‘Assault Weapons Ban Of 2017’ Legislation Introduced In U.S. Senate

You knew it was coming after the Nevada and Texas mass shootings. From the website of the National Rifle Association’s Institute for Legislation Action (NRA-ILA) Thursday:

Dianne Feinstein Wants to Ban Commonly Owned Semi-Autos, Again!

On Wednesday, Senator Dianne Feinstein introduced S. 2095, which she is calling the Assault Weapons Ban of 2017. The 125-page firearm prohibition fever dream is perhaps the most far-reaching gun ban ever introduced in Congress.

Subject to an exception for “grandfathered” firearms, the bill would prohibit AR-15s and dozens of other semi-automatic rifles by name (as well as their “variants” or “altered facsimiles”), and any semi-automatic rifle that could accept a detachable magazine and be equipped with a pistol grip, an adjustable or detachable stock, or a barrel shroud. And that’s just a partial list. “Pistol grip” would be defined as “a grip, a thumbhole stock, or any other characteristic that can function as a grip,” meaning the ban could implicate even traditional stocks or grips specifically designed to comply with existing state “assault weapon” laws.

Needless to say, semi-automatic shotguns and handguns would get similar treatment.

Also banned would be any magazine with a capacity of greater than 10 rounds or even any magazine that could be “readily restored, changed, or converted to accept” more than 10 rounds.

While Feinstein’s bill would graciously allow those who lawfully owned the newly-banned guns at the time of the law’s enactment to keep them, it would impose strict storage requirements any time the firearm was not actually in the owner’s hands or within arm’s reach. Violations would be punishable (of course) by imprisonment.

Owners of grandfathered “assault weapons” could also go to prison for allowing someone else to borrow or buy the firearm, unless the transfer was processed through a licensed firearms dealer. The dealer would be required to document the transaction and run a background check on the recipient.

Should lawful owners of the newly-banned firearms and magazines decide that the legal hazards of keeping them were too much, the bill would authorize the use of taxpayer dollars in the form of federal grants to establish programs to provide “compensation” for their surrender to the government.

This bill is nothing more than a rehash of Feinstein’s failed experiment in banning “assault weapons” and magazines over 10 rounds. Except this time, Feinstein would like to go even further in restricting law-abiding Americans’ access to firearms and magazines that are commonly owned for lawful self-defense.

The congressionally-mandated study of the federal “assault weapon ban” of 1994-2004 found that the ban had little, if any, impact on crime, in part because “the banned guns were never used in more than a modest fraction” of firearm related crime.

Gabe Suarez Shares Latest Insights On Terrorism, Mass Shootings

In the previous post I referenced one published back on April 28, 2011, about the next Mumbai-style attack. I blogged:

Consider what Gabe Suarez, a decorated veteran of Southern California law enforcement and president of the personal safety training outfit Suarez International, wrote in his blog Warrior Talk News on May 6, 2010:

Put yourself in the enemy’s shoes… err, sandals… which option would YOU pick? Which offers the easiest implementation, least chance for detection, greatest chance for success – bombs or bullets?

The mass shooting and not the improvised and unsuccessful bomb is the “easy button”, and that fact cannot be ignored by us as it will not be overlooked by the enemy.

So what do we do?

1). We must identify who the enemy is. Please go back and peruse the list of events above, both failed and successful. What is the common thread connecting the attackers?

2). Carry your gun everywhere… a REAL fighting gun… not some sissy “suitable for CCW” 5 shot “self defense gun”. The times are not such that concern over a mugger is the issue anymore. Carry extra ammo with you. It is not difficult at all to carry a full sized pistol with a couple of extra magazines. I have done so since 1983.

These are not the times to be seeking political correctness over public safety. It is not the time to fear false labels created and assigned by the mass media. The Israelis learned that lesson long ago. After all is said and done, it is better to be a live “intolerant racist” (as the MSM would call us) than a dead “co-existing”, tolerant “paragon of political correctness”. I suspect that had Shahzad’s bomb been successful, lots of tolerant, “co-exist” types would have died right alongside us “intolerant racists”. The times call for careful profiling and suspicious curiosity as well as daily preparation.

Dress everyday as if you had a business meeting in Mumbai on 26 November 2008 with a bunch of Jews, Christians, and atheist Americans at a cafe right across the street from the Jihad School Of Terrorism.

Be ready or be a victim.

How’s this for timing? Bringing up the rear in my last SP Intel Report entry:

I too believe it’s only a matter of time before a major terror attack is launched by jihadists against the U.S.

Okay, so the San Bernardino, California, terrorist attack (pretty pathetic how some tried real hard to paint this as merely workplace-related violence) wasn’t exactly “major,” and anyone with at least half-a-brain should have seen this coming. But the Muslim extremists are here, and they will strike again at the “homeland” on the level of what just happened out on the “Left Coast” (all that gun “control” didn’t work out too well for California in this instance) all the way up to another 9/11-type attack with thousands of Americans dead.

U.S. Supreme Court Declines To Hear Appeal Of Lower-Court Ruling Upholding City of Highland Park, Illinois, Assault Weapons Ban

From a press release published on the City of Highland Park website Monday:

On Monday, December 7, 2015, the United States Supreme Court announced that it will not entertain a challenge to the City of Highland Park’s ban on assault weapons and large-capacity magazines, thus allowing the 7th Circuit Court opinion supporting the ordinance to remain standing. This Supreme Court’s determination is a resounding victory for the City of Highland Park and the safety of its residents…

Or so their local government leaders think. For a number of years now I’ve thought Highland Park might be a potential target for home-grown and visiting jihadists in the Chicago area due to its significant Jewish population that, in general, doesn’t seem to celebrate the natural right to self-defense and firearm protections provided by the Founding Fathers like their brethren do over at the JPFO (Jews for the Preservation of Firearms Ownership). One might think world history would cause them to act otherwise. Here’s hoping the Highland Park Police Department is equipped with some major firepower, because if the (aspiring) terrorists weren’t familiar with Highland Park already, they are now, considering the amount of nationwide publicity gun “control” supporters (mainstream media) are giving this inaction by the U.S. Supreme Court. The “North Shore” community might now look even “softer” in the eyes of these bad guys. Good luck with that.

Illinois State Rifle Association Declares December 12-13 To Be ‘Illinois Family Security Weekend’

Speaking of that last SP Intel Report entry, in it I talked about a November 14, 2015, Facebook post from the Illinois State Rifle Association in which they issued an “Urgent Alert” regarding terrorism preparedness. Well, the ISRA just issued another alert today. From their website:

The closing months of 2015 provide chilling proof of just how successful Obama has been in engineering the decline of the USA. The New York Times Pushes National Gun Confiscation

If there was still any doubt about the ongoing push for nationwide gun confiscation in the United States (did anybody ever really believe that “we’re not coming for your guns” horse crap?), one only needs to read the front page of The New York Times last Saturday. From their Editorial Board:

Certain kinds of weapons, like the slightly modified combat rifles used in California, and certain kinds of ammunition, must be outlawed for civilian ownership. It is possible to define those guns in a clear and effective way and, yes, it would require Americans who own those kinds of weapons to give them up for the good of their fellow citizens

SP Intel Report- November 9, 2015

Nearly 1 Out Of 3 City Of Chicago Workers Made $100K Or More Last Year

Having lived in a northwest side neighborhood chock-full of City of Chicago employees prior to moving out to the ‘burbs, I wasn’t really surprised to learn of the following. Chris Fusco and Tim Novak reported on the Chicago Sun-Times website yesterday:

Nearly one out of every three workers on the city of Chicago payroll made $100,000 or more last year — a far higher percentage of six-figure employees than in state or Cook County government.

That’s according to a Chicago Sun-Times analysis that for the first time combines city workers’ salaries, overtime and other extra pay.

Twenty-six city workers drew paychecks that eclipsed Mayor Rahm Emanuel’s pay of $216,210, the analysis found. They included a police detective, two fire department ambulance commanders and two water department operating engineers…

Fusco and Novak noted that there were 35,761 City of Chicago employees last year. And nearly 1 out of 3 made $100K or more? Nice gig if you can get it, right? Regrettably, I predict that when tough financial times finally arrive at the Windy City’s doorstep, even “clout” won’t be able to protect certain positions and salaries from getting slashed.

Cook County President Toni Preckwinkle To Tax Ammunition Sales?

Gun “control” (or gun “safety” as certain word wankers are now trying to call it) is on the march again in Cook County. From a County blog post Friday:

In an effort to reduce gun violence and improve public safety by creating new revenue for preventative actions, President Preckwinkle is also proposing a tax on rounds of ammunition sold in Cook County. The ammunition tax, either a penny or nickel per round depending on the category of ammunition, is aimed at addressing the costs of future gun crimes and the revenue generated will be dedicated to public safety initiatives.

President Preckwinkle, long an advocate of common sense gun laws, previously supported and passed a $25 tax on gun sales in Cook County. She has advocated for legislation that would ban assault weapons and high-capacity magazines, require registration of existing firearms and require background checks on all firearms sales at gun shows — commonly referred to as the “gun show loophole.”

Tax law-abiding firearm owners in Cook County for the actions of criminals? Yeah, that makes a lot of “common sense.” You see, felons and other convicted criminals can’t purchase ammunition legally in Cook County, because they shouldn’t be able to get an Illinois State Police-issued Firearm Owner’s Identification Card. From the Illinois State Police, Firearm Services Bureau website:

Unless specifically exempted by statute, any Illinois resident who acquires or possesses firearms, firearm ammunition, tasers or stun guns within the State must have in their possession a valid FOID card issued in his or her name…

To be eligible for a FOID card, a person must be 21 years of age or have a parent or guardian sponsor that is eligible for a FOID card. An applicant must not be prohibited from possessing firearms in accordance with state or federal law. This requires the applicant is/has:

• Not been convicted of a felony…
• Not subject to an existing order of protection.
• Not been convicted within the past 5 years of battery, assault, aggravated assault, violation of an order of protection, or a substantially similar offense in another jurisdiction, in which a firearm was used or possessed.
• Not been convicted of domestic battery, aggravated domestic battery, or a substantially similar offense in another jurisdiction…
• Not convicted of a misdemeanor crime of domestic violence…

So what’s President Preckwinkle’s goal from a Cook County ammo tax then? My guess is gun “safety.” Something tells me we’ll be seeing the county in court if they decide to pursue this matter.

Illinois Open Range Program To Be Held On November 14

Speaking of guns and the Illinois State Police, it’s that time of year again in the “Land of Lincoln.” From the website of central Illinois NBC affiliate WAND 17 on Friday:

The Illinois Department of Natural Resources is teaming up with Illinois State Police to promote hunting safety through the annual Open Range Program on November 14.

Officials say hunters and observers will be invited to ISP ranges in order to check the sighting in their shotguns…

Ranges in Effingham, Pawnee, Pittsfield, Macomb, Joliet, and LaSalle will be open for the program from 8 AM until 4 PM this coming Saturday. For more information, head on over to WAND 17’s website here.

Greece’s Government Confiscating Contents Of Bank Safe Deposit Boxes?

Last week, I was working on my offshore asset protection-related projects quite a bit. And here’s something disturbing I noted Friday in a post on Offshore Safe Deposit Boxes that may interest you:

Just when the reputation of bank safe deposit boxes couldn’t get any worse comes this out of Greece. Anthee Carasavva reported on The Times (UK) website back on October 12:

Greece’s government is raiding savers’ safe deposit boxes to raise revenue and stamp out tax evasion.

Tryfon Alexiadis, the deputy finance minister, said yesterday that Greeks owing more than €150,000 in back taxes would be targeted. Those suspected of tax evasion would also come under scrutiny and their bank deposit boxes prised open without notice

“Safe deposit boxes across the country will be subject to these inspections immediately,” Mr Alexiadis told an Athens-based TV network…

Highland Park, Illinois, ‘Assault Weapons’ Ban Latest

Back on December 23, 2013, I blogged about the City of Highland Park on Chicago’s far North Shore passing an ordinance banning “assault weapons” within its city-limits at a June city council meeting.

Subsequently, the Illinois municipality was sued for its “assault weapons” ban.

Last week, a federal court rendered a decision on the lawsuit. From the website of the National Rifle Association’s Institute for Legislative Action on May 1:

The U.S. Seventh Circuit Court of Appeals issued a decision on Monday allowing a Chicago-area gun and magazine ban to stand. Such bans are justifiable, according to the court, merely on the basis that they “may increase the public’s sense of safety.”

The case, Friedman v. Highland Park, was filed in 2013, and sought to invalidate a city ordinance that banned “assault weapons or large capacity magazines (those that can accept more than ten rounds).” Highland Park was one of several Chicago suburbs that hastily enacted municipal ordinances regulating or banning the possession of “assault weapons” before the state’s 2013 concealed carry law preempted home-rule authority to do so.

This week, in a 2-1 decision, a three-judge panel upheld the ban. According to the majority opinion, “A ban on assault weapons won’t eliminate gun violence in Highland Park, but it may reduce overall dangerousness of crime that does occur ….” Remarkably, the majority went on to suggest that even if the ban’s incursion on Second Amendment rights had no beneficial effect on safety whatsoever, it could still be justified on the basis of the false sense of security it might impart to local residents. “[I]f it has no other effect,” the majority wrote, “Highland Park’s ordinance may increase the public’s sense of safety. Mass shootings are rare, but they are highly salient, and people tend to overestimate the likelihood of salient events.”

The majority acknowledged that “assault weapons” can be beneficial for self-defense because they are lighter and more accurate than alternative options and can be wielded more effectively by householders. Yet they quickly threw their own logic aside to reassert the city’s interest in reducing perceived risk over the tangible benefits that that modern firearms provide to their owners. “If a ban on semiautomatic guns and large-capacity magazines reduces the perceived risk from a mass shooting, and makes the public feel safer as a result, that’s a substantial benefit,” the opinion argued.

Judge Daniel Anthony Manion dissented from the majority opinion. Manion forcefully and persuasively argued that the ruling opinion is “at odds with the central holdings in Heller and McDonald: that the Second Amendment protects a personal right to keep arms for lawful purposes, most notably for self-defense within the home.”

He went on to press the point that only individuals “make the ultimate decision for what constitutes the most effective means of defending one’s home, family, and property.” In stark contrast to the majority, Judge Manion was willing to recognize the constitutional dimensions that individual choice makes in the Second Amendment realm, just as it does with other fundamental rights. “Ultimately, it is up to the lawful gun owner and not the government to decide these matters,” he wrote.

Judge Manion’s reminder that when it comes to our fundamental rights, “The government recognizes these rights; it does not confer them,” cannot be overemphasized. Unfortunately, his colleagues refused to uphold their duty to recognize either the right at stake or Highland Park’s violation of it. Rest assured, however, that your NRA will continue the fight to see that injustice corrected.

Robert McCoppin reported on the Chicago Tribune website on April 28:

A federal court Monday upheld Highland Park’s ban on assault weapons — possibly setting the stage for a showdown over the issue before the U.S. Supreme Court…

Illinois State Rifle Association Executive Director Richard Pearson said he was confident the law could be overturned on appeal to the Supreme Court, but the National Rifle Association would have to decide whether to make a costly appeal.

“The Second Amendment is about the right to keep and bear arms,” Pearson said. “The government doesn’t get to pick the list.”

Congressional Democrats Push ‘High-Capacity’ Magazine Ban

Like I blogged Monday, the gun “control” crowd is off-and-running several weeks into the new year. In addition to a ban on certain AR-15 rifle ammunition, they’re also pushing to ban “high-capacity” firearm ammunition magazines. From the website of the National Rifle Association’s Institute for Legislation Action (NRA-ILA) last Friday:

Anti-gun U.S. Senator Bob Menendez (D-N.J.) and U.S. Representative Elizabeth Esty (D-Conn.), have introduced their Large Capacity Ammunition Feeding Device Act (S. 407 and H.R. 752, respectively), in yet another attempt to ban magazines that accept more than 10 rounds. Similar legislation has been introduced in previous Congresses, and has repeatedly failed since the expiration of the Clinton “large” magazine ban in 2004.

Firearms designed to use magazines that hold more than ten rounds have been around for more than a hundred years. Today they constitute a majority of all new firearms manufactured, imported and sold in the United States, for what the Supreme Court, in District of Columbia v. Heller (2008), called the central purpose of the Second Amendment: self-defense. While gun control supporters claim that the magazines are unnecessary for self-defense, millions of Americans disagree, and the Supreme Court has ruled in Heller that laws are unconstitutional if they prohibit firearms that are in common use for defensive purposes.

Moreover, studies have shown that magazine bans don’t reduce crime. The congressionally-mandated study of the 1994-2004 federal “large” magazine “ban” concluded that its 10-round limit on new magazines wasn’t a factor in multiple-victim or multiple-wound crimes. A follow-up study concluded that “relatively few attacks involve more than 10 shots fired,” and “the ban’s effects on gun violence are likely to be small at best and perhaps too small for reliable measurement.” And a majority of law enforcement in the United States acknowledges that banning standard-capacity magazines capable of holding more than ten rounds will not increase public safety.

A person attacked in a parking lot, or at home in the middle of the night, will probably have only the magazine within the firearm. No one should be arbitrarily limited in the number of rounds he or she can have for self-defense.

The NRA opposes this legislation and will continue to fight attempts in Congress to limit magazine capacity.

As I type this, each and every co-sponsor of this legislation is a Democrat (16 in the Senate and 107 in the House).

Gabe Suarez: ‘Today, Every Man Is A Counter Terrorist’

Because I’m busy compiling new “Resources Of The Week” for 2015, there’s won’t be a post from that series tonight.

But I also wanted to share with Survival And Prosperity readers before the week was out something I read earlier this evening on the Facebook page of The Suarez Group (“a multi-national corporation involved the study and application of high end weapons, and leading edge tactics, for students of the art of personal combat”).

I first mentioned Gabe Suarez, head of The Suarez Group and a decorated veteran of Southern California law enforcement, on this blog back in my April 28, 2011, post entitled, “The Next Mumbai-Style Terrorist Attack.” I wrote back then:

If an American Mumbai occurs, I’m guessing it will go down in a high-profile, internationally-known city whose residents/workers are likely to be unarmed and incapable of defending themselves against rampaging terrorists with automatic weapons- like my hometown of Chicago.

Still, it doesn’t hurt for Americans outside of the “Windy City” to prepare for such an event. Consider what Gabe Suarez, a decorated veteran of Southern California law enforcement and president of the personal safety training outfit Suarez International, wrote in his blog Warrior Talk News on May 6, 2010:

Put yourself in the enemy’s shoes….err, sandals…..which option would YOU pick? Which offers the easiest implementation, least chance for detection, greatest chance for success – bombs or bullets?

The mass shooting and not the improvised and unsuccessful bomb is the “easy button”, and that fact cannot be ignored by us as it will not be overlooked by the enemy.

So what do we do?

1). We must identify who the enemy is. Please go back and peruse the list of events above, both failed and successful. What is the common thread connecting the attackers?

2). Carry your gun everywhere…..a REAL fighting gun….not some sissy “suitable for CCW” 5 shot “self defense gun”.
The times are not such that concern over a mugger is the issue anymore. Carry extra ammo with you. It is not difficult at all to carry a full sized pistol with a couple of extra magazines. I have done so since 1983.

These are not the times to be seeking political correctness over public safety. It is not the time to fear false labels created and assigned by the mass media. The Israelis learned that lesson long ago. After all is said and done, it is better to be a live “intolerant racist” (as the MSM would call us) than a dead “co-existing”, tolerant “paragon of political correctness”. I suspect that had Shahzad’s bomb been successful, lots of tolerant, “co-exist” types would have died right alongside us “intolerant racists”. The times call for careful profiling and suspicious curiosity as well as daily preparation.

Dress everyday as if you had a business meeting in Mumbai on 26 November 2008 with a bunch of Jews, Christians, and atheist Americans at a cafe right across the street from the Jihad School Of Terrorism.

Be ready or be a victim.

“Be ready or be a victim.” Great words to live by.

No holds barred, right? Anyway, Suarez wrote the following yesterday concerning tactical matters related to the terrorism in France:

EVERY MAN IS A COUNTER TERRORIST

So consider the following – if you can, be armed always. Yes…I know. But consider the implications. Of the ten dead civilians in France, how many would have willingly disobeyed unconscionable laws in order to stay alive? If it is difficult, learn to conceal the weapon better. At the very least have a knife with which to stab a terrorist to death.

And stabbing a man to death is an exercise in extreme violence. It is not some strip mall karate school exercise done with high school kids to get in shape. It is violent and sudden and what the body does in its final moments will shock you…maybe, if you haven’t gotten your mind right about such matters.

If you look like the King Of Comedy rather than the King Of the Cage, put down the f*cking remote and get your ass in fighting shape. The terrorist coming to kill you has taken his fitness seriously…do you think he is kidding?

If you are armed your life is easier. Resist the temptation to leave the real sized fighting gun at home and go forth with some “civilian friendly metro sexual” pistol. Anyone can carry a full sized fighting pistol with a little fore thought and care in dressing for the weapon.

Consider that a terrorist event like what we saw in France is not the same as a CCW self defense encounter with concerns over legality, disparity of force, or liability. The moment that it is a terrorist event, all other concerns are non-issues. And a man or men with masks and rifles classifies as that.

Learn to shoot accurately at distance. There were guys photographing and videotaping the assassination of the French police officer. A good practiced hand with a proper pistol might have killed one or both of those terrorists at the distance.

There will be no warnings, no posting and challenging, only recognition of threat and escalation of violence…or as I term it, “getting ahead” of the fight by shooting. Learn to shoot faces and necks at room distances. Yes, there is a chance you will be killed by the terrorist…but you will be killed anyway.

And how do you want to look for the Crime Scene photos?

Under a desk hiding with a terrified look on your face and a back full of 7.62×39 rounds, or a smiling corpse on a mountain of brass and dead terrorists? I pray if I am given that choice I will be the guy in the second image. But….but, you might not be either one. You might survive and win if you are decisive enough, accurate enough, and violent enough.

Let us all be those things.
