Second City Cop Blog Breaks Down Chicago Violence

“11 people have been killed and 11 wounded in shootings over a 48-hour period in Chicago from Tuesday afternoon to Thursday morning, Chicago police said…”

In the wake of a bunch of kids getting shot and killed in Chicago the last couple of days, the popular Chicago police blog Second City Cop explained very simply why the city is a shooting gallery. “SCC” wrote early Wednesday morning:

Gun laws go unenforced… Offenders are routinely released or sentenced to minimal time, so there’s nothing to fear from the judicial side of things- no consequences. No one in the “community” is willing to step up. Shame doesn’t work, appealing to a higher morality doesn’t work, humiliation doesn’t work…

Consider the following findings of a recently-released University of Chicago Crime Lab report entitled Gun Violence In Chicago, 2016 (blogged about here):

Individuals arrested for a homicide or shooting in Chicago in 2016 and 2015 had similar prior criminal records: around 90 percent had at least one prior arrest, approximately 50 percent had a prior arrest for a violent crime specifically, and almost 40 percent had a prior gun arrest. The average person arrested for a homicide or shooting in both years had nearly 12 prior arrests, with almost 45 percent having had more than 10 prior arrests, and almost 20 percent having had more than 20 prior arrests

SCC went on to add:

We guess it’s time to blame the police again…

And the Second Amendment. The NRA. Republicans. Trump. Bush. And on and on and on.

Yep. If there’s one thing “The Machine” has been good at, it’s directing Chicagoans’ attention away from the “unpleasant”…

Illinois Bullet Serial Number Legislation Going Before House Committee November 15?

Earlier today, an article with the headline “Gun-Controlled Chicago Approaches 4,000 Shooting Victims For 2016” caught my attention on Breitbart.com. In it, AWR Hawkins wrote:

The Democrats in Chicago and the state of Illinois are pushing to squash this mayhem with more gun laws and regulations. One Chicago leader is pressing for a “declaration of a state of emergency” for the city, and state Representative Sonya Harper (D-6th) wants to require serial numbers on every bullet and bullet casing.

Harper told Fox 32, “We just want to know how the guns and the bullets are getting into the hands of our youth and causing senseless harm and murder on our streets.” She did not address that attempts at ballistic fingerprinting have repeatedly failed to solve crime when implemented in other cities, nor did she mention that such regulations drive up the prices law-abiding citizens have to pay for ammunition

Later, I learned about this proposed ammo serialization program in Illinois on the NRA’s Institute for Legislative Action website:

Tomorrow, the House Judiciary Committee is scheduled to hear House Bill 6615, legislation that seeks to create a serialization system of “handgun ammunition” in Illinois. While HB 6615 claims to only encompass handgun ammunition, the language would also go so far as to include most popular pistol, rifle and shotgun ammunition.

Sponsored by state Representative Sonya Harper, HB 6615 will cost millions of dollars to implement and maintain, and is easily circumvented by criminals who seek to commit their criminal acts without care of another law on the books. Even common household tools could be used to distort or deface the serial number and render it illegible.

Not only would it be ineffective at preventing crime, this anti-gun bill would create a de facto registry of gun owners in Illinois. Every serialized cartridge would need to be registered to the individual that purchased it. This legislation would also criminalize the millions of cartridges that are currently lawfully owned by Illinois gun owners for target shooting, hunting and personal protection. Those who reload their own ammunition would not be allowed to do so anymore because it would be impossible to match the serial numbers on used cartridge cases to new bullets…

If this is for real, I can only imagine the outrage if the sign had said “Black People Out…” or “Mexican People Out…” But since it targeted “White People” in America of 2015, it’s okay then (wink).

I’m going to go out on a limb here and predict that as the U.S. financial crash draws closer, racial violence will pick up. Wish it weren’t so, but history will probably rhyme here.

President Obama’s in town this raining evening. Earlier Tuesday, he spoke at the 122nd Annual Meeting of the International Association of Chiefs of Police. Not surprisingly, gun control was on the agenda. From a transcript of the speech:

You know exactly why someone all too often should want to own a gun. It’s a powerful instrument. It helps you do a dangerous job. It’s something that has to be used with care. Many of you, like millions of law-abiding Americans, are sportsmen or hunters, or you’ve got a firearm in your home for protection. But you also know the fact is that it’s too easy for criminals to buy guns — and that makes your already dangerous job far more dangerous than it should be. (Applause.)

And it makes the communities so fearful that it’s harder for them to be a good partner with you, because the streets become abandoned, and parents start not being as involved in monitoring what’s taking place. You have a risk of being shot. It’s risky enough responding to a domestic violence call or a burglary in progress without having to wonder if the suspect is armed to the teeth, maybe has better weapons than you do. And the fact is that in states with high gun ownership, police officers are three times more likely to be murdered than in states with low gun ownership. That is a fact. So you know that more guns on the streets do not make you or your communities safer. (Applause.)

Now, one of the benefits of being President is you travel all around the country, and I do know that there is a difference in what firearms mean and how they are handled in rural communities and in urban settings. And we’ve got to take into account some of the regional differences that are involved. But I do want to emphasize this is not just an issue for cities.

There are those who criticize any gun safety reforms by pointing to my hometown as an example. They say, well, look, Chicago had a spike in homicides this year, they’ve got gun safety laws, so this must be proof that tougher gun safety laws don’t help, maybe make things worse. The problem with that argument, as the Chicago Police Department will tell you, is that 60 percent of guns recovered in crimes come from out of state. You’ve just got to hop across the border. As I said before, it is easier for a lot of young people in this city and in some of your communities to buy a gun than buy a book. It is easier in some communities to find a gun than it is to find some fresh vegetables at a supermarket. (Applause.) That’s just a fact.

And that’s why the IACP and the overwhelming majority of the American people — Democrat and Republican — believe we should require national criminal background checks for anybody who wants to purchase a gun. (Applause.) That’s why the IACP believes we shouldn’t sell military-style assault weapons to civilians. They don’t need them. (Applause.) They don’t need them to hunt a deer. It’s just a simple proposition — cops should not be out-armed by the criminals that they’re pursuing. (Applause.)

As I said, earlier this afternoon I met with families of police officers who gave their lives in the line of duty. And I met with families of children here in Chicago who were taken from us by gun violence. And I do this too often, meeting with grieving families. I’m proud to be able to express to them that the entire country cares about them — (applause) — and that they’re in our thoughts and prayers, and that we’re sorry for their loss. But I have to tell you — and I know some of you have heard my frustration in the past here — when I meet with these families I can’t honestly tell them that our country has done everything we could to keep this from happening again — from seeing another officer shot down, from seeing another innocent bystander suffer from a gunshot wound. And that’s a travesty.

Thirty-two cops have been shot and killed this year. At least a dozen children have been shot and killed this month. About 400,000 Americans have been shot and killed by guns since 9/11 — 400,000. Just to give you a sense of perspective, since 9/11, fewer than 100 Americans have been murdered by terrorists on American soil — 400,000 have been killed by gun violence. That’s like losing the entire population of Cleveland or Minneapolis over the past 14 years.

And I refuse to accept the notion that we couldn’t have prevented some of those murders, some of those suicides, kept more families whole — (applause) — protected more officers if we had passed some common-sense laws. (Applause.)

So, look, I understand we won’t all agree on this issue. But it’s time to be honest — fewer gun safety laws don’t mean more freedom, they mean more danger. Certainly more danger to police, more fallen officers, more grieving families, more Americans terrified that they or their loved ones could be next. So I’m going to keep calling on the folks in Congress to change the way that they think about gun safety. And if they don’t, I’m going to keep on calling on Americans to change the folks in Congress until they get it right. (Applause.)

And please do not — some of you watching certain television stations or listening to certain radio programs, please do not believe this notion that somehow I’m out to take everybody’s guns away. Every time a mass shooting happens, one of the saddest ironies is that suddenly the purchase of firearms and ammunition jumps up because folks are scared into thinking that Obama is going to use this as an excuse to take away our Second Amendment rights. Nobody is doing that. We’re talking about common-sense measures to make sure criminals don’t get them; to make sure background checks work; to make sure that — (applause) — to make sure that we’re protecting ourselves…

A couple of thoughts here:

•In a nutshell, Barack Obama is trying to muster support from these police chiefs for his gun control initiatives.

• I worked alongside a number of police chiefs back when I was in local government. Keep in mind that many of them are political hires. It would be somewhat harsh to say they are not the police, but I suspect many of them have much more in common with their municipal masters than the beat cop at that stage in their career. If their “clout” is anti-gun, there’s a pretty good chance the police chief is as well (or at least that will be their public stance on the issue). Of course, there are always exceptions.

• Notice how “gun safety” is substituted for “gun control” in the speech. I learned a long time ago to be wary of people who get their jollies off playing around with words like this.

• Obama’s ongoing push for gun control mirrors that of the larger movement in America, which seeks to chip away at the Second Amendment piece by piece. Mass shootings embolden the effort. And the end justifies the means in these peoples’ minds. Compromise is not part of their vocabulary. Which leaves pro-Bill of Rights supporters no other alternative but to deal with them along the lines of that old Arab parable:

“If the camel once gets his nose in the tent, his body will soon follow.”

Senate Democrats’ Gun ‘Control’ Legislation Doomed To Fail (Again)?

“Senate Democrats unveiled plans on Thursday for gun control reforms that include closing background check loopholes, expanding the background check database, and tightening regulations on illegal gun purchases…”

A number of regular observers of the gun “control” movement in the United States may have already concluded the latest push for more firearm restrictions being launched by Democrats in the U.S. Senate is doomed to fail (again). As the Associated Press reported earlier today:

Democrats fell five votes short of moving their background check expansion through the Senate two years ago. Thanks to retirements and losses in the 2014 elections, they now are probably 11 votes shy of the support they’d need to succeed.

Republicans running the House have shown no interest in even permitting votes on the issue…

So why would Senate Democrats even bother?

Well, besides obvious reasons like posturing for their “base” come the 2016 elections and diverting the rest of the country’s attention away from the Democratic Party’s failures in domestic and foreign policy, I suspect the strategy is to get the legislation out there should another mass shooting along the lines of Sandy Hook take place while it’s still in the pipeline. Senate Democrats may be banking on a knee-jerk reaction by the American public calling for more gun “control” to be implemented- such as what’s contained in their proposal.

And as any long-time observer of the gun “control” movement knows, their push for more restrictions never subsides, with the goal of the most rabid anti-Second Amendment “activist” being the complete disarmament of the civilian population in the United States.

They envision utopia once that’s achieved.

Realists understand it will only lead to one thing:

Unequivocal subjugation.

Which the “Founding Fathers” knew only too well about.

A young man armed to the teeth kills ten people at a community college in Oregon, and what do the politicians in Washington do?

They put on their saddest faces and go on TV. They shake their heads. They bemoan and decry.

As if that counts for a thing.

Spare us.

Here’s what they should do, right now, every one of them: Pass a law — two good bills are ready to go

President Obama Gets Owned By Fox News’ Bill O’Reilly Over Politicizing Oregon Mass Shooting

I didn’t hear about the mass shooting at Umpqua Community College in Oregon until arriving home from Wisconsin late Thursday night. Incredible tragedy- my thoughts and prayers go out to the victims and their families. As expected, the incident is being exploited to no end by gun “control” supporters. Yet, one of the more well-known mouthpieces of the anti-Bill of Rights crowd got owned on national television the other night by Fox News’ Bill O’Reilly. From The O’Reilly Factor October 1:

I don’t have a script here. I’m just talking to President Obama right now. Okay. It’s just me, to him. You say that the states that have the most gun laws have the least gun violence. Your home state of Illinois has perhaps the most stringent gun laws in the country. Chicago is the largest city in Illinois. Since 2012, there have been 6,000 shootings- 6,000 shootings- in the city of Chicago. There have been 1,679 murders in the city of Chicago, many of them exactly where you worked as a community organizer. So you know the problem that Chicago has. And you also know, Mr. President, that Chicago has extremely stringent gun laws. In fact, Chicago was confiscating guns against the Second Amendment until the courts stopped that. So, most of the people in Chicago say, “If we have all of these stringent gun control laws in our city and our state, why do we have a holocaust? Why?” The reason is that criminals who need guns to do their business are going to get the guns, because there aren’t stringent penalties if you violate gun laws in Chicago or Illinois. The laws are on the books- they’re not enforced. And you, Mr. President, have not made an issue of it at all. In fact, you don’t even mention the carnage in Chicago. You do mention the individual things like what happened in Oregon. But Chicago is like, doesn’t exist, even though this is your turf, your hometown, you’re the guy who was there. So I don’t understand any of that. I don’t get any of it…

Chicago’s Violent Weekend: 8 Dead, 45 Wounded

A headline on the Chicago Tribune website this afternoon said all that needs to be known about how bad the shootings were around Chicago this past weekend:

“2nd worst weekend of 2015 for Chicago gun violence: 8 dead, 45 wounded”

According to the accompanying article, the worst weekend (to date) was from July 3 to 6, with 7 dead, 50 wounded.

Labor Day weekend saw 7 dead, 46 wounded, in the city.

There’s a pretty good chance Chicagoans will see the following by the end of the calendar year:

• 2015 will be a “banner year” for shootings in Chicago
• Most of the incidents won’t stem from law-abiding gun owners
• “Assault weapons” won’t be used in the majority of cases either
• Despite all the above, the politicians and their ilk will call for yet more gun “control” that does nothing to curb the violence or stop criminals from perpetrating such crimes, yet punishes firearm owners who follow the law

Guns & Ammo Publishes ‘Best States For Gun Owners 2015’

Yesterday I happened to come across an article entitled “Best States for Gun Owners 2015” on the Guns & Ammo website. Keith Wood wrote Tuesday:

For the third consecutive year and first time in print, Guns & Ammo presents our assessment of each state’s gun laws in a format that ranks them from worst to first for gun owners…

G&A has conducted a thorough review of each state’s laws and considered initiatives pending in state legislatures. Every effort has been made to create a ranking system that is fair, equitable, accurate and objective. States were ranked numerically in each of five categories: right-to-carry, right to own “black rifles” (i.e., firearms possessing a tactical appearance), presence of the Castle Doctrine, subjects relating to the National Firearms Act (NFA) and a catchall miscellaneous column…

Interesting. Considering the amount of activity in the state recently as it concerns gun rights, I was real curious to see where Illinois ranked on this list. From the piece:

43. Illinois

Illinois has gone from one of the worst states for gun owners to “not so bad as long as you don’t live in Chicago” these last few years. The state’s “shall issue” concealed carry permit system is up and running for both residents and nonresidents, and the sky did not fall. Illinois’ Firearm Owner’s Identification, or “FOID,” requirement remains in effect for all residents wishing to touch a firearm or ammunition except for those possessed by nonresidents in accordance with state law. Suppressors are not permitted in Illinois, though a bill to change that is currently before the legislature. Short-barreled rifles are not allowed. At the point of sale, there is a three-day waiting period before picking up a handgun, and a 24-hour waiting period is applied to all long guns. The state has strong use-of-force laws, and all tactical rifles are legal outside of municipalities such as Chicago and Highland Park…

To expand on that bit about “all tactical rifles are legal outside of municipalities such as Chicago and Highland Park,” Don Babwin reported on The State Journal-Register (Springfield, Illinois) website back on July 20, 2013:

According to the Illinois State Rifle Association, at least 16 municipalities – including Chicago – enacted ordinances banning or regulating assault weapons. Every one of them was in the Chicago metropolitan area. Around 30 other municipalities took up the issue but voted down the bans.

The list of towns that took action includes places such as Evanston, Highland Park, Hazel Crest and Calumet Park…

So that’s Illinois. How about north of the state line where I pursue the bulk of my outdoor activities (when I have the time, that is)? From the article:

25. Wisconsin

Life improved markedly for gun-owning Wisconsin residents when former Gov. Jim Doyle was replaced by Gov. Scott Walker. Wisconsin’s hard-won CCW law gets good marks for strong reciprocity and very limited “gun-free zones.” The state has a Castle Doctrine statute on the books and doesn’t restrict NFA items or tactical-looking firearms. A bill to repeal the state’s 48-hour waiting period on handgun purchases was recently signed by Gov. Walker, yet another step forward for gun owners. Milwaukee County Sheriff David Clarke is about as outspokenly pro-gun as it gets, which is a rare thing in a major metro area…

Nearby Indiana, by the way, actually placed 16th in this year’s rankings. Nice job.

Chicago-Area Legality Of Self-Defense Tools Revisited

In the future, I see a myriad of problems for Chicagoland residents when it comes to police protection. The source will be economic in nature, with the “thin blue line” getting stretched more than most can imagine as Chicago-area police agencies see their budgets slashed significantly with the next financial crisis.

I’d argue this situation has already arrived. Look at the Chicago Police Department and all the spin that’s being deployed and goal posts being moved by City Hall because of financial difficulties in achieving/maintaining a fully-manned police department.

I predict work conditions will also steadily deteriorate. De-policing and work stoppages could very well accompany this slide as law enforcement officers inevitably take stock of their situation.

Police activity could also decrease if certain politicians, race agitators, the mainstream media, and other self-interested parties continue to support and spotlight the police haters in our society. Just to give you an idea of how much attention is being given to these “squeaky wheels making lots of noise,” the Rolling Stone magazine website ran a piece on December 16 entitled:

“Policing is a Dirty Job, But Nobody’s Gotta Do It: 6 Ideas for a Cop-Free World”

And under the headline was this:

“It’s time to start imagining a society that isn’t dominated by police”

“It’s time to start imagining…” That pretty much summed up the piece right there.

Anyway, the point of this post is to announce that in light of what I see coming down the pipeline regarding police protection in and around the “Windy City,” I will be reviewing Chicago-area laws concerning self-defense tools.

Regular readers may recall that I pulled up information on the legality of such personal protection devices as expandable batons, knives, firearms, and pepper spray in Chicago, Cook County, and the State of Illinois starting around Halloween 2013. But seeing as new laws keep being added to the books, and in light of the personal safety challenges I think are ahead of us, now is the perfect time to revisit this material.
