vocational training for the next generation of skilled employees is lacking”
• “Chicago is one of the most expensive trade show locations in the world. Being an expensive/bureaucratic trade show location often carries over to the state being perceived as a high cost/bureaucratic location for investing”

Sifting through the trading partners’ letters and memos which contained remarks on foreign investment in Illinois, this one from so-called “Nation #3” stood out:

Even (redacted) companies have a high degree of ignorance about Chicago and the region and rarely see beyond Capone and Jordan

High crime rates- hugely amplified internationally. Chicago is seen as the crime capital of the USA

The Economist Magazine Investigates Preppers

“Some Americans find survivalists sinister. After Adam Lanza shot 26 people in a school in Newtown, Connecticut in 2012, the media made much of the fact that his mother was a gun-stockpiling prepper. Yet there is no evidence that preppers in general are more dangerous than their compatriots. On the contrary, when natural disasters strike, it is useful to have neighbours who know how to stormproof a house and have bandages to spare.”

Late this morning, I stumbled on an article on The Economist website about preppers. I just finished reading “Preparing for the apocalypse: I will survive,” and thought I’d blog about it a little. The author (couldn’t find a name attached with the piece for some reason) did a pretty good job writing about preppers/survivalists, not falling victim to the usual stereotypes/generalizing echoed in a comment on the article. From “walrusandthecarpenter”:

Preppers are people who are unhappy with their life and can’t wait for the end of the world to come and the tables to turn. They are excited for it to happen.

Me? I like my smartphone. I have a first aid kit though.

“I like my smartphone.” What a goof.

Like I was saying, the author did a pretty good job (points deducted for trying to link those Westboro folks to preppers) with the material. I found what James Wesley, Rawles of SurvivalBlog.com-fame had to say particularly interesting. From the article:

So how might TEOTWAWKI come about? The biggest threat, says Mr Rawles, is a huge solar flare. The last big one, in 1859, known as the “Carrington Event”, disabled telegraph lines. A similar disaster today would “fry the circuitry” of electronic devices and take out the power grid “from end to end”. It would take years to reactivate. Perhaps 60% of the American population could die, predicts Mr Rawles…

I’ve seen some put that die-off figure at 90 percent.

There was also this about present-day preppers:

Survivalists vary politically—just as they are dispersed geographically—and their views colour their apocalyptic imaginings. Many are conservatives, worried about crime, terrorism and hyperinflation and sure that the state cannot be relied upon to protect ordinary citizens. But a fair number are environmentalists, convinced that the planet can only take so much abuse before it becomes uninhabitable. The movement is broad enough to encompass anyone who suspects that disaster is looming, for any reason. It used to be mostly “Bible-believing Christian conservatives”, says Mr Rawles, “But now we have a lot of alfalfa-munching Birkenstock-wearing leftists.” He adds: “The more the better.”

One more reason for me not to bash specific political ideologies/parties- except when they really ask for it, of course.

FEMA Fact Sheet: Extreme Space Weather Could Mean Blackouts For More Than 130 Million Americans

Ever since I first mentioned coronal mass ejections, or CMEs, while blogging about the Doomsday Preppers TV pilot back in August 2011, I’ve witnessed an ongoing debate over the impact of such severe space weather originating from the Sun. Now adding their two cents is the Federal Emergency Management Agency.

On the website abouthomelandsecurity.com, there’s a section entitled “Survive Space Weather.” On that web page is a fact sheet from FEMA for the document entitled Federal Interagency Response Plan- Space Weather 2012. According to the people behind that site, FEMA wouldn’t release the actual plan to them, but they were able to secure that fact sheet earlier this month via the Freedom of Information Act. And from that document:

NOAA in their 2010 Strategic Plan reference a study conducted by two well-known researchers in the field, John Kappenman and William Radasky, who conducted considerable research on the resiliency of the U.S. electric grid. The study cites in NOAA’s Strategic Plan was done under the auspices of the National Research Council and published in their report, “Severe Space Weather Events” 2008.

According to the Kappenman and Radasky studies, they find that a future extreme space weather event, similar to the great Magnetic Storm of May 1921, could result in large scale blackouts affecting more than 130 million in the U.S. An intense geomagnetic storm will place more than 300 large extra-high-voltage transformers at risk of failure or permanent damage, likely requiring a prolonged recovery period with long-term shortages of electric power to the affected areas.

The affected areas in Kappenman/Radasky studies include most of the states east of the Mississippi River as well as most of the states in the Pacific Northwest…

The fact sheet went on to note that others disagree with the conclusions of Kappenman and Radasky regarding the severity of the impact from an extreme space weather event. However, the FEMA Planning Division did state:

There does appear to be general agreement among the experts that extreme geomagnetic storms could have significantly damaging impacts on the U.S. electric grid.

Largest Sunspot In 24 Years Pointed At Earth

There’s the potential for severe space weather directed at Earth in the coming days. Calla Cofield reported on the Space.com website this morning:

The largest sunspot to appear on Earth’s nearest star in more than two decades is once again pointed at the planet, and it will likely kick-start solar storms, NASA scientists say.

The massive sunspot, previously known as Active Region 12192, was turned toward Earth in October and early November, but rotated out of view. While it was on the Earth-facing side of the sun, the sunspot did not produce any coronal mass ejections — hot bursts of material ejected into space at 4 million mph (6.4 million km/h) — which have the potential to damage satellites and power grids. Now the active region has rotated back around to face Earth again, and although the sunspot has shrunk in size, it will likely be disruptive, NASA scientist Holly Gilbert told Space.com during a video interview about the massive sunspot…

I watched that video interview with Dr. Gilbert about AR 122090 (formerly AR 12192). From the exchange between Gilbert and Cofield:

COFIELD: So why should we pay attention to sunspots?
GILBERT: Sunspots are the regions where space weather is born. Basically, where solar flares originate and these storms called coronal mass ejections, where tons of billions of material is being blown- sometimes towards the Earth- at over 4 million miles an hour. This can affect satellites, our technology. It can cause power grid outages…
COFIELD: Are you able to predict what are the odds of this sunspot having a major solar ejection or coronal mass ejection?
GILBERT: We’re not at the point at predicting when it will happen, but we have a good idea based on the structure of that magnetic field at the sunspot that it’s very possible that it will create some midlevel flares right now. When it was on the side of the Sun facing us a few weeks ago before it rotated around, it actually led to six massive solar flares and multiple smaller flares. So we know that based on the size and the complexity of the magnetic field that there’s potential for these flares to occur.

The chief of the Solar Physics Laboratory at NASA’s Goddard Space Flight Center added:

The coronal mass ejections did not occur along with those large solar flares. This time around, it’s more likely to have some coronal mass ejections associated with it even though the flares themselves might be smaller.

Back on July 23, the NASA Science News website discussed the potential damage from a coronal mass ejection as strong as the infamous Carrington Event of 1859. From the article:

A similar storm today could have a catastrophic effect. According to a study by the National Academy of Sciences, the total economic impact could exceed $2 trillion or 20 times greater than the costs of a Hurricane Katrina. Multi-ton transformers damaged by such a storm might take years to repair

Sunspot Region 2205 Week Away From ‘Perfect Position To Do The Most Damage’ To Earth

Regular readers of Survival And Prosperity know I blog about severe space weather from time to time. Here’s something I came across on Bloomberg.com today that might interest a number of you. Brian Sullivan reported:

Those Sunspots Approaching Earth Could Bring Blackouts

A new group of sunspots that has come into view of Earth has the attention of the U.S. Space Weather Prediction Center.

The area, referred to as 2205, spat out an x-ray flare that produced a moderate radio blackout today, according to the center’s website. Earlier this week, it let loose several coronal mass ejections, explosions of magnetic fields and plasma from the sun’s atmosphere that can knock out power grids and disrupt navigational systems.

Most of the material in today’s flare, along with the earlier eruptions, was pointed away from Earth, thus sparing the planet severe storms…

Here’s what really grabbed my attention though. Sullivan added:

The sunspots that are now becoming visible will take about two weeks to traverse the side of the sun pointed at the Earth, [Forecast Office Lead Robert] Rutledge said. In about a week, the system will be in perfect position to do the most damage, he said…

The potential economic costs associated with such solar storms are staggering. Consider this recent estimate from the FOX News website back in March:

“The cost of an extreme space weather event, if it hits Earth, could reach trillions of dollars with a potential recovery time of 4-10 years,” professor at China’s State Key Laboratory of Space Weather Ying D. Liu warned in a press release. “Therefore, it is paramount to the security and economic interest of the modern society to understand solar superstorms.”
