gun confiscations

Illinois State Rifle Association Call For Action

Speaking of heat, from the Illinois State Rifle Association (ISRA) the other day:

ACTION ALERT – THE HEAT WILL BE ON THIS WEEK

YOUR ACTION NEEDED – YOU MUST MAKE CALLS TO SENATORS AND REPRESENTATIVES

As June 9th grows nearer, a lot of attention will be focused on the General Assembly’s efforts to comply with the court order to enact concealed carry. As important as passing shall-issue concealed carry is, gun owners should not let the carry issue distract them from other efforts already underway to diminish their constitutional right to keep and bear arms.

Those of you who have been following the topic of gun control this year know that there are some key items on the gun-grabbers’ legislative wish list. Among the crown jewels are the ban and confiscation of semiautomatic rifles, pistols and shotguns; the ban and confiscation of standard capacity magazines; the registration of lawful gun owners; and the mandatory reporting of lost and stolen firearms. The gun controllers claim that these measures are necessary to protect public safety. Of course, firearm owners know that these measures are designed strictly for the purpose of punishing people who dare to own a gun.

A glimpse of what we may soon be facing was provided by a front-page feature in the latest Sunday edition of the “Chicago Tribune.” In that story, we learned of a single mom so desperate for cash that she volunteered to become a straw purchaser for hardened criminals who were prohibited from purchasing firearms. She was eventually caught and is now serving a multi-year prison term for her misdeeds.

As far as gun owners are concerned, the hapless straw purchaser is right where she belongs – jail. Interestingly, the author of the piece spins the story to suggest that the woman is in jail not because of her decision to commit crimes, but because the “gun lobby” has fought against legislation supposedly designed to combat straw-purchasing. Once again, the notion is put forth that muggers, mass murderers, and straw purchasers only commit crimes because the “gun lobby” lets them. In this case, it’s gun owners’ fault that this mom is in jail rather at than home with her kids.

In short, it seems that the purpose of the straw purchase story is to promote legislation requiring gun owners to report “lost or stolen” firearms to the police within a short time of them being lost or stolen. As is often the case, such legislation may sound good on the surface. But, the devil is in the details, and those details place an undue burden on firearm owners. Such proposals may be fine in theory, but problematic in practice.

So, here is what you need to do to help ensure passage of shall-issue concealed carry and prevent passage of extremist gun control proposals:

1. Call your State Representative and your State Senator. Politely tell the person who answers the phone that you are a law-abiding Illinois firearm owner and that you would like the senator or representative to vote for “shall-issue” concealed carry and vote against “may-issue” concealed carry. Likewise, advise the person that you oppose any proposal that would diminish your right to keep and bear arms and expect the legislator to oppose such measures as well. If you do not know who your representative or senator is, the Illinois State Board of Elections has an interactive search page here:
www.elections.state.il.us/DistrictLocator/DistrictOfficialSearchByAddress.aspx

If you already know who your legislators are and just need the contact info, you can find that here: www.ilga.gov/house/. and here: www.ilga.gov/senate/.

2. Pass this alert on to your friends and family and ask them to make calls as well.

3. Post this alert to any and all Internet blogs or bulletin boards to which you belong.

FURTHER ACTION

The Will County Board will vote on a resolution in favor of Concealed Carry this coming Thursday at 9:30 in the Will County Office Building, 2nd Floor, 302 N. Chicago Avenue, Joliet. It’s important that firearm owners show up for the vote to show their support for the measure. Plan on being there at 9:00 AM so that you can get a seat.

Massad Ayoob, Rob Pincus Defend Semi-Auto, Military-Pattern Rifles And “High-Capacity” Magazines

How many readers have heard this uttered during the latest push for more gun “control” in America?:

Americans don’t need “fast-firing” guns with “high-capacity” magazines to protect themselves. Stopping a bad guy doesn’t require all those bullets.

Such dribble often reveals two things:

1. The individual saying this watches way too much television and/or movies.

2. That person fails to comprehend that sometimes there’s more than one aggressor involved.

This last point has been made exceedingly-clear to me these past couple of years in my observations of crime “south of the border.”

Any readers remember my July 2011 post about a gang of criminals carrying out a violent home invasion against an American couple residing in Ixtapa, Mexico? Pretty graphic story, huh?

And then there’s Fernando Aguirre of Surviving In Argentina blog-fame, who has mentioned multiple incidents involving more than one aggressor in his home country of Argentina. One story in particular stands out in my mind. From his survival-themed book The Modern Survival Manual: Surviving The Economic Collapse:

I also remember a forensic doctor that used to live in my neighborhood, who got ambushed by five or six men when he exited a restaurant. They did kill him, but he managed to kill four of them and he severely wounded another.

This doctor used to practice with his Glock .40 S&W at my local shooting range. I don’t remember exactly how many rounds he fired during the attack, but I remember that it at least doubled the capacity of most revolvers.

Recently, two well-known firearm and personal defense experts- Massad Ayoob and Rob Pincus- have come out in support of semi-automatic military-pattern rifles and so-called “high-capacity” ammunition magazines. Here are some comments from them in their defense of the guns and magazines which others are so desperately trying to ban/take away:

I can certainly imagine scenarios where I would need to have a lot of rounds. I can certainly imagine scenarios where I would need to have the capability of controlling those rounds through a semi-automatic rifle where I can fire those rounds quickly and accurately. Multiple person home invasions would be an easy example that could obviously happen to any home in any part of the country.

-Rob Pincus of I.C.E. Training, in an interview published on the WND.com website on February 27, 2013

In a world where the Good People With Guns often have to deliver several hits to neutralize even one Bad Person With Deadly Weapons, and in which there is often more than one attacker, anyone applying logical thinking can only end up shouting one three-word mantra:

DO THE MATH!!

-Massad Ayoob of Massad Ayoob Group, in a January 31, 2013, post on the Massad Ayoob on Guns blog on the website of Backwoods Home magazine

The cops are the experts on the current criminal trends. If they have determined that a “high capacity” semiautomatic pistol and a .223 semiautomatic rifle with 30-round magazines are the best firearms for them to use to protect people like me and my family, they are obviously the best things for us to use to protect ourselves and our families.

-Massad Ayoob again, in a December 29, 2012, post on the Massad Ayoob on Guns blog

When it comes to firearms and self-defense, these guys know what they’re talking about.

More so than others who would have you “just fire the shotgun through the door” in an ill-advised attempt at protecting the home.

Katrina General: Chicago Could Call On State, Federal Government To Help Combat Violent Crime

“State lawmakers, Rep. John Fritchey, 11th, and Rep. LaShawn Ford, 8th, are calling for Governor Quinn to deploy the Illinois National Guard to Chicago’s violent areas… 113 people have died in Chicago so far this year.”

-NBC Chicago website, April 26, 2010

“Rev. Jesse L. Jackson, Sr. and Rainbow PUSH Coalition call for immediate Federal Intervention and Homeland Security in Chicago as January homicide totals exceeded 45.”

-Rainbow PUSH Coalition press release, February 1, 2013

Earlier today, outside intervention to help fight violent crime in Chicago was brought up again. Lolly Bowean reported on the Chicago Tribune website:

To reduce the homicides and shootings plaguing Chicago streets, elected officials should consider calling on the state and federal governments for help, even the National Guard if necessary, said a retired Army lieutenant general who spearheaded the military response after Hurricane Katrina.

“Just like we do with any disaster. When the tornado comes, or the floods come, the federal government comes in to help,” Russel L. Honore said Thursday at a news conference in Chicago.

(Editor’s note: Italics added for emphasis)

The retired U.S. Army general’s plan? Bowean added:

To tackle the violence here, Honore said, the state police and other law enforcement agencies could lend a hand to local police. And the National Guard could take over routine duties, patrolling the streets and handling traffic, while police concentrate their efforts on solving crimes and increasing their presence in troubled neighborhoods.

Short of a colossal emergency/disaster, I can’t see something like this going down in the “Windy City” as it would effectively put a stick in the spokes of Chicago Mayor Rahm Emanuel’s political career and future aspirations. The only way I can see Rahm buying into something like this during “normal” times is if outside agencies were tasked with rounding up the guns- both “legal” and “illegal”- under the guise of some crisis. And I’ll be the first to admit that’s a stretch of the imagination. Ironically, one only needs to remember the aftermath of Hurricane Katrina to envision what a similar gun confiscation might look like.

Cook County Gun Registration Begins

The City of Chicago requires firearms carried and possessed within city limits to be registered.

And yesterday, Cook County took a giant step in the same direction.

From the County website late in the afternoon Tuesday:

Cook County Board President Toni Preckwinkle lauded the passage by the Cook County Board today of an ordinance requiring firearm owners to report the sale, loss, theft, destruction or transfer of firearms.

Individuals who sell, lose, destroy, transfer or have their firearm stolen in the County, are now required to report it to the Cook County Sheriff’s Office within 48 hours. Firearm owners will be required to report the make, model and serial number of the firearm, along with the date and location of purchase. Individuals who fail to comply will be subject to a $1,000 fine for the first violation. The fine will be $1,500 for each gun on the second offense and $2,000 for each subsequent violation.

(Editor’s note: Italics added for emphasis)

“Individuals who sell… transfer… their firearm… in the County, are now required to report it to the Cook County Sheriff’s Office within 48 hours.”

That, my friends, is the start of a firearm registration program- whether it was intended to be official or not. The individual acquiring the firearm is now on the books of the Cook County Sheriff’s Office as being a gun owner.

And as history shows, gun registration often leads to confiscation.

The new ordinance goes into effect in August 2013.

You can read the entire Cook County announcement on the new gun “control” law on their website here.

Cook County Implementing Gun Registration?

Taking to heart Chicago Mayor Rahm Emanuel’s opinion about letting no crisis go to waste, both the City of Chicago and Cook County are joining together to push more gun “control” on their law-abiding residents in the aftermath of Newtown, Connecticut. From the Ward Room blog on the website of Chicago NBC affiliate Channel 5 yesterday:

Mayor Rahm Emanuel is seeking to broaden a requirement for gun owners to report the loss, theft or sale of firearms to include all of Cook County

For the first time, similar reporting requirements would be expanded to all of Cook County under companion legislation that’s been drawn up.

County Board President Toni Preckwinkle plans to introduce that legislation at a county board meeting on Wednesday.

(Editor’s note: Italics added for emphasis)

“To report the loss, theft or sale of firearms to include all of Cook County.”

“Report… sale of firearms.”

Should the proposed legislation pass, when a firearm is sold in Cook County, would information about the gun, seller, and purchaser, now be provided to County officials?

Sounds like this could be a new gun registry in the works.

Back on November 23, 2012, I blogged about Cook County’s recently-adopted $25 per gun “violence tax” on firearm purchases in the county also being a possible gun registration scheme.

Gun registration often leads to confiscation. From the latest edition of Gun Facts, a popular firearm reference book:

Myth: Registration does not lead to confiscation

Fact: It did in Canada. The handgun registration law of 1934 was the source used to identify and confiscate (without compensation) over half of the registered handguns in 2001.

Fact: It did in Germany. The 1928 Law on Firearms and Ammunition (before the Nazis came into power) required all firearms to be registered. When Hitler came into power, the existing lists were used for confiscating weapons.

Fact: It did in Australia. In 1996, the Australian government confiscated over 660,000 previously legal weapons from their citizens.

Fact: It did in California. The 1989 Roberti-Roos Assault Weapons Control Act required registration. Due to shifting definitions of “assault weapons,” many legal firearms are now being confiscated by the California government.

Fact: It did in New York City. In 1967, New York City passed an ordinance requiring a citizen to obtain a permit to own a rifle or shotgun, which would then be registered. In 1991, the city passed a ban on the private possession of some semi-automatic rifles and shotguns, and “registered” owners were told that those firearms had to be surrendered, rendered inoperable, or taken out of the city.

Fact: It did in Bermuda, Cuba, Greece, Ireland, Jamaica, and Soviet Georgia as well.

Nothing on the NRA’s Institute for Legislative Action (NRA-ILA) website about this. Not surprising, considering how active the gun “control” supporters are these days.

Talk Of Gun Confiscation, Compulsory ‘Buy-Backs’

Recent talk of banning “assault weapons” and “high-capacity” ammunition magazines has turned into discussion about gun confiscation and compulsory “buy-backs” by leading Democrats.

(Editor’s note: How can government buy back something it never owned in the first place?)

There’s talk of confiscation and a compulsory “buy-back” in the state of New York. Thomas Kaplan reported on The New York Times website last Thursday that New York’s Democratic Governor Andrew Cuomo had discussed gun “control” in an interview on an Albany radio station that same day. Kaplan wrote:

In the interview, Mr. Cuomo did not offer specifics about the measures he might propose, but, while discussing assault weapons, he said: “Confiscation could be an option. Mandatory sale to the state could be an option. Permitting could be an option — keep your gun but permit it.”

(Editor’s note: Italics added for emphasis)

Confiscation. Compulsory “buy-back.”

No mention of an option to not implement more gun “control” in the state of New York.

And speaking of gun confiscation- but on a national level- CBS New York ran the following on their website this past Saturday:

Amid talk of reinstating the assault weapons ban that expired eight years ago, police departments nationwide are thinking of ways to confiscate such weapons.

As WCBS 880’s Marla Diamond reported, among the departments considering taking action is the NYPD. Police Commissioner Ray Kelly said if Congress were to reinstate the ban, police are wondering whether it will be their responsibility to confiscate them.

(Editor’s note: Italics added for emphasis)

“Police departments nationwide are thinking of ways to confiscate such weapons.”

I don’t think owners of “assault weapons” will be too happy to hear that.

There’s also chatter about a potential national compulsory gun “buy-back.” Joel Gehrke reported on the Washington Examiner website on Friday:

Sen. Dianne Feinstein, D-Calif., said that she and other gun control advocates are considering a law that would create a program to purchase weapons from gun owners, a proposal that could be compulsory.

We are also looking at a buy-back program,” Feinstein said today in a press conference. “Now, again, this is a work in progress so these are ideas in the development.”

(Editor’s note: Italics added for emphasis)

Gun confiscations and compulsory “buy-backs.”

Australia To Push For Adoption Of Arms Trade Treaty With U.N. Security Council Seat

In “The Land Down Under,” international gun “control” could soon be one of their more high-profile exports. Sid Maher wrote on The Australian website this morning:

AUSTRALIA will push harder for a tough new international gun control regime if it wins a seat at the UN Security Council, in a move to crack down on civil unrest, gang violence and criminal activity.

Foreign Minister Bob Carr told The Weekend Australian that under a draft treaty being pushed by Australia, all states would be held responsible for what happened to their weapons after they left their shores.

The Arms Trade Treaty failed to win the necessary backing last month amid opposition from the US and Russia. But Australia will use a UN Security Council seat to press for the adoption of the treaty, which remains on the UN negotiating table in draft form.

The treaty will also seek to limit the international movement of ammunition, rocket-propelled grenade launchers and Kalashnikovs.

(Editor’s note: Italics added for emphasis)

“To crack down on civil unrest.” Interesting.

In 1996, the Australian government implemented a gun “buy back” program and placed severe restrictions on the public ownership of firearms.

I know what some readers are probably thinking right now.

Less “control,” more Foster’s please.

Brad Pitt Admits ‘I Feel Better Having A Gun’

Hollywood celebrities, for the most part, are seen to be big supporters of gun “control.”

So I was somewhat surprised tonight when I stumbled upon an interview of American film actor and global box office-draw Brad Pitt on the Daily Mail (UK) website in which he shared his pro-gun views. Martyn Palmer wrote on September 8:

Controversially for one of Hollywood’s leading liberals, he doesn’t believe U.S. gun laws should be changed.

‘America is a country founded on guns. It’s in our DNA. It’s very strange but I feel better having a gun. I really do. I don’t feel safe, I don’t feel the house is completely safe, if I don’t have one hidden somewhere. That’s my thinking, right or wrong.

‘I got my first BB gun (a type of air gun) when I was in nursery school. I got my first shotgun by first grade (aged six), I had shot a handgun by third grade (aged eight) and I grew up in a pretty sane environment.

The Shawnee, Oklahoma-born Pitt doesn’t seem to think Americans would ever give up their firearms voluntarily. From the piece:

‘It’s just something with us. To turn around and ask us to give up our guns… I don’t know, we’re too afraid that we’re going to give up ours and the bad guys are still going to get theirs. It’s just in our thinking. I’m telling you, we don’t know America without guns.’

I wonder what all his admirers- and fellow stars- will think of such honest talk.

Something tells me Pitt could care less, however.
