Chicago’s 2016 Violence, ‘Fetal’ Policing Suggests Residents Focus On Personal Safety

Last Thursday, I wrote the following concerning some Chicago Tribune reader correspondence entitled “Letter: I’m leaving Chicago and I’m never coming back”:

I remain optimistic about the long-term prospects for the “Windy City.” That being said, I do believe conditions in the city will erode before improving again. For those dead set on remaining in town, please do yourself a favor and take a good, hard look at your financial and personal safety capabilities for successfully navigating any “storm” that may lie ahead. For example, how do your finances look with the real prospect of future tax hits down the road?

Later is today- as least as that bit about “personal safety capabilities” is concerned.

Regular readers of Survival And Prosperity know that the physical well-being of Chicagoans in the face of growing criminal threats has been a priority of this blog since its inception. A recent post on the popular Chicago police blog Second City Cop and a just-released report from the University of Chicago Crime Lab seem to justify such concern.

“SCC” posted the following on Second City Cop on December 29, which suggests the Chicago Police Department is becoming increasingly “fetal”:

[Chicago Police Superintendent Eddie Johnson] claims we’re “still policing” despite all evidence to the contrary:

-street stops down from 159,000 in 2015 to 21,000 in 2016
-property crime skyrocketing in formerly “quiet” areas
-arrest down tens of thousands
-a 20% homicide clearance rate

The list is near endless, and the price is paid in bodies…

Yesterday, the University of Chicago Crime Lab released a report entitled Gun Violence In Chicago, 2016, which utilized data obtained from the Chicago Police Department and other sources “to provide a more complete picture of the change in our city’s crime problem in 2016.”

The “change” was disturbing. From the report’s “Introduction”:

Between 2015 and 2016, Chicago experienced 58 percent more homicides and 43 percent more non-fatal shootings. Annual increases of this size are not unprecedented among American cities, particularly in recent years, but are rare for a city of Chicago’s size. One striking feature of Chicago’s increase in gun violence is how sudden it was: as of December 2015, there was no indication that gun violence was on the verge of rising sharply. But in January 2016, homicides and shootings surged relative to their 2015 levels and remained higher in almost every month that followed, threatening 20 years of progress on violent crime in Chicago…

What changed in Chicago was not so much the nature of our violence problem, but rather its prevalence. Most murders involved guns, occurred in public places, and stemmed from what police believe was some sort of altercation. This violence continues to be very regressive in its impact, disproportionately affecting the city’s most disadvantaged residents. Most gun violence victims and suspects were African American men, more often than not having had some prior encounter with the criminal justice system.

Compared to other cities, a larger share of homicide suspects in Chicago consists of adolescents, although the majority of all homicide suspects are in their 20s or older. The increase in gun violence occurred disproportionately in several disadvantaged neighborhoods on the city’s South and West sides, which now account for an even larger share of the city’s homicides. Another change is that from 2015 to 2016, the share of homicides that CPD believes stemmed from an altercation, as well as the share of homicide offenders who were recorded by CPD as having a gang affiliation, seemed to decline

And here I was parnanoid about the tens of thousands of gang bangers infesting the city.

Further suggesting Chicagoans’ really need to look after their personal safety were these nuggets found within the report:

-“In 2016, 77 percent of gun homicides and shootings took place on the street or in an alley, up from 75 percent in 2015…”

-“Around 64 percent of homicides in 2016 were described by CPD as stemming from an altercation, down from 74 percent in 2015. Unless there was a change in how CPD recorded the circumstances of homicides from 2015 to 2016, this suggests that homicides stemming from other motivations increased more rapidly (by 121 percent) than did homicides stemming from an altercation (by 35 percent)…”

-“Individuals arrested for a homicide or shooting in Chicago in 2016 and 2015 had similar prior criminal records: around 90 percent had at least one prior arrest, approximately 50 percent had a prior arrest for a violent crime specifically, and almost 40 percent had a prior gun arrest. The average person arrested for a homicide or shooting in both years had nearly 12 prior arrests, with almost 45 percent having had more than 10 prior arrests, and almost 20 percent having had more than 20 prior arrests…”

-“The share of offenders with a current or prior gang affiliation, as noted by CPD, declined from 73 percent in 2015 to 67 percent in 2016, suggesting that individuals not affiliated with gangs may have been overrepresented among those driving the increase in violence…”

-“In 2016, Chicago police made 24 percent fewer arrests than in 2015, accelerating the steady downward trend in arrests the city has seen in recent years…”

-“Chicago police recorded over 80 percent fewer stops in January 2016 than they had in November 2015. This drop, from an average of over 50,000 stops per month in 2015 (through November) to approximately 10,000 stops per month starting in early 2016, began a few months before rates of gun violence in Chicago began to increase. What caused the decline is itself unclear. Several frequently-mentioned candidate explanations—the release of video footage showing the shooting by a CPD officer of teenager Laquan McDonald, announcement of a U.S. Department of Justice (DOJ) investigation of CPD, implementation of an agreement between the City and the American Civil Liberties Union (ACLU) concerning street stops, and a new state law regarding street stops—all happened essentially within a few weeks of each other in late 2015 and early 2016…”

Chicago Police Supt. Eddie Johnson On Tackling Gun Violence

Yesterday morning while watching the local news I spotted Chicago Police Superintendent Eddie Johnson on WGN-TV (Chicago Channel 9) talking about the city’s gun violence. From his exchange with WGN’s Robin Baumgarten and Larry Potash:

BAUMGARTEN: So I heard you mention at the Union Club when you spoke earlier this week that it’s basically about 1,000 gang members or offenders that are causing all these problems. Now when people hear that- why don’t you go arrest those guys? Or are they going to jail and getting back out? What’s happening?
JOHNSON: Well, we’ve gotten real good at predicting who these individuals will be. Unfortunately, we have to work within the framework of a little piece of paper called the Constitution. So we actually have to wait until they do something. So that list that we have is not really for enforcement, but it’s just more of an FYI so we know who the perpetrators are.
POTASH: Lawmakers have been working on a bill to kind of stiffen the penalties for gun possession. What is taking so long with that?
JOHNSON: So we, I’m optimistic that we’ll have it done at the beginning of the year. But in terms of what’s taking so long? I guess they just want to get the language of it right. Because it’s more important to get it right than to rush through it. But we have to do something. Because most of our violence in Chicago is perpetrated by repeat gun offenders. And until we change that culture, that mentality, we’re going to see the same things keep cycling through.
BAUMGARTEN: So ideally what would you like to see, or what is the goal? To have someone who has a gun go to jail for how long? What’s the goal?
JOHNSON: So with this particular piece of legislation, we’re not changing the sentencing years. What we’re doing is giving our judicial partners the wherewithal to be able to sentence them somewhere between the mid-range to high-end of the sentencing guideline, which will be I think the high-end is maybe 14 years. Mid-range will be about 6 years.
POTASH: And why wouldn’t they be doing that already?
JOHNSON: Well, I can’t answer that. That’s a question- that’s a million dollar question. But the fact of it is though we do have to do a better job of holding these individuals accountable for their gun crimes…

Chicago: November Murders Double From Last Year

November saw murders in Chicago double from last year. WGN-TV’s Nancy Loo reported this morning:

The latest number only add to an already deadly year. Likely, the worst in two decades. But the numbers for November alone are alarming. According to Chicago Police, there were 77 murders in November- nearly double from last year. And there was a total of 389 shooting victims- that’s 188 more than last November. The murder total for last month is actually more than that of 2014 and 2015 combined. Police say the current violence is fueled by gangs, largely within five police districts on the South and West sides…

According to the Chicago Police Department’s CLEARMAP (Citizen Law Enforcement Analysis and Reporting) Crime Summary web tool this morning, the 6th (Gresham), 7th (Englewood), 8th (Chicago Lawn), 9th (Deering), 10th (Ogden), and 11th (Harrison) police districts had the most reported incidents of violent crime in the past 90 days.

“Every cop on the street knows who’s doing the killing- it’s the gang members and felons these same fearless politicians refuse to prosecute and throw in prison. And all these anti-gun politicians have to offer is gun control… and then when that doesn’t work, more gun control.

Chicago-Area Expressway Shootings Jump

I thought there was an uptick in the number of local expressway shootings lately. Frank Main reported on the Chicago Sun-Times website yesterday:

Expressway shootings have become a major problem. They not only threaten the lives of motorists, but they have also caused frequent traffic jams as police shut down the expressways to investigate them.

In 2010, there were six shootings on Chicago-area expressways.

Last year, there were 18.

And so far this year, there have been 25

In the past two years, one person was killed and 23 people were wounded in the shootings, according to the Illinois State Police.

Most of the shootings don’t appear to stem from road rage, said Sgt. Clare Pfotenhauer, a spokeswoman for the state police. Usually, they involve gang conflicts, she said.

A law enforcement source said gang members follow their targets onto the Dan Ryan and Eisenhower expressways because they believe it’s easier to get away from police on the expressways than on neighborhood streets…

I’ve logged a lot of hours on the Eisenhower over the years. Back in the late nineties, I was heading east on I-290 into the city when I noticed my girlfriend at the time was staring out the front passenger window at other vehicles. Just then what appeared to be a car full of gangbangers pulled up alongside of us. By the look on their faces, they weren’t too happy being stared at by some far west suburban white girl. Nothing came of the incident. However, living off the West Side at this time, I knew better than to stare at other vehicles and their occupants on certain stretches of Chicagoland roadway lest they consider “popping a cap in my ass” (a couple of years earlier while driving on I-43 in downtown Milwaukee I already had a handgun flashed at me), and gladly shared such concerns with this young lady later that day.

64 Shot, 10 Killed In Chicago Over Fourth Of July Weekend

It was another violent Independence Day weekend in the city of Chicago. Peter Nickeas reported on the Chicago Tribune website this morning:

Shootings over the long Fourth of July weekend left 10 people dead and 54 others wounded.

Among those killed was a 7-year-old boy shot in the chest during an attack aimed at his father, according to police…

The Chicago Sun-Times added this morning on their website:

Police said Sunday the bullet that fatally wounded 7-year-old Amari Brown on the Fourth of July was meant for his father…

The boy’s father, Antonio Brown, is a ranking gang member with 45 previous arrests and was not cooperating with police as of Sunday afternoon as they tried to find his son’s killer, Chicago Police Supt. Garry McCarthy said Sunday, the Chicago Sun-Times reported…

According to a Chicago Crime Commission publication from 2012, there are an estimated 70 to 100 gangs in the Chicago metropolitan area with a membership of between 68,000 to over 150,000.

Nickeas added later on his piece:

Shootings last year, over an 84-hour period, left 82 people shot, 16 fatally…

While some may try to tout this “improvement” from 2014, this year’s carnage is still staggering, particularly as Chicago has strict gun “control” laws on its books.

Judicial Watch: 165,900 Convicted Criminal Aliens Released Throughout U.S. By Immigration And Customs Enforcement

Security and self-defense are often on my mind these days. Even more so after reading the following yesterday on the website of Judicial Watch, a Washington, D.C.-based conservative, non-partisan educational foundation. From their “Press Room”:

Judicial Watch today released 76 pages of Department of Homeland Security (DHS) documents revealing that as of April 26, 2014, Immigration and Customs Enforcement (ICE) had released 165,900 convicted criminal aliens throughout the United States, including many convicted of such violent crimes as homicide, sexual assault, kidnapping, and aggravated assault. (Reports recently detailed that ICE released another 30,000 in the most recent fiscal year, which brings the grand total of known criminals released by the Obama administration to 195,900.)

The documents were released through a July 21, 2014, Freedom of Information Act (FOIA) lawsuit (Judicial Watch v. U.S. Department of Homeland Security (No. 1:14-cv-01237)) filed by Judicial Watch…

The ICE documents confirm a May 2014 Center Immigration Studies (CIS) report showing that in 2013 ICE freed 36,007 convicted criminal aliens, who had nearly 88,000 convictions, including 193 homicide convictions, 426 sexual assault convictions, and 303 kidnapping convictions.

As has been previously reported, and is evidenced in these documents, the 36,007 criminal aliens freed by ICE in 2013 were just the tip of the iceberg. In a DHS “Overview of ICE” document marked “FOR OFFICIAL USE ONLY,” the following figures are reported through April 26, 2014 [NOTE: “Final Order” indicates the illegal aliens were ordered to leave the country, but have not done so and remain free]:

• Non-Detained Final Order Convicted CRIMINAL 165,950
• Non-Detained Final Order NON CRIMINAL 706,950
• Non-Detained Final Order TOTAL 872,900

The Chicago Crime Commission recently pointed out:

There are an estimated 70 to 100 gangs in the Chicago metropolitan area with a membership of between 68,000 to over 150,000.

“68,000 to Over 150,000” gangbangers in the Chicagoland area.

And now ICE releases 165,900 convicted criminal aliens throughout the country, with a good number of them likely headed to the nearby “sanctuary city” of Chicago and its suburbs- where I live.

Yeah, I’d be a fool to not be at least a little concerned about the safety of my loved ones or myself in light of all this disturbing information.

Chicago-Area Firefighters Survive Hurricane Odile, Escape SHTF Aftermath

“What we went through this weekend, the way we had to get ourselves out, the looting, the vandalism- it was like something right out of a movie.”

October 2005. I was in my office at a fire department in the northwest suburbs of Chicago when a firefighter/paramedic by the name of “Mark” stopped by. He had just returned from his honeymoon in Cancún, Mexico- early. The well-known resort had just been pummeled by Hurricane Wilma. “Mark” and his new wife paid attention to the growing number of warnings about the incoming maelstrom, and decided to pack up and leave the popular tourist destination two (?) days before it struck. I remember him saying the airport was pretty much a ghost town despite the ominous weather forecasts. In case readers don’t remember Wilma, here’s what the couple missed. From The Independent (UK) website on October 23, 2005:

Hurricane Wilma pounded the beach resorts and fishing villages of Mexico’s Yucatan peninsula yesterday, whipping up 120mph winds and creating a 10ft storm surge that sent sea water racing through the lower floors of some of Cancun’s most luxurious beachfront hotels…

Cancun’s beachfront hotel district, constructed on a narrow peninsula, was completely evacuated yesterday. But in the city itself, only a small number of residents and tourists – 50,000 or so out of a local population of 700,000 – left on buses before the storm arrived. The others, including an estimated 30,000 foreign visitors, huddled in shelters and downtown hotels, where food and drink was due to run out yesterday.

With electricity cut off in advance as a safety precaution, the shelters – mostly in schools, hotels and gymnasiums – were hot, sweaty and crowded. Scott Stout, an American spending part of his honeymoon on an indoor basketball court in Cancun beneath a leaky roof, told the Associated Press: “After one more day of this, I believe people will start getting cranky.”

Weather experts in Mexico and the US said that Wilma’s unexpectedly long sojourn over the Yucatan meant that in effect local people were undergoing several hurricanes, one after another…

Fast forward to 2014. And the last several days in particular. More members of the fire service from that neck of the woods went to Mexico for a wedding-related event, and also ended up the victims of bad timing. Unlike “Mark” however, these firefighters didn’t make it out of town before a different hurricane struck. Becky Schlikerman reported on the Chicago Sun-Times website on September 17:

A group of 16 northwest suburban firefighters are stuck in Mexico after a hurricane ravaged the resort area of Cabo San Lucas.

The group had traveled to a beautiful oceanfront resort for the destination wedding of longtime Hoffman Estates firefighter Tom Mangiameli. About 50 friends and relatives traveled abroad, according to Mangiameli’s sister-in-law, Sharen Mangiameli.

The wedding was to be Saturday, relatives said. On Sunday, Hurricane Odile made landfall as a monster Category 3 storm.

Since then, electrical and water services have been out.

Tom Mangiameli and his group are still at the Hotel Riu Palace Cabo San Lucas, said Sharen Mangiameli, 55, of Naperville.

“There’s no food, there’s no drinking water and there are looters coming into the hotel,” she said. “One of my nephews has been texting saying when they try to leave the hotel they’re being attacked by the locals who are looting.”

Tourists and residents alike dealt with grave conditions in the aftermath of the hurricane. Pedro Juarez Mejia reported on the Agence France-Presse website on September 18:

Residents of Mexico’s Los Cabos resort armed themselves with guns and machetes in hurricane-battered neighborhoods to defend their homes from looters, as troops were deployed.

The government sent extra federal police and soldiers to the Baja California peninsula to counter widespread looting that erupted after Hurricane Odile tore down homes earlier this week…

Chaos took over this week as hundreds helped themselves to food, water, televisions and any goods they could grab in supermarkets and retail stores after Odile knocked out power and flattened homes.

But now residents fear their houses are next, amid reports of armed and masked gangs roaming neighborhoods.

Dressed in white and holding everything from bats to machetes, sticks and rocks, residents burned tires and wood…

Rodrigo Sanchez Villa, a lawyer for a hotel group, told local radio that masked gangs were pillaging shops, hotels and houses in Cabo San Lucas and San Jose del Cabo.

“The situation appears to be getting worse all the time. A lack of security is being added to the problem of shortages of food and water and the lack of local authorities,” he said…

Sound like it’s been a nightmare down there over the past week or so. Thankfully, this group of Chicago-area firefighters eventually escaped the carnage in Cabo San Lucas. John Keilman wrote on September 18 on the Chicago Tribune website:

One person in the wedding party found a transportation company that was willing to send six buses to the resort to ferry the group to the airport, Kotrba said. The buses arrived before dawn Thursday and parked away from the resort, while the group sneaked out of the lobby to avoid attention.

“There were hundreds of people in the lobby,” Kotrba said. “If the buses had been seen, there would have been a riot.”

And upon their return to the U.S., the firefighters’ tale of survival was being shared. Becky Schlikerman and Tina Sfondeles reported on the Chicago Sun-Times website on September 18:

Sandwiches were handed out, then they ran out. Generators kicked in, then died because of lack of fuel and flooding.

“We were at the point where we made rope from a life preserver that was out by the pool and basketball nets and we started to build a little system to lift buckets of water from the waste buckets to flush toilets,” [Daniel] Pearson, 43, of Carpentersville, said from a Phoenix airport Thursday night.

“We had no cellphone service, food and water,” Pearson said. “We did whatever we could make do with. I have no dignity left. I took a bath in a fountain.”

Pearson is a former U.S. Marine. He spent nine months fighting in the Gulf War. And he has fought fires for 18 years. But he wasn’t ready for this.

I was in survival mode. I don’t think I was scared. It just got to the point where we had 48 people. What am I supposed to do? When we have to cut off our ironing boards to make weapons because nobody really cared about our safety?

In addition to using iron boards to defend themselves, that Keilman piece noted the firefighters set up their own security system, with some men sleeping in the hallway outside their rooms and confronting anyone who walked through.

All this reminds me of something the English naturalist and geologist Charles Darwin once said about survival:

It is not the strongest of the species that survives, nor the most intelligent that survives. It is the one that is the most adaptable to change.

I’m grateful these firefighters and the rest of their party made it back to the United States safely. And I wish all the best to the newlyweds.

After learning about their harrowing experience, I’m thinking it’s probably not a bad idea for overseas travelers to bring/put together a small emergency kit if/when it makes sense, adding emergency supplies in the event of some looming threat.

Chicago Police Department Manpower Shortage Continues

It’s nice and quiet around the house this Sunday morning. Why’s that? My girlfriend is downtown this weekend, hitting the scene with friends from her college days.

So with Chicago’s violent crime making headlines worldwide these days, am I worried about her safety?

Not really. First off, she’s “street smart,” having grown up in the city and lived there prior to meeting me and after we started dating years until we moved to the suburbs in 2013. Second, to quote that 1952 film classic The Quiet Man:

Oh, that red head of hers is no lie.

She’ll beat on you if it comes to that…

Third, as I responded to a comment on the blog recently:

The city of Chicago is still generally safe. A healthy dose of “street smarts” and situational awareness goes a long way though when living there on a daily basis (i.e., don’t stare at gangbangers, like one of my vehicle’s passengers was doing while I was driving on a local expressway some years back)…

The majority of the shootings/murders are still confined to the “seedier” areas of Chicago. But criminal activity seems like it’s picking up in a lot of other neighborhoods- including the “safe” ones- though “official” crime stats don’t support this. I, for one, stopped trusting the government numbers a long time ago.

Still, I’d feel better knowing there were more police officers around. The manpower shortage in the Chicago Police Department is well-documented (hat tips Second City Cop and the Chicago Reader), and regular readers of Survival And Prosperity know it’s something I’ve been blogging about for a couple of years now. In fact, Mick Dumke wrote the following over on the Reader website just yesterday:

As a mayoral candidate, Emanuel promised to add as many as 1,000 police officers to the ranks. Once he had the job and was in charge of the budget, he switched to saying that he was moving more cops to the street. Then, after shuffling hundreds of officers around, he announced that he’d successfully added more than 1,000 “to the beat.”

What Emanuel hasn’t mentioned is that the number of police officers on Chicago’s force has dropped since he’s been mayor. In June 2011, shortly after he was sworn in, there were about 10,900 officers on the city payroll, records show. Now there are about 10,600.

That’s potentially 100 fewer cops working around the city at any given time

I’m pretty confident my girlfriend and her buddies will be safe. Still, the CPD manpower shortage really needs to be addressed- in addition to other crime prevention/reduction initiatives- for the sake of residents, commuters, and visitors.

Otherwise, Chicagoans will just have to get used to their city being called the “Murder Capital” of the United States. And Rahm Emanuel, “Mayor Murder.”

Chicago Gangs Completely Out Of Control?

“Mayor Rahm Emanuel today decried the weekend violence that left at least nine people dead and at least 36 wounded in Chicago, calling for adults around the city to instill the right values in their children and to stand up for the safety of their neighborhoods…”

This past weekend, I read some interesting takes on the Chicago-area violence from individuals much closer to it than most. Billy Briggs of the The Daily Telegraph (UK) wrote Saturday:

It’s an opinion I hear later from another gangbanger with the Black P Stones. The Stones are one of the Latin Kings’ rivals and have about 30,000 members.

In the suburb of Maywood on the city’s west side, I interviewed an ex-con called Anthony, better known on the streets by his nickname, Chopper, an allusion to his role in cutting illegal drugs before distribution…

He says Chicago’s latest problems are a result of gang discipline breaking down and the rise of a new generation of gangbangers who are completely out of control.

All the structure in the gangs is gone, so there is no leadership. There is so much shooting going on, nobody knows where to turn. It ain’t the older guys, it’s the young guys, as young as 13. It wasn’t like that in the 80s or 90s. This is new. Some of these guys just shoot for fun.”

This perceived lack of structure and leadership was also highlighted in a different Chicago gang piece that appeared on The Guardian (UK) website this weekend. John Swaine discussed the recent shooting death of area rapper Mario Hess aka “Blood Money” and “Big Glo,” and reported Saturday:

In the 1990s, the aggressive jailing of gang leaders left behind a more fractured setup that is even more difficult to control.

“Back then, two of the heads could stand up and say ‘OK: enough, we gonna have a peace treaty,’” said Renaldo Hess, 43, who managed Blood Money before his murder last week.

“Now, it’s much more chaotic.”

So the jailing of gang leaders created an environment today in the Chicago-area gangs where structure and discipline is severely lacking. Toss in some feral urban youth into the mix- and the rampant gang-related violence that’s constantly in the local news these days makes a lot more sense.

Kind of messed up we have to hear that from individuals on/around the inside and from overseas publications.

Whereas here in the Chicago area, all we ever get from the politicians, their disciples, and their presstitutes is that a lot of the violence comes from not enough gun “control.”

Yet, I’d be surprised to find out if even one FOID card holder was involved in any of that carnage over the past weekend.
