Chicago Police Department Manpower Shortage Latest

With the help of the popular Chicago police blog Second City Cop, I became aware several years ago of the manpower shortage going on in the Chicago Police Department.

Subsequently, I started blogging about the situation from time to time.

As shootings in the city march past 2,300 for the year, attention is being drawn to Chicago’s “cop shortage” again. Fran Spielman reported on the Chicago Sun-Times website on July 20:

After three shootings this week in a gang-ridden South Side ward that includes Englewood and Back of the Yards, Ald. Ray Lopez (15th) is demanding that Emanuel finally make good on his 2011 campaign promise to hire 1,000 additional police officers.

In the meantime, Lopez wants Chicago Police officers now working in pairs for their own safety to get reinforcements from the Illinois National Guard, the Illinois State Police, the Cook County Sheriff’s office or all of the above

No DHS or other federal agencies?

On the subject of paying for more police, Alderman Lopez brought up taxes. Spielman added:

When Lopez was asked where he would find the money to hire 1,000 more police officers, he offered to raise property taxes- again.

That’s on top of the $588 million property tax increase approved last fall for police and fire pensions and school construction and the $250 million increase the Board of Education is about to approve for teacher pensions…

Remember what I’ve been saying for years now about new/higher fees, fines, and taxes for Chicagoans?

With news yesterday that the Fraternal Order of Police is urging its members to turn down all requests for “non-mandatory overtime” over the fast-approaching Labor Day weekend, Second City Cop blogged:

It is most certainly is a message to the administration- “Hire more cops!” seems to be what we’re reading. And that’s a perfectly appropriate message to be sending to the city- the Department is badly understaffed

Chicago’s 2016 Memorial Day Weekend: 7 Killed, 68 Wounded

Regular Survival And Prosperity readers may have noticed I haven’t blogged too much about Chicago recently. Reason being? I’ve grown tired of pointing out the obvious, which is the writing’s on the wall for the “Windy City,” and that scene is bound to get real ugly before conditions can improve. However, this afternoon I feel compelled to make an exception as “Beirut By The Lake” was seriously hopping over the long holiday weekend. The HeyJackass! (“Illustrating Chicago Values”) website breaks down the carnage under a section entitled “Memorial Day Weekend”:

This weekend marks the start of the annual Summer Stupidity & Shooting Season. Between now and Labor Day weekend, we’ll expect to see around 225 homicides and an additional 1,000 shot and wounded.
Final Stupidity Tally: 7 killed, 68 wounded
2015 weekend tally: 8 killed, 24 wounded
2014 weekend tally: 9 killed, 27 wounded

“7 killed, 68 wounded”

It should be noted that last weekend’s shootings weren’t confined to those areas of Chicago one might reasonably expect such violence to take place. Alexandra Chachkevitch, Joe Mahr, Peter Nickeas, and Grace Wong observed on the Chicago Tribune website this morning:

The rest of the weekend shootings were scattered across Chicago. They happened as far north as West Rogers Park and northwest as Jefferson Park and as far south as the West Pullman neighborhood. The violence centered on the West Side, though. Seven of the shooting incidents on the West Side had more than one victim…

Only a matter of time now before there’s renewed talk of bringing in the Illinois National Guard, U.S. Department of Homeland Security, or U.S. Army to patrol the streets of Chiraq.

And rounding up all the guns….

The 1968 Chicago West Side Riots were a little before my time (I was born a couple of years later on the West Side), but I remember hearing stories about the unrest growing up not too far from where they took place.

Illinois Governor Offers To Deploy State Police To Chicago

“State lawmakers, Rep. John Fritchey, 11th, and Rep. LaShawn Ford, 8th, are calling for Governor Quinn to deploy the Illinois National Guard to Chicago’s violent areas… 113 people have died in Chicago so far this year.”

In the wake of an incredibly bloody holiday weekend in the city of Chicago, Illinois Governor Pat Quinn (D-Chicago) has offered to deploy the Illinois State Police to the area. From The State Journal-Register (Springfield) website yesterday:

Gov. Pat Quinn says he would be prepared to deploy state police to help address Chicago violence if Mayor Rahm Emanuel requests it.

Over the years Illinois State Police have assisted authorities in Chicago and East St. Louis fight street violence.

Quinn told reporters Tuesday after an unrelated event that he’ll only do so if Emanuel asks and won’t “impose anything” on any municipality…

No word yet from City Hall regarding Governor Quinn’s offer. As I doubt there will be, as even giving it the slightest bit of consideration might give off the impression Chicago Mayor Rahm Emanuel is in over his head with this violence.

Not good if you’ve got higher political aspirations, which I think he does.

Chicago’s Bloody Memorial Day Weekend: 6 Killed, At Least 22 Wounded in Shootings

Could Illinois Concealed-Carry Be Delayed If State Police Assists Chicago?

In addition to recent calls for outside intervention in an attempt to deal with the City of Chicago’s high number of shootings and murders, there’s this from Illinois Governor Pat Quinn yesterday. Jon Seidel reported on the Chicago Sun-Times website:

Gov. Pat Quinn is willing to discuss sending in reinforcements from the Illinois State Police to help Chicago authorities deal with the violence, after a mass shooting Thursday night left 13 people injured, including a 3-year-old boy.

The governor “stands ready” to talk with Mayor Rahm Emanuel and law enforcement officials in Chicago “about the possibility of providing additional Illinois State Police reinforcements to help stop the violence,” Quinn spokeswoman Brooke Anderson said Saturday.

Illinois State Police? Hmm. I wonder if Illinois state troopers being sent to assist the City of Chicago and Chicago Police Department wouldn’t push back the rolling out of concealed-carry in Illinois due to “unforeseen emergency circumstances”? You know, administrative support being all tied-up and such for this event? Considering the financial state the “Land of Lincoln” is in, I doubt the Illinois State Police is well-funded to begin with.

At this point in time, it’s anticipated the Illinois State Police- who play a significant role in implementing Public Act 98-63, the “Firearm Concealed Carry Act”- will be making concealed-carry applications available to the public by January 5, 2014.

Of course, timeframes as well as laws can be amended and changed.

Katrina General: Chicago Could Call On State, Federal Government To Help Combat Violent Crime

Earlier today, outside intervention to help fight violent crime in Chicago was brought up again. Lolly Bowean reported on the Chicago Tribune website:

To reduce the homicides and shootings plaguing Chicago streets, elected officials should consider calling on the state and federal governments for help, even the National Guard if necessary, said a retired Army lieutenant general who spearheaded the military response after Hurricane Katrina.

“Just like we do with any disaster. When the tornado comes, or the floods come, the federal government comes in to help,” Russel L. Honore said Thursday at a news conference in Chicago.

The retired U.S. Army general’s plan? Bowean added:

To tackle the violence here, Honore said, the state police and other law enforcement agencies could lend a hand to local police. And the National Guard could take over routine duties, patrolling the streets and handling traffic, while police concentrate their efforts on solving crimes and increasing their presence in troubled neighborhoods.

Short of a colossal emergency/disaster, I can’t see something like this going down in the “Windy City” as it would effectively put a stick in the spokes of Chicago Mayor Rahm Emanuel’s political career and future aspirations. The only way I can see Rahm buying into something like this during “normal” times is if outside agencies were tasked with rounding up the guns- both “legal” and “illegal”- under the guise of some crisis. And I’ll be the first to admit that’s a stretch of the imagination. Ironically, one only needs to remember the aftermath of Hurricane Katrina to envision what a similar gun confiscation might look like.
