Standard-Capacity Ammunition Magazine Ban Passes Out Of Illinois Senate Executive Committee

Gun “control” is on the move again in Illinois as legislation banning standard-capacity ammunition magazines has passed out of the Illinois Senate Executive Committee, setting up Senate Bill 1002 to be voted upon by the full chamber. Lauren Leone-Cross reported on Springfield’s The State Journal-Register website late yesterday:

The Democrat-controlled Senate Executive Committee passed the measure 12-3, with two Republicans, Minority Leader Christine Radogno of Lemont and Sen. Matt Murphy of Palatine, voting “yes.”

“I think this is a chance that this bill could save lives, and I think it’s worth taking that chance,” Murphy said.

Leone-Cross added later in the article:

Sponsoring Sen. Dan Kotowski, D-Park Ridge, said that while he doesn’t know when he’ll call SB 1002 for a vote in the full Senate or whether he has the votes, it “looks promising.”

Illinois residents who think their Republican state senator will oppose this legislation might be in for a rude shock, seeing that Senators Radogno- the Minority Leader no less- and Murphy have now aligned themselves with the gun “control” camp on this bill.

In the meantime, the National Rifle Association’s Institute for Legislative Action has sent out the following:

Illinois: Anti Self-Defense Amendment to be Considered in Senate as Early as Tomorrow

Contact your state Senator IMMEDIATELY and urge him or her to oppose Amendment 2 to Senate Bill 1002!

Today, in another attempt to further disarm the law-abiding residents in Illinois, an amendment offered by state Senator Dan Kotowski (D-28) to Senate Bill 1002, was heard by the Senate Executive Committee. Amendment 2 to SB1002 would limit the sale and transfer of all standard capacity magazines. Rather than addressing criminals engaging in gang violence, Chicago politicians want to limit the ability of law-abiding gun owners to defend themselves against those criminals.

In a state that is under court order to enact concealed carry reform laws for the self-defense of its residents, this restriction on standard capacity magazines is a step in the wrong direction. This legislation will only remove the ability of responsible gun owners to defend themselves and their loved ones.

It is critical that you contact your state Senator and urge him or her to resist this legislative attempt to disarm and punish law-abiding citizens. Contact your state Senator TODAY and respectfully urge him or her to uphold Illinoisans’ right to self-defense by opposing Amendment 2 to Senate Bill 1002.

Quote For The Week

What I found ironic about this, tragically ironic, is that teddy bears face more stringent regulations than guns do in our country. Teddy bears are tested for sharp edges, points, loose parts and flammability. And you know the number of children who were killed by teddy bears in our country last year?

Teddy bears and other toys account for twenty two deaths each year, and nearly one hundred and fifty thousand injuries. Most of these deaths and injuries happen to children.

In Chicago, there’s only been a total of 37 homicides involving rifles- “assault rifles” included- over 9 years, from 2003 to 2011 (Source: Chicago Police Department).

Newtown Parents Join Chicago-Area Democrats In Push To Ban Standard-Capacity Ammunition Magazines

“Just wait for next week. 10 round mag limit bills and semi-auto ban bills may surface next week. They will pull out all the stops to distract us from the fight on CCW. I wouldn’t be surprised that they USE the traumatized parents of Connecticut to push their agenda.

Its sad that the traumatized Connecticut parents have to be used to take away our rights to defend our children from a similar fate.”

On Sunday, May 19, it was announced that some parents of children who were victims of the shooting that took place at Sandy Hook Elementary School in Newtown, Connecticut, last December were due to arrive in Chicago as area Democrats push for a ban on standard-capacity ammunition magazines. From the WGN Chicago website yesterday:

Governor Pat Quinn will meet with parents of the Newtown, Connecticut school shooting victims today at the Thompson Center.

They are working together to urge Illinois lawmakers to ban the sale of high-capacity ammunition magazines.

(Editor’s note: Going forward, high-capacity ammunition magazines will be defined as having more capacity than what is generally run in that firearm- 40-round magazine in a Kalashnikov, for example- and standard-capacity magazines are having the typical capacity that is run in the firearm- 30-round magazine in an AK or AR, or 20-rounder in an M1A, for example).

Gregory Pratt added on the Chicago Tribune website last night:

Quinn, Senate President John Cullerton, D-Chicago, and Sen. Dan Kotowski, D-Park Ridge, joined the parents in calling on state legislators to pass the bill banning the delivery and sale of ammunition magazines that contain more than 10 rounds.

Under that legislation, introduced Friday by Kotowski, the sale or delivery of these magazines would be punishable by a maximum of three years in prison. It would also make the use of a high-capacity magazine during a crime an aggravating factor leading to a stiffer penalty, Kotowski said.

The legislation being referred to here is Senate Bill 1002, “Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the short title.”

Should this gun “control” legislation be enacted:

A person who knowingly delivers, sells, or transfers, or causes to be delivered, sold, or transferred… a large capacity ammunition feeding device capable of holding more than 10 rounds but not more than 17 rounds of ammunition commits a Class 4 felony for a first violation and a Class 3 felony for a second or subsequent violation.

And if it’s a 20- or 30-round standard-capacity ammunition magazine that’s involved:

A person who knowingly delivers, sells, or transfers, or causes to be delivered, sold, or transferred… a large capacity ammunition feeding device capable of holding more than 17 rounds commits a Class 3 felony for a first violation and a Class 2 felony for a second or subsequent violation.

Illinois State Rifle Association Call For Action

Speaking of heat, from the Illinois State Rifle Association (ISRA) the other day:

YOUR ACTION NEEDED – YOU MUST MAKE CALLS TO SENATORS AND REPRESENTATIVES

As June 9th grows nearer, a lot of attention will be focused on the General Assembly’s efforts to comply with the court order to enact concealed carry. As important as passing shall-issue concealed carry is, gun owners should not let the carry issue distract them from other efforts already underway to diminish their constitutional right to keep and bear arms.

Those of you who have been following the topic of gun control this year know that there are some key items on the gun-grabbers’ legislative wish list. Among the crown jewels are the ban and confiscation of semiautomatic rifles, pistols and shotguns; the ban and confiscation of standard capacity magazines; the registration of lawful gun owners; and the mandatory reporting of lost and stolen firearms. The gun controllers claim that these measures are necessary to protect public safety. Of course, firearm owners know that these measures are designed strictly for the purpose of punishing people who dare to own a gun.

A glimpse of what we may soon be facing was provided by a front-page feature in the latest Sunday edition of the “Chicago Tribune.” In that story, we learned of a single mom so desperate for cash that she volunteered to become a straw purchaser for hardened criminals who were prohibited from purchasing firearms. She was eventually caught and is now serving a multi-year prison term for her misdeeds.

As far as gun owners are concerned, the hapless straw purchaser is right where she belongs – jail. Interestingly, the author of the piece spins the story to suggest that the woman is in jail not because of her decision to commit crimes, but because the “gun lobby” has fought against legislation supposedly designed to combat straw-purchasing. Once again, the notion is put forth that muggers, mass murderers, and straw purchasers only commit crimes because the “gun lobby” lets them. In this case, it’s gun owners’ fault that this mom is in jail rather at than home with her kids.

In short, it seems that the purpose of the straw purchase story is to promote legislation requiring gun owners to report “lost or stolen” firearms to the police within a short time of them being lost or stolen. As is often the case, such legislation may sound good on the surface. But, the devil is in the details, and those details place an undue burden on firearm owners. Such proposals may be fine in theory, but problematic in practice.

So, here is what you need to do to help ensure passage of shall-issue concealed carry and prevent passage of extremist gun control proposals:

1. Call your State Representative and your State Senator. Politely tell the person who answers the phone that you are a law-abiding Illinois firearm owner and that you would like the senator or representative to vote for “shall-issue” concealed carry and vote against “may-issue” concealed carry. Likewise, advise the person that you oppose any proposal that would diminish your right to keep and bear arms and expect the legislator to oppose such measures as well. 2. Pass this alert on to your friends and family and ask them to make calls as well.

3. Post this alert to any and all Internet blogs or bulletin boards to which you belong.

FURTHER ACTION

The Will County Board will vote on a resolution in favor of Concealed Carry this coming Thursday at 9:30 in the Will County Office Building, 2nd Floor, 302 N. Chicago Avenue, Joliet. It’s important that firearm owners show up for the vote to show their support for the measure. Plan on being there at 9:00 AM so that you can get a seat.

Resource Of The Week: Trigger Time TV

Last week’s “Resource Of The Week” was Student of The Gun, a firearms-related show that originally could only be viewed on satellite television but now can be watched on the Internet. In that same mold is Trigger Time TV, which features on the Pursuit Channel (available on DirecTV and DISH Network) but whose past episodes are archived on their website. From that site:

I was lucky enough to discover Trigger Time TV early on in its production. The recently-departed Mark Craighead, owner/founder of CrossBreed Holsters, hosted Season 1 of the show, which consisted of 10 episodes.

Mike Lamb, founder of training/consulting firm Stoic Ventures, took over the role of host for Season 2, which is comprised of 8 episodes as far as I can tell.

According to the Trigger Time TV Facebook page, as of May 6 the crew is busy filming Season 3 of the show.

I really enjoy watching Trigger Time TV. Like Student of The Gun, it’s packed with valuable firearms-related information. My biggest problem has been forgetting to watch the TV show when it airs on the Pursuit Channel. But because past episodes are being archived on the Internet, that’s no longer a problem anymore. I can just catch it when I have time. Awesome.

Amendment To Ban Standard-Capacity Magazines Introduced In Illinois Senate

Another day, another firearms-related ban proposed in Illinois. From the National Rifle Association’s Institute for Legislative Action website yesterday:

Illinois: Amendment to Ban Standard Capacity Magazines to be Considered

Today, an anti-gun amendment was offered to Senate Bill 1002, turning this bill into another vehicle for gun control. Sponsored by state Senator Antonio Munoz (D-1), this amendment seeks to ban the possession, purchase, manufacture, sale or delivery of all magazines in Illinois that can hold more than ten rounds of ammunition or that can be readily converted to do this. Further, Illinois residents would have ninety days to surrender or dispose of any of these magazines they already possess. In a state that is under court order to enact concealed carry reform laws for the self-defense of its citizens, this restriction on standard capacity magazines is a step in the wrong direction.

By limiting the capacity of rounds in a magazine, state legislators are directly targeting law-abiding gun owners since these magazines are standard for many commonly owned firearms used for self-defense. Violent criminals are not going to obey a magazine capacity restriction any more than they comply with gun bans or other forms of gun control. This amendment provides no solution to current crime problems in Illinois and only seeks to further disarm and punish law-abiding citizens.

It is important that you contact your state senator TODAY and respectfully urge him or her to uphold Illinoisans’ right to self-defense by opposing Amendment 1 to Senate Bill 1002.

Worth Reading: ‘Dear Gun Control Democrats: 6 Ways To Make A Better Argument’

Recently, I’ve been trying to catch up on some podcasts I try listening to on a regular basis. This includes Tom Gresham’s Gun Talk, a past “Resource Of The Week” that I blogged about back in July 2011.

Well, one entry in the Gun Talk podcast archive that intrigued me was “Hour Three” of April 28, entitled “Guest Kendall, Blogger.” Listening to that show, I learned that “Kendall” publishes the blog “Kontradictions,” which is described as “(the compulsive documentation of Kontra)”. Apparently, the “far left of center” blogger posted “Dear Gun Control Democrats: 6 Ways to Make a Better Argument,” last month that’s being talked about quite a bit in the firearms community. From Kendall’s post:

Dear Gun Control Democrats:

It’s been less than a week since national gun control in America died. No “assault weapons” ban. No “high-capacity” magazine ban. Not even the Manchin-Toomey background check compromise that, according to Senator Mark Kirk, was reached by getting drunk on a 54-foot mega-yacht named Black Tie, which is part-owned by Manchin.

Over the last several days, I’ve watched Democratic politicians, lobbyists and Facebook meme-sharers calling down shame on the senators who voted against every single gun control measure proposed in the Senate. Yes, it’s true that none of the measures would have passed the Republican-controlled House anyway, but to have lost in the Democrat-controlled senate was to truly be trounced. I have seen the Democratic pundits all over the nation looking across their podiums and well-lit television studio desks with stunned expressions. “How could this have happened,” they all ask? Only four months after Newtown?

I write this letter as someone who is politically far left of center. You and I have a lot in common, though you may not want to admit it by the end of this article. I think it’s time we had a talk…

I watched the Senate votes live on Wednesday, and when these gun-related bills were defeated, I literally celebrated. Obviously, you and I have a lot in common, but plenty to differ on. And that’s kind of what I want to talk to you about.

Congressional Democrat Supports National Gun Registry, Says ‘It Helps Us Find Them For You’

Came across the following yesterday on TheBlaze TV’s website.

Apparently, U.S. Representative Sheila Jackson Lee (D-TX, 18th) joined protesters outside the National Rifle Association national conference in Houston, where she told TheBlaze the following as it concerns a national registry of firearms:

JACKSON LEE: Registering your guns- people think that’s something sinister. But it helps you from protecting your guns when they’re stolen. It helps us find them for you, like registering your car
THEBLAZE: So would you support- if a senator brought forth a registration bill- would you support a national registry?
JACKSON LEE: I would.

Concerning the protesters outside the NRA conference, I read the following on the Massad Ayoob on Guns blog on the Backwoods Home Magazine website. Ayoob, a captain with the Grantham (New Hampshire) Police Department and an internationally-known firearms and self-defense instructor, blogged Friday:

70,000 NRA members are expected to be in attendance before the three-day event is done, and according to reports, only about six anti-gun people showed up to protest. I’m told that they stood on a sidewalk, reading aloud the names of murder victims.

I’m not sure what they thought that had to do with 70,000 Americans who arm themselves against the sort of criminals who commit murder, and fight for the right of other law-abiding citizens to also be able to defend themselves against murderers. I doubt that the six protesters could have explained it coherently, themselves.

Anyway, as the Congresswoman’s statements reveal, the push for more gun “control” is still alive and well these days.

Resource Of The Week: Student Of The Gun

One of the great things about satellite television (at least, DISH Network) is the number of shows dedicated to personal defense and the shooting sports.

But I’ve noticed a trend lately. A number of these productions are no longer limited to just being watched on the television set.

Take American Airgunner for example (a past ROTW that I blogged about here). These days, the show, which is devoted to air gun shooting sports, can be seen on satellite TV (Pursuit Channel) with archived episodes available on the Internet (YouTube.com).

Also available for viewing these days on the World Wide Web (hardly hear that term anymore) is Student of the Gun. My first exposure to SOTG was the TV show that used to air on DISH Network (Sportsman Channel). I thought it was really good. As time went on, however, I learned the television production was part of something larger. From their website:

Being a Student of the Gun is not about being a novice or beginner. Student of the Gun represents a life’s journey of education, enlightenment and the enjoyment of firearms. Each episode will introduce the viewer to new and interesting firearms as well as the latest gear to go with them.

Obama On Gun ‘Control’ Push: ‘One Thing I Am Is Persistent’

On Thursday, May 2, 2013, Barack Obama joined his Mexican counterpart President Enrique Peña Nieto for a joint press conference in Mexico City, Mexico. Not surprisingly, the U.S. President talked about gun ‘control’ among other issues. From a transcript provided by the Chicago Sun-Times:

I do want to editorialize just for a second about gun control. As I think all your Mexican counterparts understand and as I talked about with President Peña Nieto, we recognize we’ve got obligations when it comes to guns that are oftentimes being shipped down South and contributing to violence here in Mexico.

But, frankly, what I’m most moved by are the victims of gun violence not just in Mexico but back home — like the parents in Newtown. And I said the day that the legislation that had been proposed by Senators Manchin and Toomey in the Senate — the day that that failed to get 60 votes — that that was not the end; this was the beginning.

The last time we had major gun legislation it took six, seven, eight tries to get passed. Things happen somewhat slowly in Washington, but this is just the first round. And when you’ve got 90 percent of the American people supporting the initiatives that we put forward around background checks and making sure that drug traffickers, for example, can’t just send in somebody with a clear record to purchase guns on their behalf with no way of tracking or stopping that, when you had common-sense legislation like that that the overwhelming majority of Americans, including gun owners, those of us who strongly support the Second Amendment, all of us supporting, I believe that eventually we’re going to get that done. And I’m going to keep on trying.

So I didn’t mean to horn in on President Peña Nieto’s response, but I just want to be clear that we’re going to keep at this. One thing I am is persistent.
