U.S. News & World Report Ranks Chicago Metro Area 83rd ‘Best Place To Live’

From a U.S. News & World Report press release on February 7:

U.S. News & World Report, the global authority in rankings and consumer advice, today unveiled the 2017 Best Places to Live in the United States. The new list ranks the country’s 100 largest metropolitan areas based on affordability, job prospects and quality of life…

Predictably, the Chicago metro area made the list.

Somewhat surprising is how far down it was:

Scores are out of a possible 10.

Nearby metropolitan areas that ranked higher than the “Second City” included:

#18 Madison, Wisconsin
#19 Grand Rapids, Michigan
#47 Milwaukee, Wisconsin
#55 Indianapolis, Indianapolis

According to the press release:

The 2017 Best Places to Live were determined in part by a public survey of thousands of individuals across the U.S. to find out what qualities they consider important in a home town. The methodology also factors in data from the United States Census Bureau, the Federal Bureau of Investigation and the Bureau of Labor Statistics, as well as U.S. News rankings of the Best High Schools and Best Hospitals…

ABC7 News Investigation: ‘Chicago Is A Crossroads Of Home-Grown Terrorists’

Friday night, Chuck Goudie of Chicago’s ABC7 News reported the following concerning an I-Team investigation into home-grown jihadists. From the TV station’s website:

Two new investigations of American terrorists portray a chilling image of terrorists living in our midst, and concentrated in the Midwest.

Targeting the jihadist next door in the Midwest would have to become a priority according to new data compiled by House Homeland Security investigators. They lay out an “unprecedented spike in the homegrown terror threat, primarily driven by the rise of ISIS.” That, along with a new University of Chicago report on the American face of ISIS, paint a frightening picture of the threat growing among us.

First for Al Qaeda and now for ISIS, Chicago is a crossroads of home-grown terrorists.

According to new findings by the House Homeland Security Committee, the tentacles of terror cases in Michigan, Indiana and Wisconsin since early 2016 touch Chicago

Besides home-grown jihadists, in May 2015 a threat attributed to the Islamic State posted on anonymous message board JustPasteIt claimed the following:

We have 71 trained soldiers in 15 different states ready at our word to attack any target we desire. Out of the 71 trained soldiers 23 have signed up for missions like Sunday. We are increasing in number bithnillah. Of the 15 states, 5 we will name… Virginia, Maryland, Illinois, California, and Michigan

“Bithnillah” (“bi’ithnillah”) can be translated as meaning “with the permission of Allah.” The post was signed “Abu Ibrahim Al Ameriki,” a U.S.-born terrorist with the group.

Chicago Ties Birmingham, Alabama, For Highest Jobless Rate Among Large Metro Areas In December

This morning the U.S. Department of Labor handed the Chicago metropolitan area some bad news on the employment front. From a Bureau of Labor Statistics news release this morning entitled “Metropolitan Area Employment And Unemployment- December 2016”:

Of the 51 metropolitan areas with a 2010 Census population of 1 million or more, Boston-Cambridge-Nashua, Mass.-N.H., had the lowest unemployment rate in December, 2.5 percent, followed by Denver-Aurora-Lakewood, Colo., 2.6 percent, and Salt Lake City, Utah, 2.7 percent. Birmingham-Hoover, Ala., and Chicago-Naperville-Elgin, Ill.-Ind.-Wis., had the highest jobless rates among the large areas, 5.4 percent each.

Mexican Paper Reports ‘Migrants Flee To Chicago Before Trump Becomes President’

In a post yesterday about Chicago, I offered up the following to residents who look to remain in the city through what I suspect will be increasingly tough times:

Do yourself a favor and take a good, hard look at your financial and personal safety capabilities for successfully navigating any “storm” that may lie ahead…

Here’s one more thing these Chicagoans might want to consider:

Learn to speak Spanish, if you don’t already.

Back in high school, I informed one of my Spanish teachers that I wanted to learn the language because I envisioned a future where being able to speak it might come in handy around Chicagoland and in other parts of the country.

It has. Immensely.

Almost a decade ago, I mentioned to my girlfriend that Chicagoans had better get used to a growing Hispanic influence in the city, based on the demographic trends I was observing.

Perhaps even more so now, after reading an article on the website of Mexican financial newspaper EL FINANCIERO. In the piece entitled “Migrants flee to Chicago before Trump becomes president,” Anabel Clemente reported Tuesday:

Before Donald Trump is acting president, on January 20, Mexico’s consul in Chicago, Carlos Martín Jiménez, reported that there is already a displacement of migrants to that city, as a point considered a sanctuary .

During the 28th Meeting of Ambassadors and Consuls, he said that undocumented people, living in localities near Chicago, began moving to that city, where their mayor, Rahm Emanuel, has implemented support measures , such as establishing a Special office called New Citizens , and has put a free phone for those who do not have documentation.

“We have Indiana, which is quite anti-immigrant, almost half the state, and we have a lot of people in Wisconsin . Although there is a new consulate, people are already very accustomed to the Chicago consulate and then they are migrating to Chicago, precisely because of the sanctuary issue, “he said…

Exit Of Illinois Businesses Picking Up Steam?

Illinois companies are leaving the state for more business-friendly environments.

A tale I come across on a regular basis these days, despite all the sustained propaganda to the contrary.

Marissa Bailey reported on the CBS 2 (Chicago) website Monday regarding the situation of Chicago-based Hoist Liftruck, which just announced they’re departing for Indiana:

Gov. Rauner ran his campaign on what he could do to keep small businesses in Illinois. On Monday, he was begging small businesses to stay in the state.

CBS 2’s Marissa Bailey talked with a business owner who is leaving Illinois for a better deal.

Its 300 employees — most in a trade – work hard in a warehouse the size of two city blocks. But it’s the company’s home for only a few more months.

“I think if anyone looks at the numbers, they would make the same decision I did,” President and CEO Marty Flaska says.

He’s moving his company to East Chicago, Ind. early next year. Flaska says being a manufacturer in Illinois just got too hard. His biggest reasons involve the worker’s compensation system here, the cost of property taxes and lastly, he says, “the uncertainty about income tax in the state and where it may go.”

Flaska estimates that by moving he can save $6 million upfront and $2 million each additional year, thanks to property incentives, state grants and tax cuts in Indiana…

“Chicago Business Bailing On Illinois”

On the heels of that Hoist Liftruck announcement, Bob Adelmann added over at The New American magazine website:

On Thursday, Hoist Liftruck’s announcement that it was moving more than 500 manufacturing jobs to Indiana was just the latest in a long and almost fevered list of other companies seeking to escape Illinois’ outrageous workers compensation costs and high taxes.

On July 14 machine-maker DE-STA-CO said it was moving 100 jobs to Tennessee. The next day energy processor Bunge North America said it was shutting down its plant in Bradley, Illinois, and laying off 210 workers. The day after that General Mills pulled the plug on its manufacturing plant in West Chicago, terminating 500 workers.

A week later Mitsubishi Motors announced it was closing its production facilities that made its Outlander, ending 918 jobs there, even though there was the threat it would have to return some of the $9 million Illinois paid to get them to move there a few years ago.

Five days after that Mondelez (makers of Oreos and Chips Ahoy) said it was laying off 600 manufacturing jobs at its Chicago South Side facilities.

On August 12 Kraft Heinz, within weeks of their merger, announced its goal of saving $1.5 billion by the end of 2017. First to go were 700 jobs at Kraft’s Northfield facility. The very next day Motorola Mobility announced it was cutting its workforce in Chicago by 25 percent, eliminating another 500 jobs…

Adelmann also noted:

Chief Executive Magazine’s “2014 Best and Worst States for Business” report ranked Illinois 48th out of 50…

I dug up the most recent edition of that same report. The results of Chief Executive’s 11th annual survey have Illinois ranked again as the 48th “worst state for business” in 2015, following New York and absolute “worst state” California.

California, New York, and Illinois. What could those three possibly have in common that might account for such low marks?

Guns & Ammo Publishes ‘Best States For Gun Owners 2015’

Yesterday I happened to come across an article entitled “Best States for Gun Owners 2015” on the Guns & Ammo website. Keith Wood wrote Tuesday:

For the third consecutive year and first time in print, Guns & Ammo presents our assessment of each state’s gun laws in a format that ranks them from worst to first for gun owners…

G&A has conducted a thorough review of each state’s laws and considered initiatives pending in state legislatures. Every effort has been made to create a ranking system that is fair, equitable, accurate and objective. States were ranked numerically in each of five categories: right-to-carry, right to own “black rifles” (i.e., firearms possessing a tactical appearance), presence of the Castle Doctrine, subjects relating to the National Firearms Act (NFA) and a catchall miscellaneous column…

Interesting. Considering the amount of activity in the state recently as it concerns gun rights, I was real curious to see where Illinois ranked on this list. From the piece:

43. Illinois

Illinois has gone from one of the worst states for gun owners to “not so bad as long as you don’t live in Chicago” these last few years. The state’s “shall issue” concealed carry permit system is up and running for both residents and nonresidents, and the sky did not fall. Illinois’ Firearm Owner’s Identification, or “FOID,” requirement remains in effect for all residents wishing to touch a firearm or ammunition except for those possessed by nonresidents in accordance with state law. Suppressors are not permitted in Illinois, though a bill to change that is currently before the legislature. Short-barreled rifles are not allowed. At the point of sale, there is a three-day waiting period before picking up a handgun, and a 24-hour waiting period is applied to all long guns. The state has strong use-of-force laws, and all tactical rifles are legal outside of municipalities such as Chicago and Highland Park…

To expand on that bit about “all tactical rifles are legal outside of municipalities such as Chicago and Highland Park,” Don Babwin reported on The State Journal-Register (Springfield, Illinois) website back on July 20, 2013:

According to the Illinois State Rifle Association, at least 16 municipalities – including Chicago – enacted ordinances banning or regulating assault weapons. Every one of them was in the Chicago metropolitan area. Around 30 other municipalities took up the issue but voted down the bans.

The list of towns that took action includes places such as Evanston, Highland Park, Hazel Crest and Calumet Park…

So that’s Illinois. How about north of the state line where I pursue the bulk of my outdoor activities (when I have the time, that is)? From the article:

25. Wisconsin

Life improved markedly for gun-owning Wisconsin residents when former Gov. Jim Doyle was replaced by Gov. Scott Walker. Wisconsin’s hard-won CCW law gets good marks for strong reciprocity and very limited “gun-free zones.” The state has a Castle Doctrine statute on the books and doesn’t restrict NFA items or tactical-looking firearms. A bill to repeal the state’s 48-hour waiting period on handgun purchases was recently signed by Gov. Walker, yet another step forward for gun owners. Milwaukee County Sheriff David Clarke is about as outspokenly pro-gun as it gets, which is a rare thing in a major metro area…

Nearby Indiana, by the way, actually placed 16th in this year’s rankings. Nice job.

Wisconsin Governor Scott Walker Authorizes National Guard To Carry Weapons On Duty

I try to spend as much time as I can at my family’s place in Wisconsin. And it’s my opinion that these days, Illinois could learn a thing or two from its neighbor to the north, particularly as it concerns combatting terrorists- both foreign and domestic. From a press release issued today from Wisconsin’s Office of the Governor:

Madison – Governor Scott Walker today issued Executive Order #168 allowing Wisconsin National Guard members to carry weapons while on duty.

“Safety must be our top priority, especially in light of the horrific attack in Chattanooga,” Governor Walker said. “Allowing our National Guard members to carry weapons while on duty gives them the tools they need to serve and protect our citizens, as well as themselves. I am also directing Adjutant General Donald Dunbar to evaluate longer-term plans to ensure the safety of our service members.”

A copy of Governor Walker’s Executive Order is attached.

I’ve read similar directives have been issued in Arkansas, Florida, Indiana, Louisiana, Oklahoma, and Texas.

As for Illinois?

Illinois Tax Hikes Coming Warn Municipal Bond Fund Managers

Talk of rapidly-approaching tax hikes in the “Land of Lincoln” is growing. Reuters’ Nick Brown, Megan Davies, and Karen Pierog reported yesterday:

With no easy way to financially engineer or negotiate its way out of a budget and pensions crisis, Illinois is likely to dish out some unpleasant medicine to its residents in the next few years. And investors say that is most likely to come in the form of higher taxes.

Given the Democrats’ control of the state legislature and their opposition to many proposals for spending cuts, municipal bond fund managers see little alternative for Republican Governor Bruce Rauner other than eventually agreeing to hike taxes, such as raising the state’s income tax or broadening its sales tax base…

Regular readers of Survival And Prosperity shouldn’t be surprised when the hikes (fees, fines, and taxes) arrive, as they’ve been discussed on this blog for quite some time now. The tragedy is that Springfield continues to waste time and resources on trivial matters while neglecting to tackle crucial issues like the well-publicized debt crisis. Monique Garcia and Kim Geiger reported on the latest nonsense preoccupying the politicians. From the Chicago Tribune website this afternoon:

Democratic Speaker Michael Madigan’s effort to ask voters to approve a measure to impose higher income taxes on millionaires failed in the House on Thursday, but provides the powerful Southwest Side politician ammunition to attack Republicans in next year’s legislative campaigns.

The proposal needed 71 “yes” votes to pass, but received just 68. But now there’s a roll call, and Madigan’s Illinois Democratic Party could send out mailers criticizing Republicans who voted against the idea. Democrats already have sent out attack ads against Republicans who did not vote in favor of a property tax freeze last week

Games. Stupid political games as the state’s “financial reckoning day” fast approaches.

By the way, back on March 24 of last year I blogged about that push for a “millionaire’s tax” in Illinois. My prediction now is pretty much the same as it was a year ago:

Should Illinois Democrats jack up their income taxes, I suspect the number of Illinois millionaires right before the tax hike is implemented will plummet. Revenue will follow. Out-of-state vacation homes in Indiana and Wisconsin will be declared as primary residences.

The only difference being, I forgot to mention Michigan vacation homes.
