Chicago’s 2016 Violence, ‘Fetal’ Policing Suggests Residents Focus On Personal Safety

Last Thursday, I wrote the following concerning some Chicago Tribune reader correspondence entitled “Letter: I’m leaving Chicago and I’m never coming back”:

I remain optimistic about the long-term prospects for the “Windy City.” That being said, I do believe conditions in the city will erode before improving again. For those dead set on remaining in town, please do yourself a favor and take a good, hard look at your financial and personal safety capabilities for successfully navigating any “storm” that may lie ahead. For example, how do your finances look with the real prospect of future tax hits down the road?

More later…

Later is today- as least as that bit about “personal safety capabilities” is concerned.

Regular readers of Survival And Prosperity know that the physical well-being of Chicagoans in the face of growing criminal threats has been a priority of this blog since its inception. A recent post on the popular Chicago police blog Second City Cop and a just-released report from the University of Chicago Crime Lab seem to justify such concern.

“SCC” posted the following on Second City Cop on December 29, which suggests the Chicago Police Department is becoming increasingly “fetal”:

[Chicago Police Superintendent Eddie Johnson] claims we’re “still policing” despite all evidence to the contrary:

-street stops down from 159,000 in 2015 to 21,000 in 2016
-property crime skyrocketing in formerly “quiet” areas
-arrest down tens of thousands
-a 20% homicide clearance rate

The list is near endless, and the price is paid in bodies…

(Editor’s note: Bold added for emphasis)

Yesterday, the University of Chicago Crime Lab released a report entitled Gun Violence In Chicago, 2016, which utilized data obtained from the Chicago Police Department and other sources “to provide a more complete picture of the change in our city’s crime problem in 2016.”

The “change” was disturbing. From the report’s “Introduction”:

Between 2015 and 2016, Chicago experienced 58 percent more homicides and 43 percent more non-fatal shootings. Annual increases of this size are not unprecedented among American cities, particularly in recent years, but are rare for a city of Chicago’s size. One striking feature of Chicago’s increase in gun violence is how sudden it was: as of December 2015, there was no indication that gun violence was on the verge of rising sharply. But in January 2016, homicides and shootings surged relative to their 2015 levels and remained higher in almost every month that followed, threatening 20 years of progress on violent crime in Chicago…

What changed in Chicago was not so much the nature of our violence problem, but rather its prevalence. Most murders involved guns, occurred in public places, and stemmed from what police believe was some sort of altercation. This violence continues to be very regressive in its impact, disproportionately affecting the city’s most disadvantaged residents. Most gun violence victims and suspects were African American men, more often than not having had some prior encounter with the criminal justice system.

Compared to other cities, a larger share of homicide suspects in Chicago consists of adolescents, although the majority of all homicide suspects are in their 20s or older. The increase in gun violence occurred disproportionately in several disadvantaged neighborhoods on the city’s South and West sides, which now account for an even larger share of the city’s homicides. Another change is that from 2015 to 2016, the share of homicides that CPD believes stemmed from an altercation, as well as the share of homicide offenders who were recorded by CPD as having a gang affiliation, seemed to decline

(Editor’s note: Bold added for emphasis)

“The share of homicide offenders who were recorded by CPD as having a gang affiliation, seemed to decline”

And here I was parnanoid about the tens of thousands of gang bangers infesting the city.

Further suggesting Chicagoans’ really need to look after their personal safety were these nuggets found within the report:

-“In 2016, 77 percent of gun homicides and shootings took place on the street or in an alley, up from 75 percent in 2015…”

-“Around 64 percent of homicides in 2016 were described by CPD as stemming from an altercation, down from 74 percent in 2015. Unless there was a change in how CPD recorded the circumstances of homicides from 2015 to 2016, this suggests that homicides stemming from other motivations increased more rapidly (by 121 percent) than did homicides stemming from an altercation (by 35 percent)…”

-“Individuals arrested for a homicide or shooting in Chicago in 2016 and 2015 had similar prior criminal records: around 90 percent had at least one prior arrest, approximately 50 percent had a prior arrest for a violent crime specifically, and almost 40 percent had a prior gun arrest. The average person arrested for a homicide or shooting in both years had nearly 12 prior arrests, with almost 45 percent having had more than 10 prior arrests, and almost 20 percent having had more than 20 prior arrests…”

-“The share of offenders with a current or prior gang affiliation, as noted by CPD, declined from 73 percent in 2015 to 67 percent in 2016, suggesting that individuals not affiliated with gangs may have been overrepresented among those driving the increase in violence…”

-“In 2016, Chicago police made 24 percent fewer arrests than in 2015, accelerating the steady downward trend in arrests the city has seen in recent years…”

-“Chicago police recorded over 80 percent fewer stops in January 2016 than they had in November 2015. This drop, from an average of over 50,000 stops per month in 2015 (through November) to approximately 10,000 stops per month starting in early 2016, began a few months before rates of gun violence in Chicago began to increase. What caused the decline is itself unclear. Several frequently-mentioned candidate explanations—the release of video footage showing the shooting by a CPD officer of teenager Laquan McDonald, announcement of a U.S. Department of Justice (DOJ) investigation of CPD, implementation of an agreement between the City and the American Civil Liberties Union (ACLU) concerning street stops, and a new state law regarding street stops—all happened essentially within a few weeks of each other in late 2015 and early 2016…”

More on Chicago and personal safety later. In the meantime, head on over to the University of Chicago Crime Lab website here to read their entire report (.pdf file). It’s enlightening, to say the least.

Chicago MLK Weekend Shootings: 10 Killed, 29 Wounded

Chicago had a peculiar way of honoring the legacy of Martin Luther King, Jr., this past weekend. CBS 2 (Chicago) reported on their website this morning:

At least 39 people have been shot across Chicago over the Martin Luther King Jr. holiday weekend, leaving 10 dead…

(Editor’s note: Bold added for emphasis)

CBS 2 also noted:

Last year, 32 people were shot over the Martin Luther King Jr. holiday weekend, five fatally.

And from the popular HeyJackass! website (“Illustrating Chicago Values”) under “This Weekend’s Stupidity”:

2016 weekend tally: 4 killed, 27 wounded
2015 weekend tally: 4 killed, 14 wounded
2014 weekend tally: 4 killed, 13 wounded

The MLK Day carnage suggests this year could be a continuation of that deadly trend I identified in 2016- Chicago shootings increased on long holiday weekends compared to 2015.

Chicago Tribune Letter: ‘Chicago, And Its Surrounding Areas, Have Become Hell on Earth’

This morning I headed over to the Chicago Tribune website to see what’s cooking locally. On their homepage was a “story” link with the following headline:

“Letter: I’m leaving Chicago and I’m never coming back”

Figuring this should make some “entertaining” reading while I finished my coffee, I checked out the proclamation. The author sure didn’t pull any punches. Here’s a snippet:

I’ve come to understand that Chicago, and its surrounding areas, have become Hell on Earth for any thinking person with a modicum of self-respect.

The caustic combination of corrupt politicians with nothing but contempt for the public; a police force so broken down in spirit it visibly resents interaction with even law-abiding citizens; a criminal underclass empowered by the incessant drone of liberal rhetoric wandering the streets posing clear and present danger to everyone around them; and the enablers, who are everywhere, to say nothing of the ugly, decaying infrastructure, poor economy and joyless entertainment and leisure opportunities – it is for these reasons I have made the decision to disconnect forever…

(Editor’s note: Bold added for emphasis)

As regular readers of Survival And Prosperity know, I am one of those who left Chicago (Northwest Side) only three-and-a-half years ago due to concerns over increasing government mismanagement, crime, and costs of living- in no particular order. Besides, even though I really liked the neighborhood I had lived in for eight years, it was time for a new pad and home prices were just too damn high!

My girlfriend and I did what was right for us at the time and in advance of what we suspect lies ahead. But Chicago is still a great city with fantastic people (minus the criminal element), so much so not only do I understand why one might still choose to reside there, but even I won’t go so far as to proclaim “I’m never coming back.”

More later. And to read that entire letter sent to the Chicago Tribune, head on over to their website here.

HeyJackass! On 2016 Chicago Murder Tally: ‘We’ll Most Likely Exceed The 800 Level’

“As the gunfire dies down, HeyJackass will finalize the numbers for 2016, the Department will lie about the other numbers, death investigations will be scheduled for reclassification, Rahm will pretend that 600 black people weren’t murdered in his city by other black people, another 3,600 weren’t maimed and that 25 police shootings are the real problem…”

-New Year’s Day post on Chicago police blog Second City Cop

Happy New Year everyone. Hopefully readers were able to ring in 2017 safely- particularly those in Chicago, where the last weekend of 2016 turned out to be another bloody one.

Just how bad were shootings and murders in the “Windy City” in 2016? Well, consider the following from the CBS News website yesterday:

One of the most violent years in Chicago history ended with a sobering tally: 762 homicides, the most in two decades in the city and more than New York and Los Angeles combined

(Editor’s note: Bold added for emphasis)

That’s pretty awful. And once the final tally is in, 762 murders might be significantly lower than the actual body count.

From the popular HeyJackass! website (“Illustrating Chicago Values”):

Preliminary 2016 Totals
Shot & Killed: 713
Shot & Wounded: 3665
Total Shot: 4378
Total Homicides: 795

And under the section “New Year’s Stupidity” on the site:

While the 800 homicide gorilla awaits entry into 2016’s frunchroom, the fact is we’ll most likely exceed the 800 level soon after the New Year due to late passings and reclassified death investigations. Happy New Year!

(Editor’s note: Bold added for emphasis)

Stay tuned…

Maxon’s Gun Shop, Range Coming To DuPage County?

The last time I blogged about Maxon Shooter’s Supplies and Indoor Range in the near-northwest suburb of Des Plaines, I was congratulating them back in February 2015 on receiving a prestigious Five Star rating from the National Shooting Sports Foundation (NSSF).

These days, Maxon’s is in the local news for their proposed expansion into DuPage County, Illinois. Erin Hegarty reported on the Chicago Tribune website on November 23:

Preliminary plans have been proposed for an indoor shooting range and gun shop in Warrenville, just across the street from Naperville on Ferry Road.

Naperville resident Dan Eldridge already owns the Maxon Shooter’s Supplies and Indoor Range in Des Plaines. Building a second location in Warrenville was a necessity because he needs more classroom space, he said, but it will also fill a void for this type of business in the western suburbs.

“This would allow us to grow in an underserved area in Chicagoland,” Eldridge said.

The new location on 7-plus acres at 30W255 Ferry Road will serve residents in Warrenville, Naperville and Aurora – a market that lacks facilities for shooting classes and practice ranges, he said. Its proximity to Route 59 and Interstate 88 will allow them to attract shooting enthusiasts from as far as 20 to 30 miles away, he said…

(Editor’s note: Bold added for emphasis)

According to Hegarty, Maxon’s owner figures the new facility would employ about 25 full- and part-time workers.

You can read the entire article on the Chicago Tribune website here. And for more information about Maxon’s, head on over to their site here.

Chicago Police Supt. Eddie Johnson On Tackling Gun Violence

Yesterday morning while watching the local news I spotted Chicago Police Superintendent Eddie Johnson on WGN-TV (Chicago Channel 9) talking about the city’s gun violence. From his exchange with WGN’s Robin Baumgarten and Larry Potash:

BAUMGARTEN: So I heard you mention at the Union Club when you spoke earlier this week that it’s basically about 1,000 gang members or offenders that are causing all these problems. Now when people hear that- why don’t you go arrest those guys? Or are they going to jail and getting back out? What’s happening?
JOHNSON: Well, we’ve gotten real good at predicting who these individuals will be. Unfortunately, we have to work within the framework of a little piece of paper called the Constitution. So we actually have to wait until they do something. So that list that we have is not really for enforcement, but it’s just more of an FYI so we know who the perpetrators are.
POTASH: Lawmakers have been working on a bill to kind of stiffen the penalties for gun possession. What is taking so long with that?
JOHNSON: So we, I’m optimistic that we’ll have it done at the beginning of the year. But in terms of what’s taking so long? I guess they just want to get the language of it right. Because it’s more important to get it right than to rush through it. But we have to do something. Because most of our violence in Chicago is perpetrated by repeat gun offenders. And until we change that culture, that mentality, we’re going to see the same things keep cycling through.
BAUMGARTEN: So ideally what would you like to see, or what is the goal? To have someone who has a gun go to jail for how long? What’s the goal?
JOHNSON: So with this particular piece of legislation, we’re not changing the sentencing years. What we’re doing is giving our judicial partners the wherewithal to be able to sentence them somewhere between the mid-range to high-end of the sentencing guideline, which will be I think the high-end is maybe 14 years. Mid-range will be about 6 years.
POTASH: And why wouldn’t they be doing that already?
JOHNSON: Well, I can’t answer that. That’s a question- that’s a million dollar question. But the fact of it is though we do have to do a better job of holding these individuals accountable for their gun crimes…

Chicago: November Murders Double From Last Year

November saw murders in Chicago double from last year. WGN-TV’s Nancy Loo reported this morning:

The latest number only add to an already deadly year. Likely, the worst in two decades. But the numbers for November alone are alarming. According to Chicago Police, there were 77 murders in November- nearly double from last year. And there was a total of 389 shooting victims- that’s 188 more than last November. The murder total for last month is actually more than that of 2014 and 2015 combined. Police say the current violence is fueled by gangs, largely within five police districts on the South and West sides…

(Editor’s note: Bold added for emphasis)

“Murders in Chicago more than doubled in November, police say”
WGN-TV Video

According to the Chicago Police Department’s CLEARMAP (Citizen Law Enforcement Analysis and Reporting) Crime Summary web tool this morning, the 6th (Gresham), 7th (Englewood), 8th (Chicago Lawn), 9th (Deering), 10th (Ogden), and 11th (Harrison) police districts had the most reported incidents of violent crime in the past 90 days.

Illinois Gun Dealers Under Legislative Attack

Here’s the latest anti-gun “end-around” being attempted in the state of Illinois. From the National Rifle Association’s Institute for Legislative Action website Monday:

Last week, state Representative Kathleen Willis filed House Amendment 8 to House Bill 1016, another anti-gun amendment that seeks to over-regulate gun dealers and impose restrictions that could potentially force gun stores to close. House Bill 1016 has been sent to the House floor and could be considered at any time. Your NRA-ILA continues to outright oppose House Bill 1016 and any anti-gun amendment proposed. Please continue to contact your state Representative and politely urge them to OPPOSE House Bill 1016.

The federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) licenses and closely monitors all FFLs and strictly enforces any violations of federal law. HB 1016 goes far beyond federal law in its mandatory regulations and red tape imposed at the state level that it would almost assuredly force the closure of most firearm dealers, and prevent prospective owners from opening new ones. This legislation seeks to create so many department divisions, anti-gun 5-member licensing boards, and licensing fees that dealers would be forced to close through oversight by anti-gun appointees or would be priced out of business…

The NRA-ILA offers opponents of HB 1016 a way to take action via their website here.

Chicago Shootings Increase On Long Holiday Weekends Year-Over-Year

Unsurprisingly, an awful lot of people were shot in Chicago over the long Thanksgiving weekend. From the HeyJackass! website (“Illustrating Chicago Values”):

Thanksgiving Stupidity…
Final Stupidity Tally: 11 killed, 64 wounded
2015 Thanksgiving weekend: 9 killed, 22 wounded
2014 Thanksgiving weekend: 5 killed, 23 wounded
2013 Thanksgiving weekend: 4 killed, 12 wounded

(Editor’s note: Three “kills” over the 2016 holiday weekend were police-involved shootings)

Notice the spike in shootings from just a year ago? Looking at the HeyJackass! data, I noticed year-over-year increases also took place on other long holiday weekends in Chicago, including Memorial Day (75 shot in 2016, 32 in 2015), July 4th (67 shot in 2016, 66 in 2015), and Labor Day (66 shot in 2016, 56 in 2015).

The trend is not Chicago’s friend here.

Chicago Shoots Past 700 Homicides For The Year

After spending the day at the family’s place in Wisconsin getting ready for “Old Man Winter,” I arrived home to learn that homicides in Chicago have shot past 700 for the year. Here’s what HeyJackass.com, “Illustrating Chicago Values,” is showing as I type this Friday evening:

Year to Date
Shot & Killed: 630
Shot & Wounded: 3296
Total Shot: 3926
Total Homicides: 703

ABC 7 Chicago is reporting over on their website:

The city surpassed the 700 homicide total for the first time since 1998.

A total 0f 704 homicides were reported that year, a number likely to be surpassed in 2016 as the city appears on pace for 750 homicidal deaths. That includes 10 people who were shot or otherwise assaulted in prior years, but died in 2016.

Last year the city recorded 473 homicides for the entire year…

(Editor’s note: Bold added for emphasis)

“704 homicides… a number likely to be surpassed in 2016”

How about “a number likely to be surpassed this weekend“?

A comment on the popular Chicago police blog Second City Cop surmised liberals will blame “climate change” for this carnage.

City Hall included among the blamethrowers?

Calls for more gun “control” and outside agency intervention in three, two, one…
