Wisconsin Governor Scott Walker Authorizes National Guard To Carry Weapons On Duty

I try to spend as much time as I can at my family’s place in Wisconsin. And it’s my opinion that these days, Illinois could learn a thing or two from its neighbor to the north, particularly as it concerns combatting terrorists- both foreign and domestic. From a press release issued today from Wisconsin’s Office of the Governor:

Madison – Governor Scott Walker today issued Executive Order #168 allowing Wisconsin National Guard members to carry weapons while on duty.

“Safety must be our top priority, especially in light of the horrific attack in Chattanooga,” Governor Walker said. “Allowing our National Guard members to carry weapons while on duty gives them the tools they need to serve and protect our citizens, as well as themselves. I am also directing Adjutant General Donald Dunbar to evaluate longer-term plans to ensure the safety of our service members.”

A copy of Governor Walker’s Executive Order is attached.

I’ve read similar directives have been issued in Arkansas, Florida, Indiana, Louisiana, Oklahoma, and Texas.

As for Illinois?

Chicago-Area Military Training Being Conducted In Tinley Park

Tinley Park is one of the Chicago-area locations where that ongoing military training exercise I first blogged about on July 13 is taking place. Dennis Robaugh reported on the Tinley Park Patch website Sunday:

For three nights beginning Monday, July 20, the Department of Defense and regional law enforcement agencies will use the grounds and buildings of Tinley Park’s shuttered mental health center at 183rd Street and Harlem Avenue to conduct urban-training exercises.

The choppers, including the famed Black Hawks, will use the village’s helipad off 183rd Street, too. Operations, which will include explosions, are expected to end by 11 p.m. each night…

Robaugh added that similar exercises were held in the south suburb in April and July of 2013.

Latest On Chicago’s ‘Routine Military Training Exercise’ Over The Next Week

This Monday, I blogged about Chicago hosting a “routine military training exercise” over the next two weeks.

Here’s the latest on the event, per the City of Chicago Office of Emergency Management and Communications website earlier today:

The City of Chicago is providing continued support for a routine military training exercise in and around the Chicagoland area over the next week. This routine training is conducted by military personnel in cities across the country, designed to ensure the military’s ability to operate in urban environments overseas, as service members meet mandatory training certification requirements and prepare for upcoming deployments worldwide.

As part of this training, residents can expect to see increased aircraft activity, including helicopter flights. All training activities have been pre-coordinated with federal, state and city officials, and these locations have been carefully selected to minimize the impact on the daily routine of residents.

The training is not open to the public and the sites will be secured to ensure the safety of residents and the participants.

Chicago Hosting ‘Routine Military Training Exercise’ Over Next 2 Weeks

As posted on the City of Chicago Office of Emergency Management and Communications website before the weekend:

The City of Chicago is providing support for a routine military training exercise in and around the Chicagoland area over the next two weeks. This routine training is conducted by military personnel in cities across the country, designed to ensure the military’s ability to operate in urban environments overseas, as service members meet mandatory training certification requirements and prepare for upcoming deployments worldwide.

All training activities have been pre-coordinated with federal, state and city officials, and these locations have been carefully selected to minimize the impact on the daily routine of residents.

The training is not open to the public and the sites will be secured to ensure the safety of residents and the participants.”

The Chicago area is no stranger to these “routine military training exercises.” I’ve blogged about such events in 2012 (April) and twice in 2013 (April and July).

Now, I’ve heard the U.S. military has been busy developing its urban warfare training program for some time already. Spencer Ackerman wrote in the Wired.com blog Danger Room back on January 18, 2011:

American soldiers spent seven years patrolling the urban neighborhoods of Iraq; its troops battled insurgents there block-by-block and house-by-house. Now that the Army is getting out of Iraq, it wants to make sure its urban combat skills don’t wither away. So it today it gave Lockheed Martin a contract worth up to $287 million to build Urban Operations Training Systems — essentially, giant simulation facilities and modules to help soldiers get ready for life in the big, bad city.

Versions of those training systems can be as simple as shipping containers tricked out to resemble multi-story houses and arranged in village formations, so soldiers can practice how to seize a building without causing needless damage. The Army’s got an entire 1000-acre facility in Indiana it uses to train soldiers in urban combat.

As for the Marines? From the CBS Channel 2 (Los Angeles) website on January 25, 2011:

A 1,560-building mock city has risen in the Southern California desert.

The $170 million Marine Corps urban training center at the Twentynine Palms military base, some 130 miles northeast of Los Angeles, is roughly the size of San Diego.

The Marine Corps Air Ground Combat Center facility uses mock cities and role players to prepare Marines and sailors for urban terrain missions.

If our armed forces already have such resources, what’s with the urban warfare training in American cities then?

The question still stands today…

U.S. Troops Being Deployed To Ukraine By End Of Week

On Monday, a U.S. Army brigade commander confirmed in a think-tank discussion that American troops were being deployed to the Ukraine later this week. While attending a Center for Strategic & International Studies event in Washington, D.C., yesterday, Colonel Michael L. Foster, Commander of the 173rd Airborne Brigade, told attendees:

As we have worked in Operation Atlantic Resolve, the U.S. Army has brought regionally-aligned forces forward to Europe to participate in that and to take part in it. So initially, 1st Brigade, 1st Cavalry Division came over last fall. They relieved us and took up responsibility for Atlantic Resolve. They have since been replaced by the other brigade combat team that’s in Europe that has the mission right now. And now that we are in the month of March we are going to change the mission again. 1st Brigade of 3rd Infantry Division will be picking up some of the responsibility for Atlantic Resolve. We’ll be putting elements of the brigade back forward toward that mission. And then additionally as we continue to look forward, we- we meaning U.S. Army Europe and the European Command- we are expanding Operation Atlantic Resolve further to the south. And so Poland and the Baltic States- they’re what we’re now referring to as Operation Atlantic Resolve North. And here later this month we’ll be sending forces to Romania, Bulgaria, and what we’re going to be calling Operation Atlantic Resolve South. And that has the potential this summer to expand to include potentially Hungary, potentially Georgia, at some point in time the Czech Republic. And so by the end of the summer you could very well see an operation that stretches from the Baltics all the way down to the Black Sea. So geographically, you connect countries. You will see a line of deployed U.S. troops. And then very specifically for the brigade, here before this week is up, we will be deploying a battalion-minus from the brigade I’m a part of to the Ukraine to train Ukrainian forces for the fight that’s taking place in the eastern portion of their country. So, very unique- a separate event from Atlantic Resolve that kind of certainly tied into deterring Russian aggression.

We are training national guard companies with our companies. So we have got them paired up. A U.S. company with a Ukrainian company is the primary avenue for conducting that training. Initially, the plan is to go for 6 months. So through the October timeframe. There have been discussions about how to expand both the duration of that event and the scope. You know, there are other things the U.S. can assist with from a military perspective… So right now what we have got laid out is 6 United States companies that will be training 6 Ukrainian companies throughout the summer, and we have got 3 battalion headquarters elements aligned with 3 Ukrainian battalion headquarters elements to work at that level. But really, nothing above battalion staff level at all.

How To Survive A Mall Shooting

If you’ve been following the news the last couple of days, you might have heard about the threat by the terrorist group Al-Shabaab against a particular “family” of shopping malls (blogged about this Sunday). The more I thought about the potential for a mall shooting, the more I wondered if there was anything out in cyberspace that might assist readers in surviving an active shooter situation within this type of environment. Enter SPIKE’s TV series Surviving Disaster from a couple of years back (blogged about here). In particular, the episode entitled “Mall Shooting.” For those of you who’ve never heard of the television series, from the SPIKE website:

Getting back to Surviving Disaster’s “Mall Shooting,” from the SPIKE website:

A highly trained terrorist cell takes over a crowded mall in a military style siege. Navy SEAL Cade Courtley shows you how to survive a firefight using SEAL Team tactics and take on this well armed enemy by constructing improvised weapons, smoke bombs and night vision gear.

It’s been a few years since I watched the 42-minute production. But I think it still has a lot to offer should readers ever find themselves in a similar predicament. For example, I jotted down the following from the first part of “Mall Shooting,” after the terrorists had commenced their attack:

• Don’t play dead
• Spread out
• Priority is to clear the “kill zone” as fast as possible
• Move away from the kill zone, from cover to cover, avoiding mere concealment if possible
• If no clear exit nearby, escape through the back of a store to the fire-escape hallways
• If the exits from the hallways are blocked/booby-trapped, search for a different escape route from the mall, utilizing those “you are here” maps if necessary
• One possible exit could be the loading dock area, which might be difficult for the terrorists to seal off and a potentially-good spot for law enforcement/other rescuers to gain entry into the facility

Now, some of this might sound “basic” to a number of readers. However, Courtley did cover more “advanced” topics like:

• Individual/group movement (keep at least a foot off of walls because bullets could ricochet down their length)
• Obtaining makeshift weapons and gear from within the mall
• Ambushing terrorists
• Operating an AK-type rifle acquired from the bad guys
• Constructing a makeshift silencer for the captured firearm

There’s plenty more material in Surviving Disaster’s “Mall Shooting,” which you can view in its entirety over on the SPIKE website here.

Personally, I hope readers never have to utilize this information. That being said, I’m real glad SPIKE TV and Cade Courtley put it out there for the general public.

More On Illinois Department Of Natural Resources Wingshooting Clinics In 2015

Tonight, I’m going to be revisiting two subjects from earlier this week. The first is the Illinois Department of Natural Resources Wingshooting Clinics this year. The Illinois Government News Network page on the State of Illinois ran the following last Thursday about the IDNR-sponsored classes. From a February 13 press release:

IDNR Announces 2015 Wingshooting Clinic Schedule
Thirty-two clinics scheduled statewide for beginning and experienced shooters

SRINGFIELD, IL – The Illinois Department of Natural Resources (IDNR), collaborating with many partners and co-sponsors, will be holding 32 wingshooting clinics at sites throughout Illinois from March through early November this year. Most clinics are conducted on weekends.

Many of the 2015 wingshooting clinics will be conducted at IDNR sites, while a number will be held at cooperating gun clubs and shooting ranges, hunting preserves, and farms.

Youth/Women’s Wingshooting Clinics are about learning to safely shoot a shotgun at a moving target with reasonable reliability. Girls and boys typically in the 10-15 age group – and women of all ages – are eligible to participate. Each youth/women’s clinic starts with a morning shotgun safety presentation, followed by a brief small group hands-on shotgun orientation session with each group’s wingshooting instructor. After a lunch break, students spend the afternoon in the field shooting flying clay targets on presentations designed for beginning and novice shooters. Not only do the students learn to safely handle and fire a shotgun, but they learn that being skilled at shooting clay targets is a lot of fun. Most youth/women’s clinics are provided at no cost to participants. A few have a nominal – typically $10 – registration fee. Shotguns, shot shells, and clay targets are provided for shooting students, as is lunch at many clinic sites.

Hunter Wingshooting Clinics are hands-on, and include extensive live fire at a variety of clay target presentations on sporting clays courses specifically designed for teaching typical hunting situations. From ducks and doves to pheasants, quail and rabbits, hunters will find clay target presentations that resemble their favorite, as well as their most troublesome shots. Hunter wingshooting clinics consist of two wingshooting sessions each day.

A short briefing about shotgun safety and handling and on-range safety occurs during the first 15 minutes of each four-hour shooting session. The clinics are designed primarily to improve the wingshooting skills of hunters. However, these wingshooting clinics are not limited to hunters. Anyone from 16 years of age on up with beginning to advanced wingshooting skills who wants to improve their shotgun shooting skills can attend. The fee to participate is either $30 or $35 per participant, depending on the clinic.

Clinics are taught by instructors certified by the IDNR. Many clinic instructors also have a National Sporting Clays Association (NSCA) instructor certification. The participant-to-instructor ratio is usually four to one. Participants are typically grouped with other shooters with similar shooting ability.

There are also a few special wingshooting clinics/activities on the schedule. The IDNR’s Becoming an Outdoors Woman (BOW) program offers shotgun shooting classes as part of an extensive outdoor skills program. These classes, taught by IDNR Wingshooting Instructors, are among the most popular classes among BOW participants. During the National Hunting and Fishing Days activities at Silver Springs State Fish and Wildlife Area in September, the opportunity to shoot flying clay targets is available under the supervision of IDNR Hunter Safety Instructors. The ‘Healing Outside Of A Hospital’ (HOOAH) program provides sporting clays shooting under the supervision of IDNR Wingshooting Instructors to active duty military personnel recovering from injuries, and disabled veterans.

After watching that WGN Morning News segment, I wondered if any combat training could be gleaned from playing “mission-based, tactical laser tag.” Then I read this on the site:

That Elite Tactics Training sounds promising. As for other combat training- I can’t see why a group of like-minded individuals couldn’t work on “techniques, communication, team movements, etc.” during regular game play at Battle House.

Hacker ‘Guccifer’: Chicago And Unnamed Pennsylvania City To Be Nuked In 2015

According to the infamous hacker known as “Guccifer,” someone’s got Chicago and an unnamed Pennsylvania city in their crosshairs for a nuclear detonation next year. Andrew Higgins reported on The New York Times website on November 21:

The English-speaking prison psychologist, who attended my meeting with the hacker, rolled his eyes as Mr. Lazar started reading his explanatory text in good but heavily accented English. It was a compendium of wild conspiracy theories involving so-called Illuminati, a secret cabal that he believes runs the world. Most of the conspiracies were old hat, like ones relating to the attacks of Sept. 11, 2001, by Al Qaeda. But others, such as an alleged plan to set off a nuclear bomb in Chicago and an unnamed city in Pennsylvania next year, were clearly his own work.

The psychologist said he had heard them all before but nonetheless had no doubt about the state of Mr. Lazar’s mental health. “He is not really crazy at all”…

That claim about the Pennsylvania city also being targeted is a new development in the story. I blogged back on November 11:

The recently-apprehended hacker known as “Guccifer” (Marcel-Lehel Lazar, an unemployed 43-year-old Romanian) is in the news today for something he told The New York Times while meeting with them. Andrew Higgins reported on the Times website yesterday:

Before agreeing to answer questions from The New York Times in prison, where he shares a cell with four others, including two convicted murderers, he read out a lengthy handwritten statement that he said explained the purpose of his hacking.

A potpourri of conspiracy theories about the terrorist attacks of Sept. 11, 2001, the 1997 death of Princess Diana and alleged plans for a nuclear attack in Chicago in 2015, it said: “This world is run by a group of conspirators called the Council of Illuminati, very rich people, noble families, bankers and industrialists from the 19th and 20th century.”

Guccifer is reported to have accessed the private e-mails of numerous top military, political, and intelligence leaders around the world- including e-mails of former U.S. President George W. Bush’s family.

So is the Romanian hacker just trying to save his skin somehow with such claims, or did he really uncover such a plot to nuke Chicago and the Pennsylvania city while engaged in criminal activity?

Hopefully, Higgins is able to get more info out of Guccifer going forward- if there’s anything to get.

Huckabee TV Special ‘Threats To America’

Anyone catch the FOX News show Huckabee this past weekend? The one-hour special was entitled “Threats To America,” and the weekly political commentary program that’s hosted by Mike Huckabee pointed out several of them. The former Arkansas governor told viewers Saturday:

Tonight on this Huckabee special- threats to America, and what really ought to scare us. We’re going to be talking with experts around the world to separate the fact from the frivolous. And we’re going to find out if the government is preparing for problems- or if they’re just playing possum. Our purpose is not to present our version of a Freddy Krueger movie. No, it’s to help you understand the real threats that this country faces, and what the country and what you could and should do to be ready.

The experts consulted were:

• Lieutenant General Daniel Bolger, United States Army (Ret.)
• Pete Hegseth- CEO of Concerned Veterans for America
• KT McFarland- FOX News National Security Analyst and host of FoxNews.com’s DEFCON 3
• Gary Berntsen- Former Central Intelligence Agency officer
• Gordon Chang- Lawyer, author, and TV pundit
• Shawn Henry- Retired executive assistant director at the Federal Bureau of Investigation
• Frank Gaffney- Founder and president of the Center for Security Policy
