Complacency Over Next Terror Attack By Muslim Extremists

FBI, CIA, NSA all say no 9/11 terror threat

The directors of the FBI, CIA and the National Security Agency said Thursday they have seen no specific or credible threat to the American homeland in connection with the 14th anniversary of 9/11 — despite a surge of digital and audio propaganda circulated in recent days from both al Qaeda and its growing rival on the global jihadi stage, the Islamic State…”

The Washington Times, September 10, 2015

On the eve of the 14th anniversary of the September 11, 2001, Al-Qaeda terror attacks, I detect an abundance of complacency in the U.S. concerning the next attack by Muslim extremists. For example:

Since September 11, Threat of Terrorism Has Morphed

Bin Laden’s distant dream of a caliphate in lands cleared of Western influence is being reshaped by the Islamic State, which exercises terror very differently, with less interest in attacking the ‘far enemy’ of the West than in creating a Salafist revolutionary regime…”

-Steven Erlanger, The New York Times, September 10, 2015

Does 9/11 really still have to be a ‘national emergency’?

As memorable and as meaningful as the 9/11 attacks were, they were also 14 years ago… virtually all the al-Qaeda leadership who planned the 9/11 attacks are dead or in custody, and while the long convoluted plotline of post 9/11 war and conflict has created an ongoing mess in the Middle East, any lingering threat to what was billed ‘the homeland’ — and the vigilance needed to stop it — is in a much, much better place than it was in 2001…

So what good comes of declaring a ‘national emergency,’ year after year?”

-Will Bunch, The Philadelphia Inquirer website, September 10, 2015

This is the wrong time to cut the city’s anti-terror funding

Alarmingly, funding is slowly decreasing for New York City under the ‘Securing the Cities’ program, which helps first responders detect nuclear materials and prevent attacks. The initiative deploys radiation-detection capabilities to the region’s law-enforcement agencies to identify illicit radiological materials that could be used for an attack.

This type of work requires sophisticated equipment and constant training — both of which are expensive but plainly worth the cost. Yet the Obama administration has proposed repeated cuts to the program, this year requesting only $10 million compared to historic levels of nearly double that amount…”

-U.S. Representative Dan Donovan (NY-11th), New York Post, September 10, 2015

Consider what Rudy Giuliani, the former mayor of New York City at the time of the 9/11 terror attacks, wrote on The Wall Street Journal website Thursday:

It would be a mistake, however, to conclude that 9/11 is now simply a part of the nation’s history, like Pearl Harbor. Because there is one big difference. The causes and hatreds that created 9/11 are still with us, and the terrorists have enlisted members who are even more diverse, cunning and determined. The Islamist terrorist war against us continues. This is not a matter of history but of current and future threats…

Now, once again, the terrorist attacks under the banner of jihad are increasing and diversifying. With so many such attacks and thwarted attacks over the past five or six years, we must recognize that “they”—those who want to destroy civilization—are continuing the war against us.

Yet those running our government seem to be in an even greater state of denial than the nation was in during the period before Sept. 11. Now, instead of bin Laden, Iran’s supreme ayatollah has declared that he wants to destroy Israel, to continue to kill Americans and to establish an Islamic empire including Iraq, Syria and Yemen—and the terrorist groups Iran supports. At the same time, the group known as Islamic State, or ISIS, has declared a caliphate seeking the destruction of Christianity and other infidels, and now occupies key areas of Iraq and Syria.

As we reflect on the attacks of Sept. 11, 2001, we must remind ourselves that all the wickedness underlying those attacks still exists and has expanded. We may very well be in more jeopardy now than before 9/11. Attacks such as those at Fort Hood, the Boston Marathon and similar incidents in Europe and around the world reveal that many enemies, not just one, are united in purpose: the destruction of our way of life. Each of these attacks may be more limited than the coordinated terrorist assault on Sept. 11, but they are frequent and hard to anticipate, causing widespread fear, the ultimate goal of terrorism.

We must acknowledge this war being waged against us, increase the military’s capacity to deal with it and, most important, train police to recognize the precursors of terrorist acts. U.S. military and intelligence capacity must not be drastically cut as proposed by this administration. It should be quantitatively increased and strategically improved…

(Editor’s note: Bold added for emphasis)

Just as I’m convinced a financial crash is coming to our shores, I’m sure another terror attack will be perpetrated by Muslim extremists.

Concerning both, it’s just a matter of “when.”

Britain’s MI5 Chief, Former CIA Deputy Director Issue Terrorism Warnings

There’s no doubt in my mind that terrorism will soon be coming to our doorstep again.

Conducted both “lone wolf” style and via organizational activity.

And two high-profile members of the U.S. and U.K. intelligence communities are suggesting the same. From the Agence France-Presse (AFP) website yesterday:

The head of Britain’s domestic spy agency MI5 warned on Thursday that militant Islamists in Syria were planning “mass casualty attacks” in the West and that intelligence services may be powerless to stop them.

“We know… that a group of core al-Qaeda terrorists in Syria is planning mass casualty attacks against the West,” Andrew Parker told journalists in London a day after an Islamist attack in Paris claimed 12 lives.

“Although we and our partners try our utmost, we know that we cannot hope to stop everything,” he added…

“We still face more complex and ambitious plots that follow the now sadly well-established approach of al-Qaeda and its imitators — attempts to cause large-scale loss of life, often by attacking transport systems or iconic targets,” he said.

(Editor’s note: Bold added for emphasis)

There’s also this from former CIA Deputy Director and CBS News Senior Security Contributor Michael Morell back on December 15, 2014. From an exchange between CBS This Morning co-host Norah O’Donnell and Morell (speaking about the Australian lone-wolf terrorist event going on that day):

O’DONNELL: Michael, when other countries will look at this incident, perhaps as ISIS succeeding in some way in encouraging lone wolves to carry out these types of attacks. What concerns you the most?

MORELL: What concerns me the most is that we’re going to see this kind of terrorism around the world, and we are going to see it here, Norah. We are going to see this kind of attack here. And we need to be prepared for that. It shouldn’t surprise people when this happens here sometime over the next year or so- guaranteed.

(Editor’s note: Bold added for emphasis)

“When this happens here sometime over the next year or so- guaranteed”

Yikes. That’s the first time I’ve ever heard a timeframe being attached to a threat like that.

And a guarantee to boot.

Does Morell know something you and I don’t?

Considering his background- probably.

Chicago-Area Security Heightened After U.S. Terrorism Warning

I saw a segment last night on the Channel 9 (Chicago) evening news regarding the City of Chicago’s response to that security bulletin issued by the FBI and DHS the other day. From the WGN TV website:

A renewed terror warning in the U.S. is prompting security concerns in Chicago.

While acknowledging the city may be a potential target, Mayor Rahm Emanuel stresses local and federal agencies are on the lookout for any terrorist activity.

The head of Cook County’s Department of Homeland Security says there is no sign of a specific, credible threat against the urban area. But in Chicago airports and across the region security has been heightened

(Editor’s note: Bold added for emphasis)

In the news segment, Michael Masters, Executive Director of the Cook County Department of Homeland Security and Emergency Management, stated:

I think it’s important for people to realize that our first responders are training everyday on the types of threats and issues we see going on around the world.

Reporter Julian Crews added:

Cook County’s homeland security chief says the region is prepared to respond.

Here’s hoping he’s right.

You can watch that entire segment- which also includes comments from former Secret Service special agent Arnette Heintze and DePaul University professor and terrorism analyst Thomas Mockaitis- on the WGN TV website here.

FBI, DHS Warn Syria Airstrikes May Embolden ‘Homegrown Violent Extremists’

When I heard last night that the U.S. and its allies had initiated airstrikes against Muslim extremists in Syria, I wondered how long it would be before a retaliatory attack was attempted. It’s nice to see the Feds anticipating the same from the jihadists and/or their sympathizers. From an Associated Press piece today on the FOX News website:

There is no indication of advanced Al Qaeda or Islamic State group terror plotting inside the United States, but airstrikes in Syria may have temporarily disrupted attack planning against U.S. or Western targets, according to a security bulletin Tuesday from the FBI and the Homeland Security Department…

In a five-page Joint Intelligence Bulletin obtained by The Associated Press, the government warned that airstrikes targeting the Al Qaeda-linked Khorasan and Islamic State groups could also embolden homegrown violent extremists inside the United States who already have grievances about the U.S. because of military action in predominantly Muslim countries.

While the intelligence community hasn’t viewed Islamic State an immediate threat to the U.S. homeland, officials have been very concerned about Khorasan operatives plotting attacks against the U.S.

The Khorasan group is a cadre of veteran Al Qaeda fighters from Afghanistan and Pakistan…

(Editor’s note: Bold added for emphasis)

If “homegrown violent extremists inside the United States” do in fact strike, how will they carry out their assault? Bombing, mass shooting, poisoning some restaurant salad bar? Who knows? But keep the following in mind- something I blogged back in April 2011:

Consider what Gabe Suarez, a decorated veteran of Southern California law enforcement and president of the personal safety training outfit Suarez International, wrote in his blog Warrior Talk News on May 6, 2010:

Put yourself in the enemy’s shoes….err, sandals…..which option would YOU pick? Which offers the easiest implementation, least chance for detection, greatest chance for success – bombs or bullets?

The mass shooting and not the improvised and unsuccessful bomb is the “easy button”, and that fact cannot be ignored by us as it will not be overlooked by the enemy.

So what do we do?

1). We must identify who the enemy is. Please go back and peruse the list of events above, both failed and successful. What is the common thread connecting the attackers?

2). Carry your gun everywhere…..a REAL fighting gun….not some sissy “suitable for CCW” 5 shot “self defense gun”. The times are not such that concern over a mugger is the issue anymore. Carry extra ammo with you. It is not difficult at all to carry a full sized pistol with a couple of extra magazines. I have done so since 1983.

These are not the times to be seeking political correctness over public safety. It is not the time to fear false labels created and assigned by the mass media. The Israelis learned that lesson long ago. After all is said and done, it is better to be a live “intolerant racist” (as the MSM would call us) than a dead “co-existing”, tolerant “paragon of political correctness”. I suspect that had Shahzad’s bomb been successful, lots of tolerant, “co-exist” types would have died right alongside us “intolerant racists”. The times call for careful profiling and suspicious curiosity as well as daily preparation.

Dress everyday as if you had a business meeting in Mumbai on 26 November 2008 with a bunch of Jews, Christians, and atheist Americans at a cafe right across the street from the Jihad School Of Terrorism.

Be ready or be a victim.

“Be ready or be a victim.” Great words to live by.

Add to readiness a healthy dose of situational awareness, and I suspect those practicing both are leaps and bounds ahead of most Americans in being prepared to anticipate and react to the violent acts of some jihadist or sympathizer the Feds are warning about in that latest security bulletin.

Former CIA Director: Islamic State Attack On U.S. ‘Will Come Probably Sooner Rather Than Later’

We are in your state
We are in your cities
We are in your streets
You are our goals anywhere.”

-Twitter post supposedly connected with the Islamic State, which also included a photo of the Old Republic Building, 307 North Michigan Avenue, Chicago, along with that flag photo outside the White House.

Well, it shouldn’t surprise regular readers of Survival And Prosperity that not only does terrorism carried out by Muslim extremists against the United States and its interests still pose a real threat, but another major player besides Al-Qaeda has now emerged with the rise of the Islamic State (formerly ISIS or ISIL).

Subsequently, the United States is taking action in defense of the “homeland.” John Dodge reported on the website of Chicago CBS affiliate Channel 2 last Friday:

The U.S. government on Friday issued a security bulletin to all U.S. law enforcement in light of the overall threat posed by Islamic State, commonly known as ISIS or ISIL…

The security bulletin issued Friday cautioned that there is no known threat to any U.S. cities…

Since Al-Qaeda has reportedly been trying to strike at targets within the United States for a number of years now, should Americans be concerned about this new upstart and their threats? Consider what retired General Michael Hayden, the former Director of the Central Intelligence Agency and National Security Agency, had to say in an interview Monday on CNN. From his exchange with Jim Sciutto:

SCIUTTO: When it comes to ISIS, I think a principle concern for Americans is, what is the direct threat to them? My impression is that there’s a debate inside the intelligence community as to how imminent that threat is. You have a school of thought that they certainly aspire to attack the American homeland. They have a number of Americans among their ranks. Perhaps 100. But the FBI put out a report this week saying no credible threats yet. Where do you stand in that debate? Is it more imminent, or less imminent, is this a future threat, or a clear and present danger?
HAYDEN: Well, Jim, you’ve outlined it perfectly. This is a question of timing. Not of inevitability. Not of intent. And right now, I think it’s fair to say, that ISIS is very powerful local terrorist organization, and probably a reasonably powerful regional terrorist organization. But it’s one that has global ambitions. And it has the tools, as you suggested. American passport holders, European passport holders. It’s expressed the intent. And so, if it’s not Tuesday, it’s at a time and place of their choosing. And will come probably sooner rather than later. Look, they’re in a competition now with Al-Qaeda Prime, folks along the Afghan-Pakistani border, and there’s no way more powerful to express their street credentials among the jihadist community than a successful attack against the West.
SCIUTTO: So, to be clear, you’re saying it’s just a matter of time before ISIS attempts to attack or attacks the U.S. homeland?
HAYDEN: I think so. Certainly the West in general. Of course, and Americans and American interests in the region right now, are at risk.

Islamic State: ‘We Will Raise The Flag Of Allah In The White House’

“I say to America, that the Islamic Caliphate has been established. And we will not stop. Don’t be cowards and attack us with drones. Instead send your soldiers, the ones we humiliated in Iraq. We will humiliate them everywhere, God willing, and we will raise the flag of Allah in the White House.”

-Abu Mosa, Islamic State press officer, in part one of a recent documentary by international news channel VICE News

“God willing the Caliphate has been established, and we are going to invade you as you invaded us. We will capture your women as you captured our women. We will orphan your children as you orphaned our children.”

-Abdullah Al-Belgian, member of the Islamic State and “preaching van” operator, in part two of that VICE News documentary

While Al-Qaeda remains an ongoing threat to Americans and our interests here and abroad, these days, it’s the Islamic State- formerly the Islamic State of Iraq and Syria (ISIS)- that’s stealing the spotlight. U.S. Senator Lindsey Graham (R-SC), a member of the Senate Armed Services Committee, appeared on FOX News Sunday this morning and painted a disturbing picture for viewers. Senator Graham warned:

I think of an American city in flames, because of the terrorists’ ability to operate in Syria and Iraq. The director of National Security, the FBI director, the director of Homeland Security have said that the ISIS presence in Syria where hundreds of Americans and thousands of European fighters have gone represents a direct threat to the United States. And now their enclave in Iraq.

I’ve blogged before about these American fighters and the potential threat they pose to he United States.

Senator Graham posed this question to U.S. President Barack Obama, who is currently vacationing on Martha’s Vineyard:

So Mr. President. You have never once spoken directly to the American people about the threat we face from being attacked from Syria, now Iraq. What is your strategy to stop these people from attacking the homeland that expressed a desire to do so?

“Is President Obama doing too little or too much in Iraq”

If you haven’t seen that VICE News documentary about the Islamic State, it’s very insightful. These battle-tested hombres mean business. The first two parts have been released, with another three still to go.

Illinois Governor Pushes Ban On ‘Assault Weapons,’ ‘High-Capacity’ Ammo Magazines

As Democratic lawmakers can’t figure out why shootings and murders have erupted with renewed vigor in Chicago this summer (hints: bare-bones Chicago Police Department, gun-related laws already on the books but not enforced, and shooters not going to jail or for too short a stint), they’ve resorted to pushing more gun “control” laws on law-abiding constituents who have had nothing to do with the outbreak in violence. From a press release on the Illinois Government News Network website Sunday:

Governor Quinn Fights for Stronger Gun Laws Across Illinois
Congresswoman Kelly Joins Governor to Urge General Assembly to Pass Illinois Public Safety Act and Take a Stand Against the Violence

CHICAGO – Governor Pat Quinn, joined by Congresswoman Robin Kelly, today visited the site a recent fatal shooting in Chicago’s Morgan Park neighborhood to urge legislators to stand with families and communities and take action against gun violence. The Governor pushed passage of the Illinois Public Safety Act, legislation that would ban the sale or delivery of assault weapons and high capacity ammunition magazines in Illinois and require background checks for the transfer of guns. Today’s action is part of Governor Quinn’s agenda to make Illinois neighborhoods safer.

“The recent epidemic of violence in Chicago is unacceptable and we must join together to fight back,” Governor Quinn said. “Public safety is government’s foremost mission and Illinois should not wait any longer to act. There are too many victims of a war being waged on our streets, a war fueled in part by the availability of deadly, military-style assault weapons that have no purpose other than killing.

“We must work together to protect the lives of those we love and stop what’s happening in our communities. I urge the Illinois General Assembly to take a stand and pass this legislation that will save lives and protect communities.”

The Governor today was joined by Congresswoman Robin Kelly who recently released the Kelly Report on Gun Violence in America, the first-ever Congressional analysis of the nation’s gun violence epidemic that offers a blueprint for ending the crisis.

Senate Bill 3659 – the Illinois Public Safety Act – was introduced during the recent spring Legislative session by State Senator Dan Kotowski (D-Park Ridge) and supported by Governor Quinn. It bans the possession, delivery, sale and purchase of assault weapons, large capacity ammunition feeding devices such as magazines or clips, and .50 caliber rifles and cartridges in Illinois. Valid Firearms Owners Identification Card (FOID) holders who possess any of these devices at the time the law is enacted would be allowed to keep them, but could not transfer or sell them except to a family member. The legislation also requires background checks for the transfer of firearms except to a family member or at a gun show…

(Editor’s note: Bold added for emphasis)

Of course, the bad guys won’t obey what’s stipulated in the Illinois Public Safety Act if it becomes law. But here’s what’s really messed-up about the bans the Democrats are pushing.

According to Federal Bureau of Investigation statistics, so-called “assault weapons” and .50 caliber rifles are rarely used in crimes- particularly murders- around the state of Illinois.

From Table 20, “Murder by State, Types of Weapons, 2012” on the FBI’s “Crime in the U.S. 2012” web page (last year I could find pertinent data available for):

Illinois (“limited supplemental homicide data were received”)
Total murders (“Total number of murders for which supplemental homicide data were received”): 509
Total firearms: 439
• Handguns: 429
• Rifles: 4
• Shotguns: 2
• Firearms (type unknown): 4

439 firearm-related murders in Illinois in 2012. With a rifle (type unknown) definitely used in only 4 of those homicides.

Ban “assault weapons” and .50 caliber rifles. Yeah, that will solve the rampant violence.

Something tells me these Democratic politicians are trying to dupe voters into thinking they can end the ongoing carnage in this election year with such legislation.

Not going to happen, as the so-called Illinois Public Safety Act doesn’t even come close to getting to the root of the problem.

See “hints” above.

You can read that entire press release on the IGNN website here. And that 2012 FBI report table here.

Quote For The Week

“This is the only advanced country that tolerates something like this. We have, what’s basically a mass shooting, it seems like happening once every couple of weeks: kids on college campuses, kids at home. And we’re not going to be able to eliminate all of that violence, and there’s a strong tradition of gun ownership, wonderful folks who are sportsmen and hunters, and I respect all that. But we should be able to take some basic, common sense steps that are, by the way, supported by most responsible gun owners. Like having background checks so you can’t just walk into a store and buy a semi-automatic…”

-U.S. President Barack Obama, speaking at a June 26 “town hall” meeting in Minneapolis, Minnesota

“Like having background checks so you can’t just walk into a store and buy a semi-automatic”

Since 1993, every retail firearm purchase- semi-automatic or otherwise- has required a background check by the Federal Bureau of Investigation via the National Instant Criminal Background Check System, or NICS.

So basically, no one has been able to “just walk into a store and buy a semi-automatic” in over two decades.

Proposed Niles Gun Shop And Range Hits A Snag

While I was away from the blog, I heard a new gun shop and shooting range might be opening in the northwest Chicago suburb of Niles, near my old stomping grounds in the city.

But according to various news outlets today, the project has hit a snag.

From the WGN web site:

Village Board members were going to vote on the gun shop’s permit Tuesday night, but they sent the measure back to the zoning board for further discussion.

The zoning board will hold a hearing on July 7.

Reporter Tom Robb added over on the Journal & Topics Newspapers website:

Niles officials recently changed their zoning code to place gun related businesses in the industrial area of the village. Opponents say the proposed gun shop at 6143 Howard St. would provide easy access to guns and would be close to several schools, in some cases within blocks, recreational locations geared toward children, residential and educational centers for children with developmental disabilities and at least one bar…

“Opponents say the proposed gun shop at 6143 Howard St. would provide easy access to guns…”

I wonder what serves as the basis for “opponents” making that “easy access” claim?

Is it some perceived facility design flaw? Or do they think anyone can just waltz right into an Illinois gun shop, buy a firearm, and take it home with them the same day?

If so, they’ve obviously never bothered to educate themselves regarding the process for purchasing a gun from such a shop here in the “Land of Lincoln.”

You see, there’s this thing called a “waiting period.” Plus an FBI NICS background check that needs to be passed. Not to mention an initial background check performed by the Illinois State Police when the required Firearm Owner’s Identification (FOID) card is applied for.

“Easy access?” I don’t think so.

Robb noted the issue could come back before Niles trustees in late July.

Stay tuned…

Eric Holder: Domestic Terrorism Executive Committee Created To Combat ‘Homegrown’ Terrorists

Occasionally when I hear/see the word “Committee” used in reference to an ad hoc, high-level governmental entity, my thoughts drift to another time and place I’ve read about in the history books.

1793 France. And the Comité De Salut Public (Committee of Public Safety)

From the Encyclopaedia Brtiannica website:

The Committee of Public Safety was set up on April 6, 1793, during one of the crises of the Revolution, when France was beset by foreign and civil war. The new committee was to provide for the defense of the nation against its enemies, foreign and domestic…

I heard this morning that a mothballed committee at the federal level has just been resurrected. Timothy Phelps reported on the Los Angeles Times website yesterday morning:

Atty. Gen. Eric H. Holder, Jr. on Monday announced the creation of a task force within the Justice Department to combat an “escalating danger” from “homegrown” terrorists within the United States.

The task force will chiefly comprise leaders from the FBI, the Justice Department’s National Security Division and U.S. Attorneys. Called the Domestic Terrorism Executive Committee, it is a recreation of a task force formed by former Atty. Gen. Janet Reno after the 1995 Oklahoma City bombing. The task force fell into disuse after 9/11.

Though the original task force, which was little known, focused mainly on right-wing zealots, Holder’s version is aimed at U.S. citizens or visitors radicalized via the Internet

(Editor’s note: Bold added for emphasis)

While I don’t dispute the threat posed by “homegrown” terrorists to public safety and the need for the federal government to keep on top of this matter, I also fear the Domestic Terrorism Executive Committee could eventually go the way of the Committee of Public Safety, which under Maximilien François Marie Isidore Robespierre spearheaded the ensuing Reign of Terror in France.

Already there’s chatter across the Internet of DTEC being used against the “enemies” of the Obama administration.

Mikael Thalen wrote on Infowars.com earlier today:

In reality, Holder’s task force will undoubtedly focus on the Obama administration’s political enemies, mainly returning military veterans, conservatives and those who identify with the Tea Party. Such groups have been increasingly linked to terrorism by multiple federal agencies…

Undoubtedly? Let’s hope the targeting of political “enemies” isn’t the real intention behind resurrecting and giving life to DTEC.

All I know is this. If that Nevada rancher- Cliven Bundy- and others like him get designated “homegrown terrorists” in the coming days/weeks/months, I’ll get suspicious as to the real motives of the Domestic Terrorism Executive Committee.

In the meantime, I’ll give the Committee the benefit of the doubt regarding their stated mission.

FBI Chicago Head: Terrorism Threat To City ‘Is Probably More So Than Right After 9/11’

WBBM (Chicago) Political Editor Craig Dellimore recently interviewed Robert Holley, Special Agent in Charge of the Federal Bureau of Investigation office in Chicago, for the WBBM Newsradio show At Issue. From their exchange that was uploaded on the show’s web page today:

DELLIMORE: With all the headlines about street gangs, shootings, and corruption in and around Chicago, I think people can sometimes forget that terrorism is still a threat here, and is a major focus of what the FBI has to do. We haven’t had a major attack here- though there have been some plots thwarted. How real is the threat of terrorism these days?
HOLLEY: I would say, Craig, that the threat that we face now is probably more so than right after 9/11. Al-Qaeda Central has been thwarted in many of the attacks that they have been trying to conduct here in the West and against our allied partners overseas. Through Osama bin Laden being killed, and other leaders within core Al-Qaeda- the core leadership within Al-Qaeda- over the last several years, their ability to plan and conduct operations has been limited. What happened is, it is diffused to other groups. Al-Qaeda in the Arabian Peninsula- we call them AQAP. Al-Qaeda in Islamic Magreb- AQIM. Al Nusra in Syria. So these are all significant threats- terrorism threats. Although they are headquartered overseas, they have an intent to strike here in the West. And they are actively plotting, recruiting, and training to conduct attacks here in the United States.
DELLIMORE: Is some of this theoretical, or do investigators uncover more concrete signs that Chicago could be a target, at least more so than we average folks might realize?
HOLLEY: I would never describe it as being theoretical. It is an actual threat. And there is no community in the United States that is immune from an attack on their communities. We saw what happened in Boston by two homegrown violent extremists. There have been multiple disruptions through different JTTF (unintelligible word) throughout the FBI in the United States over the last several years. You can look at Lubbock, Texas. Not a large metropolitan area, but had a significant attempt to conduct a terrorist attack there…

Attack On California Power Substation Just A ‘Dress Rehearsal’?

Speaking of the fragile U.S. power grid this morning, I’ve been itching to discuss the following incident that took place in April and which I’ve been hearing more about as time goes on. Shane Harris reported on the Foreign Policy website back on December 27:

Around 1:00 AM on April 16, at least one individual (possibly two) entered two different manholes at the PG&E Metcalf power substation, southeast of San Jose, and cut fiber cables in the area around the substation. That knocked out some local 911 services, landline service to the substation, and cell phone service in the area, a senior U.S. intelligence official told Foreign Policy. The intruder(s) then fired more than 100 rounds from what two officials described as a high-powered rifle at several transformers in the facility. Ten transformers were damaged in one area of the facility, and three transformer banks — or groups of transformers — were hit in another, according to a PG&E spokesman.

Cooling oil then leaked from a transformer bank, causing the transformers to overheat and shut down. State regulators urged customers in the area to conserve energy over the following days, but there was no long-term damage reported at the facility and there were no major power outages. There were no injuries reported. That was the good news. The bad news is that officials don’t know who the shooter(s) were, and most importantly, whether further attacks are planned.

“Initially, the attack was being treated as vandalism and handled by local law enforcement,” the senior intelligence official said. “However, investigators have been quoted in the press expressing opinions that there are indications that the timing of the attacks and target selection indicate a higher level of planning and sophistication.”

The Federal Bureau of Investigation is now in charge of the case. Even though the shooting took place one day after the Boston Marathon bombing, Harris wrote the FBI “has no evidence that the attack is related to terrorism, and it appears to be an isolated incident.”

However, there’s this later on in the piece:

“These were not amateurs taking potshots,” Mark Johnson, a former vice president for transmission operations at PG&E, said last month at a conference on grid security held in Philadelphia. “My personal view is that this was a dress rehearsal” for future attacks.

Wackjob(s)? Terrorist(s)? The authorities may never find out just who was behind the attack. But I can only imagine if this had taken place in the Chicago area during a brutal cold spell like the one we’re in now.

Should a similar attack be successful here in Chiberia-like conditions and the region plunged into an extensive and extended power outage, chaos and carnage could easily ensue.

Extreme weather (space weather included). Cyber attacks. Physical attack. I wished Washington would take steps to significantly harden the national power grid. But they won’t any time soon (other spending priorities, no immediate/substantial political “return” from doing so).

Regrettably, the bad guys have almost certainly figured this out as well.

Yep. Alternative/backup electricity and heating is starting to sound real good right now.

FBI Director: ‘Risk Of That Spectacular Attack In The Homeland Is Significantly Lower’ Than Before 9/11

I heard that FBI Director James B. Comey was on Capitol Hill yesterday speaking before Congress. I was curious to find out what he had to say about potential terrorist threats out there. Timothy M. Phelps reported on the Los Angeles Times website yesterday:

The terrorist threat to Americans is greater overseas than at home and is significantly lower than before the Sept. 11, 2001, attacks, continuing a years-long trend, U.S. officials told a Senate committee Thursday…

“Because we took the fight to the enemy and got our act together in the last 12 years in very, very important ways, the risk of that spectacular attack in the homeland is significantly lower than it was before 9/11,” Comey told the Senate Homeland Security Committee.

(Editor’s note: Italics added for emphasis)

Acting Secretary of Homeland Security Randy Beers shared Director Comey’s assessment and was quoted by the Times as saying:

The dispersion of the Al Qaeda brand in North Africa, in Yemen, in Somalia and in other places- and as it is appearing to manifest in Syria now- means that the kinds of activities that will be undertaken are likely to be undertaken overseas, rather than directed against the homeland.

(Editor’s note: Italics added for emphasis)

While what Comey and Beers said makes sense concerning terrorist activities are more likely to be directed at American interests overseas, I can’t help but think this is only for the time being. From what I’ve taken away from Middle East terror experts, it’s just a whole lot easier for the bad guys to stay local and fight Americans in Afghanistan, for example, than attempting to infiltrate the U.S. homeland and pull something big off there. And according to the Associated Press on November 3:

Washington is expected to keep about 10,000 troops in Afghanistan after 2014, provided the security agreement is signed and includes immunity from prosecution by Afghan courts.

So this scenario might continue on for a while.

Still, it must remembered that Al-Qaeda’s stated objective still remains the following (as noted by the Director of Harvard’s Belfer Center for Science and International Affairs, Graham T. Allison, in a Council on Foreign Relations debate back on April 20, 2007):

Al-Qaeda spokesman Suleiman Abu Gheith has stated al-Qaeda’s objective: “to kill 4 million Americans—2 million of them children—and to exile twice as many and wound and cripple hundreds of thousands.”

(Editor’s note: Italics added for emphasis)

Which, if you think about, really leaves Al-Qaeda no choice but to attack the U.S. ‘homeland” sooner or later in order to achieve such numbers, provided they have the capability of doing so of course.

Terrorists Planning On Kidnapping Americans, Attacking Water Systems As Well As Airlines Again?

There is quite a lot of terrorism talk going on these days in the mainstream media outlets. On October 10, Mike Deeson reported on the website of Tampa Bay CBS affiliate 10 News about potential terrorist “dry-runs” on the airlines. Deeson wrote:

A memo obtained by the 10 News investigators from the union that represents pilots for US Airways says that “there have been several cases recently throughout the (airline) industry of what appear to be probes, or dry-runs, to test our procedures and reaction to an in flight threat.”

In a September 2 incident aboard a flight from Reagan National Airport to Orlando International Airport:

Crew members say that shortly after takeoff, a group of four “Middle Eastern” men caused a commotion.

The witnesses claim one of the men ran from his seat in coach, toward the flight deck door. He made a hard left and entered the forward bathroom “for a considerable length of time.”

While he was in there, the other three men proceeded to move about the cabin, changing seats, opening overhead bins, and “generally making a scene.” They appeared to be trying to occupy and distract the flight attendants.

“He made a hard left and entered the forward bathroom ‘for a considerable length of time.'” The other three men acting all anxious?

Could’ve been an earlier “chow call” gone horribly wrong with a subsequent frantic search for the Imodium A-D that was packed away in their checked-in luggage.

All kidding aside, both US Airways and the Transportation Security Administration confirmed the incident for 10 News investigators, and there’s been a Congressional call for an investigation of the matter according to a later 10 News piece.

On October 18, possible terrorist activity directed against Midwestern municipal water systems was reported on the Kansas City Star website. According to the paper:

The FBI is investigating a threat against water systems in four Midwestern cities, including Wichita, Kan.

FBI spokeswoman Bridget Patton said Friday the FBI hasn’t substantiated any threats to the four cities. She would not name those cities, saying only that they were confined to the Midwest.

Finally, last weekend it was reported that intelliegence sources have informed FOX News there’s been significant Internet chatter by terrorists urging followers to kidnap Americans overseas:

Chicago Named ‘Murder Capital Of U.S.’

Back on August 6, 2012, I blogged about Chicago, Illinois, holding the title of “Deadliest Global City.”

And just this morning, I saw the “Windy City” being named the new “Murder Capital” of the United States.

From a GovBeat blog post on the Washington Post website yesterday:

FBI: Chicago passes New York as murder capital of U.S.

The city of Chicago registered more homicides than any city in the nation in 2012, surpassing even New York — despite the fact that the Second City has only one third as many residents as the Big Apple.

In new crime statistics released Monday, the Federal Bureau of Investigation reported 500 murders in Chicago in 2012, up sharply from the 431 recorded in 2011. New York reported 419 murders last year, compared with 515 in 2011…

I know what a number of you are thinking right now:

“How that gun “control” working out for you, Chicago?”

“Deadliest Global City.” “Murder Capital of U.S.” Real nice. My relatives buried in old St. Boniface Cemetery on Clark are probably rolling in their graves right now knowing the city they helped build has come to this.

If they were still alive and kicking, I have a feeling they’d demand the bad guys be put in their graves instead.

Anyway, for your reference, here are the FBI’s numbers for Chicago from the just released Crime in the United States 2012 report, with 2011 data in parentheses. From the Criminal Justice Information Services Division:

Table 8
Offenses Known to Law Enforcement
by City, 2012

Population- 2,708,382 (2,703,713)
Violent crime-
Murder and negligent manslaughter- 500 (431)
Forcible rape-
Robbery- 13,476 (13,975)
Aggravated assault- 12,272 (12,408)
Property crime- 112,466 (118,239)
Burglary- 22,748 (26,420)
Larceny-theft- 72,717 (72,373)
Motor vehicle theft- 17,001 (19,446)

1 The FBI does not publish arson data unless it receives data from either the agency or the state for all 12 months of the calendar year.

2 The data collection methodology for the offense of forcible rape used by Chicago, Illinois does not comply with national Uniform Crime Reporting Program guidelines. Consequently, its figures for forcible rape and violent crime (of which forcible rape is a part) are not published in this table.
