Islamic State Preparing Terrorist Attacks On Europe, Russia?

This last day of the blogging week I’ll be turning away from economics/finance/investing and focusing on terrorism. The latest warnings include Europe/Russia possibly being in the jihadist’s crosshairs. From the Agence France-Presse (AFP) Monday:

The Islamic State group has honed the ability to launch global attacks and is set to focus more on Europe following the Paris massacre, the chief of the EU police agency Europol said Monday.

Rob Wainwright told a news conference that “the so-called Islamic State had developed a new combat style capability to carry out a campaign of large-scale terrorist attacks on a global stage — with a particular focus in Europe.”

“So-called Islamic State has a willingness and a capability to carry out further attacks in Europe, and of course all national authorities are working to prevent that from happening,” he added.

Wainwright was unveiling the findings of a new Europol report on changes in how the jihadist group operates…

“IS is preparing more terrorist attacks, including more ‘Mumbai-style’ attacks, to be executed in member states of the EU, and in France in particular,” the Europol report said.

“The attacks will be primarily directed at soft targets, because of the impact it generates. Both the November Paris attacks and the October 2015 bombing of a Russian airliner suggest a shift in IS strategy towards going global.”

IS had developed an “external action command” which was trained for “special forces-style attacks” internationally, the report said…

“‘Mumbai-style’ attacks.” Something I’ve talked about before on Survival And Prosperity.

The Russians are sounding the alarm over potential ISIS terror strikes as well. From RT.com this morning:

Islamic State cells led by Chechen recruiter Akhmed Chetayev are planning terrorist attacks in Russia and Europe, Moscow’s National Anti-Terrorist Committee reported. Former Iraqi army officers are taking part in training terrorists to attack Russia, it added.

“Russian special services have intelligence that certain IS groups are preparing terrorist attacks in Russia and European nations,” Andrey Przhezdomsky, spokesman for the Russian National Anti-Terrorist Committee, warned on Friday. “In particular, a battalion formed mainly from recruits from North Caucasus headed by Akhmed Chetayev, nicknamed One-Handed.”

Chetayev’s group reportedly includes dozens of people born in Russia’s southern republics who traveled to Syria to join the ranks of Islamic State (IS, formerly ISIS/ISIL).

The official added that former Iraqi army officers who served under Saddam Hussein are training the terrorists…

Caucasian jihadists? I’d heard the bad guys were looking for these as their appearance might help them “fly under the radar” (no pun intended) of existing counter-terrorism setups.

Al-Qaeda Chief Calls On Young Muslim Men To Attack America, Allies

On Sunday, the Daily Mail (UK) website ran two terrorism-related pieces which might be of interest to Survival And Prosperity readers. Imogen Calderwood reported:

The leader of Al-Qaeda delivered a sinister message to young Muslim men in the United States and other Western countries, encouraging them to carry out attacks in their home countries.

Terror leader Ayman al-Zawahiri makes the call to arms in an audio recording that was posted online on Sunday…

‘I call on all Muslims who can harm the countries of the crusader coalition not to hesitate,’ he said in the recording, referring to the nations making up the Western-led coalition in Iraq and Syria.

‘We must now focus on moving the war to the heart of the homes and cities of the crusader West and specifically America.’

The leader suggests Muslim youths take their inspiration from Tsarnaev and the Kouachi brothers, who carried out the Boston marathon bombings and the Charlie Hebdo shootings in Paris respectively…

Future terror attacks in the mold of Boston and Paris concern one top spy who recently retired. Keiligh Baker reported later Sunday:

The former head of MI6 has warned that it is just a matter of time before terrorists hit the West and claimed Britain would no longer be able to safeguard another massive event like the Olympics.

Sir John Sawers stepped down last year after five years as chief of the UK Secret Intelligence Service, MI6, a post known as ‘C’ in the service…

Today, in an interview on CNN’s Global Public Square, he said the risk of a terrorist attack hitting the West has grown substantially since he stepped down from the role

Sir John said the way terrorists carry out their heinous attacks has changed drastically since the emergence of ISIS.

‘They’re not trying to fly airliners into buildings. They’re doing simpler things,’ he said.

He cited examples such as the massacre at French satirical magazine Charlie Hebdo in January, which saw brothers Saïd and Chérif Kouachi force their way into the building and kill 11 employees and another man, a police officer, outside the building.

He said as an intelligence service these sort of attacks are a lot harder to prevent…

Sobering reading.

I’m still convinced a major terror attack by Muslim extremists on the U.S. homeland (more complex than what was perpetrated by the Tsarnaev and Kouachi brothers) is headed our way.

Growing hatred of the United States because of our continued presence in the Middle East, poverty, continued radicalization of the young and more “moderate” Muslims, porous borders, rampant political correctness, gun “control,” and limits to our nation’s counter-terrorism capabilities all come to mind when I contemplate such an incident.

But what can someone like you or me do in the face of such danger? Is there anything that can be done?

Complacency Over Next Terror Attack By Muslim Extremists

FBI, CIA, NSA all say no 9/11 terror threat

The directors of the FBI, CIA and the National Security Agency said Thursday they have seen no specific or credible threat to the American homeland in connection with the 14th anniversary of 9/11 — despite a surge of digital and audio propaganda circulated in recent days from both al Qaeda and its growing rival on the global jihadi stage, the Islamic State…”

On the eve of the 14th anniversary of the September 11, 2001, Al-Qaeda terror attacks, I detect an abundance of complacency in the U.S. concerning the next attack by Muslim extremists. For example:

As memorable and as meaningful as the 9/11 attacks were, they were also 14 years ago… virtually all the al-Qaeda leadership who planned the 9/11 attacks are dead or in custody, and while the long convoluted plotline of post 9/11 war and conflict has created an ongoing mess in the Middle East, any lingering threat to what was billed ‘the homeland’ — and the vigilance needed to stop it — is in a much, much better place than it was in 2001…

So what good comes of declaring a ‘national emergency,’ year after year?”

This is the wrong time to cut the city’s anti-terror funding

Alarmingly, funding is slowly decreasing for New York City under the ‘Securing the Cities’ program, which helps first responders detect nuclear materials and prevent attacks. The initiative deploys radiation-detection capabilities to the region’s law-enforcement agencies to identify illicit radiological materials that could be used for an attack.

This type of work requires sophisticated equipment and constant training — both of which are expensive but plainly worth the cost. Yet the Obama administration has proposed repeated cuts to the program, this year requesting only $10 million compared to historic levels of nearly double that amount…”

Consider what Rudy Giuliani, the former mayor of New York City at the time of the 9/11 terror attacks, wrote on The Wall Street Journal website Thursday:

It would be a mistake, however, to conclude that 9/11 is now simply a part of the nation’s history, like Pearl Harbor. Because there is one big difference. The causes and hatreds that created 9/11 are still with us, and the terrorists have enlisted members who are even more diverse, cunning and determined. The Islamist terrorist war against us continues. This is not a matter of history but of current and future threats…

Now, once again, the terrorist attacks under the banner of jihad are increasing and diversifying. With so many such attacks and thwarted attacks over the past five or six years, we must recognize that “they”—those who want to destroy civilization—are continuing the war against us.

Yet those running our government seem to be in an even greater state of denial than the nation was in during the period before Sept. 11. Now, instead of bin Laden, Iran’s supreme ayatollah has declared that he wants to destroy Israel, to continue to kill Americans and to establish an Islamic empire including Iraq, Syria and Yemen—and the terrorist groups Iran supports. At the same time, the group known as Islamic State, or ISIS, has declared a caliphate seeking the destruction of Christianity and other infidels, and now occupies key areas of Iraq and Syria.

As we reflect on the attacks of Sept. 11, 2001, we must remind ourselves that all the wickedness underlying those attacks still exists and has expanded. We may very well be in more jeopardy now than before 9/11. Attacks such as those at Fort Hood, the Boston Marathon and similar incidents in Europe and around the world reveal that many enemies, not just one, are united in purpose: the destruction of our way of life. Each of these attacks may be more limited than the coordinated terrorist assault on Sept. 11, but they are frequent and hard to anticipate, causing widespread fear, the ultimate goal of terrorism.

We must acknowledge this war being waged against us, increase the military’s capacity to deal with it and, most important, train police to recognize the precursors of terrorist acts. U.S. military and intelligence capacity must not be drastically cut as proposed by this administration. It should be quantitatively increased and strategically improved…

Just as I’m convinced a financial crash is coming to our shores, I’m sure another terror attack will be perpetrated by Muslim extremists.

Concerning both, it’s just a matter of “when.”

Illinois Target Of Islamic State 9/11 Anniversary Attack?

Illinois could be the target of an Islamic State attack commemorating September 11, 2001, according to The Investigative Project on Terrorism, a Washington, D.C.-based non-profit research group that’s billed as the world’s most comprehensive data center on radical Islamic terrorist groups. John Rossomando blogged on For The Record (IPT’s blog) last Tuesday:

Several tweets from an Islamic State follower identifying himself as Abu Mohammed al-Khorasani hint that the terror group could be plotting new attacks inside the U.S. on the upcoming anniversary of 9/11.

A tweet featuring the Twitter hashtags ILLINOIS#, #11septmber and #KillAllAmericans went out at 12:04 p.m. Monday Aug. 31 saying, “Peace on the P.K. [a kind Russian machine gun] Its shots are thematic (rhymes) It strikes America. Our State is victorious.” A photo of the second airliner just before it hit the South Tower of the World Trade Center on Sept. 11, 2001 appeared in the tweet.

Six minutes later, al-Khorasani tweeted the same hashtags together with a muddled Arabic phrase saying, “If you say to me, Dushka (a kind of Russian machine gun) Oh God, You have a petitioner (Masha, rhymes with Dushka) He strikes America [sic] and our State is victorious.” A graphic saying, “every American citizen is a legitimate target for us,” followed the text.

On Sunday, al-Khorasani wrote a similar threat, saying “SOON,” accompanied by an image of Osama Bin Laden and images of the Sept. 11 hijackers…

That Twitter hashtag ILLINOIS# bit is somewhat disturbing. Notice how no other location was mentioned in the tweet.

Marc Faber: ‘The President, For Whatever Reason, Might Not Finish His Term’

This year’s Barron’s Roundtable convened on January 12, 2015, at the Harvard Club of New York. And one member of the Roundtable, Swiss-born investment advisor and fund manager Marc Faber, brought up some interesting scenarios for the coming year. Dr. Faber told Roundtable participants:

Many surprises could occur in the next 12 months. The president, for whatever reason, might not finish his term. China’s president, Xi Jinping, doesn’t speak as much as Obama, but when he speaks, he makes sense. He is a powerful person. In the past 45 years, China has pursued a policy of nonintervention in other countries’ domestic affairs. But that might change because of its oil interests in the Sudan. China is the largest supplier of troops to the U.N. peacekeeping forces. Its troops are conveniently placed next to Sudan’s oil facilities. China also has a large interest in the Iraqi oilfields. If ISIS moves toward southern Iraq, which it currently can’t do, China will protect its interests. The Chinese are becoming more assertive in their geopolitical ambitions. They must ensure a supply of natural resources, such as oil, copper, and iron ore. In their view, the Americans have no interests in Southeast Asia and eventually will have to move out. It is unclear how this will be achieved, or when, but it probably won’t happen peacefully

Thailand-based Faber, like fellow “crash prophets” Jim Rogers and Peter Schiff, recognizes that the West’s economic power is steadily being transferred to the East. He added in New York City:

Even if Asia doesn’t grow much this year, economic power is shifting to Asia. The Indian economy could grow by 5%-6% in 2015, although the Indians would say I am too pessimistic. Nonetheless, a 5% growth rate is enormous, compared to zero in Europe.

Britain’s MI5 Chief, Former CIA Deputy Director Issue Terrorism Warnings

There’s no doubt in my mind that terrorism will soon be coming to our doorstep again.

Conducted both “lone wolf” style and via organizational activity.

And two high-profile members of the U.S. and U.K. intelligence communities are suggesting the same. From the Agence France-Presse (AFP) website yesterday:

The head of Britain’s domestic spy agency MI5 warned on Thursday that militant Islamists in Syria were planning “mass casualty attacks” in the West and that intelligence services may be powerless to stop them.

“We know… that a group of core al-Qaeda terrorists in Syria is planning mass casualty attacks against the West,” Andrew Parker told journalists in London a day after an Islamist attack in Paris claimed 12 lives.

“Although we and our partners try our utmost, we know that we cannot hope to stop everything,” he added…

“We still face more complex and ambitious plots that follow the now sadly well-established approach of al-Qaeda and its imitators — attempts to cause large-scale loss of life, often by attacking transport systems or iconic targets,” he said.

There’s also this from former CIA Deputy Director and CBS News Senior Security Contributor Michael Morell back on December 15, 2014. From an exchange between CBS This Morning co-host Norah O’Donnell and Morell (speaking about the Australian lone-wolf terrorist event going on that day):

O’DONNELL: Michael, when other countries will look at this incident, perhaps as ISIS succeeding in some way in encouraging lone wolves to carry out these types of attacks. What concerns you the most?

MORELL: What concerns me the most is that we’re going to see this kind of terrorism around the world, and we are going to see it here, Norah. We are going to see this kind of attack here. And we need to be prepared for that. It shouldn’t surprise people when this happens here sometime over the next year or so- guaranteed.

Yikes. That’s the first time I’ve ever heard a timeframe being attached to a threat like that.

And a guarantee to boot.

Pope Francis Inviting Assassination Attempt?

This week I intended to dive back into some series of posts I haven’t done in a while- “In Print,”, “Signs Of The Time,” and “Resource Of The Week.”

Regrettably, that will have to wait until next week as I still had a few more things I needed to get off my chest. Including the following which seriously concerns me.

Regular readers of Survival And Prosperity might remember me mentioning that I’m of the Roman Catholic faith. I attended a Catholic kindergarten, grade school (three different ones), high school (all boys- what did I do to deserve that punishment?), and even graduate school, to give you an idea of how big a role the Church has played in my life. Last year, Jorge Mario Bergoglio was elected by a papal conclave to head the Roman Catholic Church. As Pope Francis, he has been making headlines on a regular basis. Now comes this out of Rome. Nick Squires reported on The Telegraph (UK) website Wednesday:

He has dismissed and demoted cardinals, bishops and the Vatican secretary of state, and now Pope Francis’s reformist zeal has claimed a new scalp – the head of his own private army, the Swiss Guard.

In a dispassionate one-sentence notice, the Vatican’s official newspaper, L’Osservatore Romano, announced on Wednesday that Daniel Anrig will no longer serve as the commandant of the 500-year-old corps after the end of next month.

No official explanation was given for the decision, but it was widely rumoured that the Argentinean Pope, who has established a warmer, more inclusive style of governance since being appointed pontiff in March last year, found the commander’s manner overly strict and “Teutonic”…

The Jesuit pontiff, nicknamed “the people’s Pope”, is said to want the Swiss Guard to be less rigid in its rules, even “less military”, according to Il Messagero, a Rome-based daily.

That is in line with the Pope’s dislike of security in general.

On trips abroad, including his visit to Turkey at the weekend, he asks to be driven around in a modest hatchback, rather than a shiny, armour-plated limousine.

He has chafed at the restrictions to his freedom of movement imposed by the Swiss Guard and the Vatican gendarmerie, the tiny city state’s police force…

Now, going back a few months, readers may have heard the following. Natasha Kulzac wrote on The Independent (UK) website on September 16:

The Islamic State (Isis) is intent on killing the Pope, the Iraqi ambassador to the Holy See has warned the Vatican.

Habeeb Al-Sadr, who has been the ambassador since 2010, has advised that one of Isis’ goals is to assassinate the Pontiff and warned that the jihadists “don’t just threaten”, according to Italian newspaper La Nazione.

Mr Al-Sadr confirmed he did not have any specific intelligence on an impending attack but said that their “genocide” of Yazidi Christians and destruction of holy Islamic sites was an indication of their intent.

“What has been declared by the self-proclaimed Islamic State is clear – they want to kill the Pope,” he told La Nazione on Tuesday, adding: “The threats against the Pope are credible.”

The threat against Pope Francis, 77, was widely discussed earlier this year after he had endorsed the ‘stopping’ of Isis and its persecution of 40,000 Christians in northern Iraq.

It was reported in August that security in Rome had been heightened after Israeli officials warned that the Pope’s censure of Isis had led the militants to target him.

The Vatican played down this risk with spokesman Reverend Federico Lombardi SJ telling the Catholic News Agency: “There is nothing serious to this. There is no particular concern in the Vatican. This news has no foundation.”

Islamic State spokesman Abu Muhammad al-Adnani looks to have released a new speech in which he threatens Americans and its European allies. From “Indeed Your Lord Is Ever Watchful,” which was distributed on social media yesterday… the Vatican is threatened:

And so we promise you by Allah’s permission that this campaign will be your final campaign. It will be broken and defeated, just as all your previous campaigns were broken and defeated, except that this time we will raid you thereafter, and you will never raid us. We will conquer your Rome, break your crosses, and enslave your women, by the permission of Allah, the Exalted. This is His promise to us; He is glorified and He does not fail in His promise. If we do not reach that time, then our children and grandchildren will reach it, and they will sell your sons as slaves at the slave market.

“There is no particular concern in the Vatican.” There should be, as the newly-minted caliphate and its fighters tend to be overachievers, so to speak. And Pope Francis just got done blasting the Islamic State (again). From Reuters on December 2:

Francis several times condemned Islamic State’s insurgents during his three-day trip. On the plane, he said some Christians had been forced to abandon everything: “They are driving us out of the Middle East.”

In an address at a Mass on Sunday, he said Islamic State were committing a “profoundly grave sin against God” and called for inter-religious dialogue and action against poverty to help end the conflicts in the region.

He added that ending poverty was crucial, partly because it gave rise to “the recruitment of terrorists”…

If what Squires said about papal security is true and it’s being tinkered with to make it less intrusive and more representative of a “people’s Pope,” I would share the following with Pope Francis if the opportunity ever presented itself:

I get that you think your security detail is a real drag. But look at what happened to John Paul II. There’s a reason why they bust out the Popemobile whenever you require a set of wheels- and his name is Mehmet Ali Agca and others who wish to emulate him. You of all people know that evil- real evil– exists in the world. And taking out the head of the Roman Catholic Church would be quite a victory for the bad guys. The world is on the verge of some real dark times. And there are already a number of issues within the Church that need serious attention. So Catholics need their Pope now more than ever. To lead. Not be in a position to join the ranks of the Church’s martyrs- God bless their souls. Work with the Swiss Guard. Don’t weaken time-tested security measures that were implemented out of necessity. You shouldn’t feel like you have to inject your physical presence among us, the Catholic masses. Our faith is already strong enough to survive yet one more intangible aspect of our religion. That boast by the Islamic State about “We will conquer your Rome, break your crosses, and enslave your women”? Who’s not to say this proclaimed caliphate- sensing an opportunity here- won’t try sending gunmen to Italy to take your life? I fear the threat is real. Don’t play into their hands. “Deliver us from evil”- not into it– right?

Islamic State May Now Have A Dirty Bomb, But What About A Nuke?

“Militants in Iraq have taken hold of nuclear materials at university science facilities near the northern city of Mosul, the Iraqi government has said in a letter to the United Nations.

But two U.S. officials told CNN on Wednesday that the small amounts of uranium aren’t enriched or weapons-grade, prompting only minimal concern…”

I remember reading about the Islamic State getting their hands on that nuclear material near Mosul this summer. And I also remember the American response to it happening- which was basically “who cares?”

Now, I distinctly recall what I was thinking when I heard the news:

The caliphate is going to build themselves some dirty bombs.

From the United States Nuclear Regulatory Commission website:

A “dirty bomb” is one type of a radiological dispersal device (RDD) that combines conventional explosives, such as dynamite, with radioactive material. The terms dirty bomb and RDD are often used interchangeably in the media. Most RDDs would not release enough radiation to kill people or cause severe illness – the conventional explosive itself would be more harmful to individuals than the radioactive material. However, depending on the situation, an RDD explosion could create fear and panic, contaminate property, and require potentially costly cleanup… A dirty bomb is not a “Weapon of Mass Destruction” but a “Weapon of Mass Disruption,” where contamination and anxiety are the terrorists’ major objectives

On Saturday, the Daily Mirror– a British tabloid- ran the following:

Islamic State fanatics have built a dirty bomb, it has been claimed.

The fighters are said to have made a device using radioactive uranium stolen from Iraq’s Mosul University after seizing control of the city last June.

And this week they were boasting of the damage it would cause if blown up in London, although sources insist security measures would make it almost impossible to transport here…

If the bomb does exist, militants are far more likely to use it in Syria or Iraq, rather than trying to smuggle it into a Western country.

Not sure I agree with those statements. First off, you don’t need to “transport” the components required to construct a dirty bomb. There’s a good chance the bad guys would be able to source that locally in the U.K.

Second, going back to that NRC statement about dirty bombs being “weapons of mass disruption” rather than “destruction”- it’s my understanding that Iraq and Syria are way past being “disrupted.” Why would the Muslim extremists waste such fear-inducing devices there? New York City makes more sense as a potential dirty bomb target. Think Wall Street during the business week or Times Square on New Year’s Eve. That’s what I’d be trying to prevent if I were still in government and in the counter-terrorism field.

So the caliphate may have a dirty bomb. Not shock there if this turned out to be true considering the relative ease of constructing one. More of a concern should be the Islamic State getting their hands on a nuclear weapon. Why’s that? Because these guys have proven themselves to be hard-chargers and probably wouldn’t hesitate to detonate the damn thing among their enemies. Joe Cirincione, an expert on nuclear proliferation, penned on the Huffington Post website on November 28:

It is impossible now for ISIS to build a nuclear bomb from scratch. Doing so would require large, industrial facilities to enrich uranium, billions of dollars and gigawatts of energy. But if they could get the highly-enriched uranium — about 100 pounds would do, about the size of a soccer ball — it is possible that they could assemble the equipment and small technical team to build the bomb.

Jeffrey Lewis described in the superb documentary, Countdown to Zero, how few people are actually required to do this and how little it would cost. But it does require a sophisticated operation. ISIS has the capabilities required.

We have never encountered a terrorist group like ISIS. Their demonstrated brutality and willingness to kill large numbers of innocents is shocking, but is now the kind of terrorism that we have become familiar with over the past 20 years. ISIS adds three capabilities that catapult the threat beyond anything seen before: control of large, urban territories, huge amounts of cash (perhaps as much as $2 billion), and a global network of recruits.

With these assets they could illicitly acquire the nuclear material for a bomb from vulnerable storage sites in Russia or Pakistan, and possibly nuclear expertise as well

It’s seems like “if they build it, they will blow s**t up” as it concerns these particular jihadists.

Chicago Preparing For Potential 9/11 Anniversary Terrorism?

I’m back. And just in time for the 13th anniversary of the terrorist attacks of September 11, 2001.

While I haven’t come across anything (yet?) from the feds about any specific terrorist threats related to tomorrow, I see New York City is ramping up “intelligence gathering and visibility.”

Good for them. I’ve come to believe NYC (in particular, One World Trade Center aka Freedom Tower) and Washington, D.C., are primary targets for the Muslim extremists.

I wouldn’t be surprised if Chicago is a target as well. After all, Al-Qaeda has reportedly mentioned the city as being one. I blogged back on May 6, 2011:

After receiving today’s marching orders at their place of employment, a number of Chicagoans are settling down at their desks this morning and reading on the Chicago Tribune website:

Some of the first information gleaned from Osama bin Laden’s compound indicates al-Qaida considered attacking U.S. trains on the upcoming anniversary of the Sept. 11 attacks. But counterterrorism officials say they believe the planning never got beyond the initial phase and have no recent intelligence pointing to an active plot for such an attack.

As of February 2010, the terror organization was considering plans to attack the U.S. on the 10th anniversary of the 9/11 attacks. CNN reports that al-Qaida was particularly interested in striking Washington, New York, Los Angeles and Chicago.

Sounds like Chicago’s Al-Qaeda’s kind of town, right?

I’ve heard an Al-Qaeda expert or two say the group is big on “celebrating” anniversaries. Along with that purported Islamic State Twitter post with a photo of the Old Republic Building at 307 North Michigan Avenue in downtown Chicago, one might think the City of Chicago, like New York City, would take precautions around 9/11/14.

If they are, major local news outlets aren’t reporting it from what I can tell. I just visited a number of MSM news websites a short time ago and didn’t see a thing. No news releases from the City of Chicago or its Office of Emergency Management and Communications either.

Now, that’s not to say the “Windy City” isn’t preparing for a potential terror attack. I’d like to think the City of Chicago and Chicago Police Department are taking a page out of the New York Police Department’s playbook when it comes to 9/11 anniversaries. Collen Long of the Associated Press reported yesterday:

New York Police Commissioner William Bratton said the department is prepared.

“We will, as always, ramp up intelligence gathering and visibility,” Bratton said. That means thousands of officers in specialized teams, bomb-sniffing dogs who can detect not only the scent of a bomb but the vapors of a moving target, undercover officers and teams of police using radioactive detection devices and other high-tech tools.

Intelligence officers around the globe will be reporting in regularly and monitoring events around the world. If something happens in Gaza, it’s instantly felt in New York because of the large Jewish and Palestinian populations.

“Things ricochet real quick here,” said intelligence chief Thomas Galati…

Too much to hope for considering the current state of affairs in the CPD?

I understand a new Gallup poll is out showing Americans still aren’t concerned about terrorism these days despite the recent emergence of the Islamic State and what looks to be a competition between it and Al-Qaeda to see who can land a major blow against the American homeland first.

I cringe to think such indifference runs rampant among Chicagoans and their leaders too.

The Coming Major Terrorist Attack On The U.S.

I read a disturbing piece on TheBlaze.com yesterday morning about the coming anniversary of 9/11. Sara Carter reported:

U.S. intelligence has picked up increased chatter among Islamist terror networks approaching the 13th anniversary of the 9/11 attacks and amid the continuing battle for supremacy between Al Qaeda and the Islamic State, current and former U.S. officials told TheBlaze.

“We’ve noticed a significant increase in chatter among Islamic terrorist organizations overseas both on the Internet and phone lines,” said a U.S. government official, speaking on condition of anonymity because he was not authorized to speak on the matter. “This is certainly concerning, but as of yet we can’t pinpoint what or if they are planning a particular attack. We did see this kind of increase in chatter before the September 11 attacks. We just hope the public continues to remain vigilant.”

As do I. Regular readers of Survival And Prosperity may recall that prior to the last few anniversaries of 9/11 , I blogged about the need for continued vigilance in the face of possible major terrorist attacks on the U.S. by an enemy who I think is not as impotent as this White House would like you to believe.

Thankfully, that vigilance hasn’t been called into play. Yet.

Personally, I believe the threat of a significant terrorist operation launched against America not only still remains, but has grown, due to a tussle between Al-Qaeda and the newly-minted Islamic State.

Once Osama bin Laden was killed, a new leader took the helm of the terrorist group. I wrote back on June 28, 2011:

Recent suggestions that Al-Qaeda is on the run and that their new leader, Ayman al-Zawahiri, is “a bit of a loser,” as a source close to the Obama administration has called him (source: The Telegraph)- in conjunction with those recent setbacks suffered by Al-Qaeda- may motivate the Egyptian surgeon to push for a major attack against the United States and/or its allies as soon as possible. With all its symbolism and accompanying celebrations, the Fourth of July weekend could have significant appeal for Al-Qaeda and al-Zawahiri to not only strike a blow against the United States, but dispel doubts over the operational capabilities of the terrorist organization and the leadership abilities of al-Zawahiri right from the get-go.

That July 4 came and went. As did other major U.S. holidays and “desirable” occasions ripe for an Al-Qaeda strike. When it comes to putting on a visible display of leadership, it’s pretty much been an epic fail for al-Zawahiri to date.

In the meantime, concern about such an attack has waned significantly. I blogged back on September 10, 2012:

I added:

I loathe Al-Qaeda as much as any other American. But let’s not call the outcome of the game (Al-Qaeda is now kaput) while it’s still in the early innings, as the next generation of terrorists- inspired by the American response and presence in the Middle East after 9/11- start to replace their predecessors who have been captured, incapacitated, and killed.

That “next generation” is still being molded. However, a different group of Muslim extremists have rapidly emerged on the jihadist scene and pose a serious threat to the United States and its allies. Terry Atlas and A.R. Lakshmanan reported on Bloomberg.com on August 14:

The radical Islamic State’s advances in Iraq are strengthening its challenge to al-Qaeda in a contest for the leadership of the global jihadi movement, according to five U.S. intelligence officials.

Its territorial gains and declaration of a caliphate spanning parts of Syria and Iraq, reinforced by its use of social media to broadcast its accomplishments in many languages, are attracting recruits and even drawing defections from the leadership of the core al-Qaeda group and some affiliates, the officials told reporters at a briefing yesterday. They spoke on the condition of anonymity to discuss intelligence assessments.

The U.S. intelligence community thinks the Islamic State has an incentive to conduct a major terrorist strike against U.S. or European targets, in part to further assert itself as the true leader of radical Islam , the officials said…

Much of the mainstream media is playing up the threat to the U.S. from the Islamic State. Personally, I’m more concerned about Al-Qaeda beating them to the punch. I’ve already talked about Ayman al-Zawahiri needing to establish his “street cred.” But the emergence of the other band of terrorists formerly known as ISIS (the Islamic State of Iraq and Syria) or ISIL (the Islamic State of Iraq and the Levant) puts even more pressure, I suspect, for bin Laden’s standard bearers to carry out a successful major operation against the U.S. homeland, and with haste. Going back to that piece on TheBlaze.com, Carter added:

“The threat is two-fold because ISIS is in war with core Al Qaeda,” former CIA case officer Brian Fairchild said. “ISIS was kicked out of Al Qaeda in February and they’ve been fighting each other internally for leadership. ISIS is winning right now. They have captured the imagination of young Muslims from around the world and depriving Al Qaeda of its own fighters. Al Qaeda is split down the middle and now you have 9/11 [anniversary approaching]. It would be beneficial to both camps that on 9/11, some great attack in the United States takes place. It’s certainly a serious consideration because they are both vying for primacy.”

Who knows if either group is planning a 9/11/14 attack. But the motivation looks to be there. From what I know about the Islamic State, they’re more “shoot from the hip.” For Al-Qaeda, it’s all about patience and careful planning/preparation. I suspect the caliphate will eventually get around to attacking the U.S. homeland, if operationally-capable. But if bin Laden’s followers had anything already in the works, should they have the ability to carry it out, I fear they’ll speed things up to land the next major blow to the homeland. It seems to me they have more at stake here by letting the upstarts beat them to the punch. It would be disastrous for al-Zawahiri’s already-precarious leadership and the movement’s ability to attract and retain jihadists.
