Illinois State Police Releases Concealed-Carry Statistics For 2014

Following up on last Sunday’s post about Illinois concealed-carry, the other day I found out the Illinois State Police just released a report entitled Concealed Carry Statistics 2014. I got the chance to examine it this morning and pulled the following which may interest Illinois readers of the blog. From January 1, 2014, to December 31, 2014:

• Applications Active By County- 91,651
• Applications Denied By County- 2,359
• Licenses Revoked By County- 175

Concerning applications active by the counties comprising the Chicagoland area:

• Cook County- 23,921
• DuPage- 5,577
• Kane- 2,873
• Lake- 4,252
• McHenry- 2,555
• Will- 6,134

All those Illinois Concealed Carry Licenses. It’s got to be just a matter of time before the streets are running with “rivers of blood,” right?

Sarcasm aside, if (when?) it gets to the point that Illinois concealed-carry permit holders start “perforating” the bad guys with some regularity- no matter how justifiable the shootings were- the anti-gun/gun “control” crowd and their presstitutes will be screaming at the top of their lungs how the “Land of Lincoln” has become the “Wild West.”

As if they would know…

50,000 Illinois Concealed Carry Licenses Issued

Bad guys take note. From the website of the Illinois-based civil rights organization Guns Save Life yesterday:

Illinois 50,000 CCW licenses, by county

TOTAL PAID CCL APPLICATIONS 72,447
TOTAL ACTIVE LICENSES 49,980…

Cook is the county with the most “active” licenses issued to date, with 12,641.

Followed by:

DuPage 3,359
Lake 2,516
Madison 1,726
McHenry 1,589
St. Clair 1,364

I, for one, feel a lot safer knowing these thousands of Illinois Concealed Carry License holders are out there.

And last I checked, there weren’t any rivers of blood flowing through the Chicagoland streets.

At least as it relates to these law-abiding gun owners.

Highland Park, Illinois, Sued For Banning ‘Assault Weapons’

Earlier this year, a number of Illinois municipalities passed “assault weapon” bans.

One of these towns was Highland Park, on Chicago’s far North Shore. From a July 2 press release:

The Highland Park City Council passed an ordinance banning assault weapons within City-limits at the June 24 City Council Meeting, after hearing from many residents, interest groups and individuals offering perspective on all sides of the issue, in writing and in person. The ban, modeled after Cook County’s assault weapons ordinance, would amend Chapter 134 of the City Code. The ordinance was effective July 8, 2013. Residents have 90 days to comply with the provisions set within the ordinance…

Having worked closely with a number of Highland Park city hall staff some years back as the assistant to the mayor of a neighboring town, I remember thinking to myself, “I wonder if those guys are going to miss all that money that could be pissed away in the coming lawsuit.”

Fast forward to the other day, when the Associated Press reported the City of Highland Park is being sued for its new “assault weapons” ban. From the website of Chicago ABC affiliate Channel 7 on December 20:

A gun rights group has filed its first lawsuit against one of the Illinois communities that rushed to pass an assault weapons ban before a state law allowed people to carry concealed weapons in public, and the group strongly hinted Friday that the lawsuit will not be its last.

“I am not at liberty to talk about (other possible lawsuits), but let’s just say we’re always working,” said Richard Pearson, the executive director of the Illinois State Rifle Association, which joined the lawsuit filed by a Highland Park pediatrician against the well-to-do community north of Chicago. “We are going after them wherever they are.”

In the lawsuit, the rifle association and Dr. Arie Friedman, a pediatrician and owner of semi-automatic weapons, contend that that Highland Park, where Friedman lives, did not have a legal right to ban the weapons that he says he keeps for the lawful purposes of target shooting and self-defense.

Further, the lawsuit suggests that by lumping in the kinds of semi-automatic weapons Friedman owns with fully automatic assault weapons, the ban infringes on the rights of people to possess one of the most commonly owned “sporting rifles” in the United States.

“Ownership of firearms that are commonly possessed by law-abiding citizens for lawful purposes … is a fundamental right under the Second Amendment of the United States Constitution,” according to the lawsuit…

Legal representatives for the City claim the ban passes constitutional muster.

Obviously, that’s not up to them to decide anymore.

In the meantime, I’m guessing legal fees for time and work spent on the issue will add up while other Illinois towns that enacted regulations/bans on these so-called “assault weapons” nervously monitor how the lawsuit plays out for the Lake County community.

Illinois Comptroller Judy Baar Topinka’s New Warehouse Tool Sheds Light On Local Government Fiscal Health

It’s been some time since I talked about Illinois State Comptroller Judy Baar Topinka on this blog. The last time I mentioned her name was back on April 3, 2012, when I blogged about a new Internet tool- The Ledger– that Illinoisans now had available to keep a closer eye on state finances.

Joining the comprehensive online financial database this week is The Warehouse, which lets state residents scrutinize local government finances.

From the Comptroller’s website Monday:

CHICAGO – Illinois Comptroller Judy Baar Topinka on Monday launched The Warehouse, a comprehensive online database that puts Local Government financial information and tens of thousands of records at a single location for taxpayer review.

Each year, the Comptroller’s Office collects financial reports from 5,200 counties, municipalities and special taxing districts across the state. In creating The Warehouse, Topinka has made those records and other pertinent local financial information collected by her office immediately available to residents…

Warehouse visitors are able to search records by report type, unit of government or community name. Once a local government is selected, users will be taken to a landing page where they can view a snapshot of local finances, Annual Financial Reports and Audits. The site also offers a “compare data” feature allowing visitors to see how one government stacks up against another.

I took this new database for a spin last night. You can search by “Report Type” or “Unit Type” along the left sidebar, or enter keywords in a query area at the top of the right sidebar.

All seemed to be working well, until I punched in “Cook County” in the search query. This is the message I got:

Sorry, there is no current documentation required for Cook County. No data is available.

Hmmm. I noticed DuPage and Lake Counties come up fine, so I’m not sure what the deal is here.

I can see The Warehouse being a good tool for researchers and those wanting to check on the fiscal health of the towns and other jurisdictions they reside in, I can also envision prospective homebuyers and renters using it as well should they choose to look into the financial situation of the place they’re considering moving to.

Chicago-Area Laws Concerning Self-Defense Tools

(UPDATE: Revised to reflect City of Chicago’s passage of Substitute Ordinance SO2013-6015 on September 11, 2013, regarding personal safety tools)

From my research, I’ve noticed that quite a few Chicago-area residents wanting to find out more about the legality of their personal safety tools in their communities, county, and the state of Illinois often have a difficult time locating that information on the Internet easily.

Which is a shame, considering the amount of changes that have been made recently to state and local laws concerning firearms and other self-defense tools. For example, not only is concealed-carry now on the books at the state-level, but the City of Chicago and Cook County have tightened their gun “control” measures and there are a number of new “assault weapon” bans in effect in several metro-area communities.

So, in my “local” post for the day I thought I’d share with Chicagoland readers some links on the Internet where a bunch of this info can be found.

In my opinion, I’d approach general queries from the state level down to the municipal level. No use trying to find out if something is legal in your community if the state bans it and they supersede local laws in a particular area.

Lake County Paper Ridicules Cook County Gun ‘Control’

Going forward, I’ve got to remember to read the Lake County News-Sun’s “Talk of the County” section more often. From the website of the Waukegan, Illinois-based paper last Friday:

Cook County has added another tax to penalize legal gun buyers while the criminals continue to break any and all gun control laws.

Yep. Our neighbors to the north pretty much nailed it on the head.

And how about this gem:

Haw, haw

This has to be the grandest April fool joke that the world has ever heard of, or someone is going nuts beyond remedy. President Obama has declared April as National Financial Capability month. Unbelievable! Haw, haw. How incredulous coming from someone who cannot even prepare a budget and who spends borrowed money as if he were leaving the planet!

Funny but sad at the same time.

Especially since, if I recall correctly, President Bush the Second had the same problem when it came to spending.

Haven’t you heard? The nation does have a spending problem.

Chicago 4th On Latest Forbes ‘America’s Most Miserable Cities’ List

I really hate this time of year in Chicago. Yeah, the cold, wintry days here in the concrete jungle have a lot to do with it. But it’s also that part of the year when Forbes releases their “America’s Most Miserable Cities” list. And the recent trend has seen Chicago moving higher- i.e., more miserable- up that list. Forbes just released their latest installment.

And the trend remains intact.

Chicago climbs to number 4 on the 2013 list of “America’s Most Miserable Cities,” up from 6th last year and 7th in 2011.

From the Forbes website:

Chicago has passionate supporters, but residents must endure the misery of long commutes, plummeting home prices, brutal winters and high foreclosure rates. The migration rate out of Chicago is the sixth worst among the 200 largest metros.

Kurt Badenhausen added in the accompanying article:

Two cities on our list, Chicago (No. 4) and New York (No. 10) may surprise readers, though they’ve been here before. Both offer a myriad of opportunities and positives as the homes of financial centers, world-class culture, leading universities, sports teams galore and high-end restaurants. But it isn’t easy living in either city, particularly if you don’t earn a lot of money (even if you do it can be tough).

Chicago residents must endure long commutes (31 minutes on average), plummeting home prices (37% the past five years), brutal winters and high foreclosure rates (3.3% of homes in 2012 says RealtyTrac). Many residents are giving up on the Windy City with a net migration out of the city of 107,000 people the past five years, according to Moody’s Analytics.

Regrettably, another Illinois city- Rockford- accompanies Chicago in the “top 5,” which includes:

To make matters worse, the county north of Cook- Lake County- was named to the number 9 spot this year.

Chicago-Area Preppers And Their Guns

Some time ago, I received a message from Aurora Aguilar, a project editor with Chicago public radio station WBEZ 91.5 FM. Her request was one that I’ve received with increasing frequency over the last year or so. She was hoping to interview a prepper. Not just any modern survivalist- but one who is “stockpiling guns.” I gave Aurora names and contact info of more well-known and visible preppers who might be willing to talk to her, while at the same time cautioning her about the shying away from publicity that’s common among survivalists. I explained:

If you don’t know already, many preppers tend to be secretive about their activities. Not because they’re doing something illegal, but rather because of something called operational security (OPSEC).

Last night, I came across Ms. Aguilar’s piece on preppers and firearms. Published on the WBEZ website Wednesday, “Preppers: Guns are the most important tool in preparing for the end of civilization,” is the second story a in a series entitled “Our Guns,” which are “conversations with gun owners.”

Another hack-job?

Hardly. Aguilar pretty much hit this assignment right out of the park.

Now, the headline “guns are the most important tool in preparing for the end of civilization” may be a bit of a stretch. Guns are certainly a tool but the “most important” one? Debatable. Also, while some modern survivalists prepare for the “end of civilization” plenty of others prep for emergencies, man-made and natural disasters, and the end of civilization- as we know it. Firearms could have a role to play in those scenarios as well.

But Aguilar comes back strong in the body of the article. Consider the following statements:

“A growing group of Americans who believe life, as we know it, will end”

“In a family of war veterans, hunters and farmers, guns are thought of as tools, meant to provide food and protection”

“The fear that their stockpiles of food or weapons could be stolen stops preppers from talking.”

“After all, the entire family needs to be prepared.”

“Preppers go through a lot of ammo because many practice shooting at least once a week. They also see ammo as an investment. They believe people will need ammo if there’s a catastrophe.”

“The idea is to always be prepared…”

Aguilar gets its. She demonstrates that she has a good handle on what the Prepper Movement is about.

Too bad the same can’t be said about many of her colleagues.

Illinois Foreclosures Up 9 Percent Year-Over-Year

“Real estate is going UP!” That’s what one of my family members recently roared at me when I suggested that the Chicago-area housing market was still a mess.

Did I happen to mention this individual also serves as one of my “reverse indicators?”

Anyway, not only are Chicagoland home prices down year-over-year (which I talked about here), but foreclosures too- more so around the state than around the Windy City. From the November 2012 U.S. Foreclosure Market Report from real estate information company and Survival And Prosperity advertising partner RealtyTrac Tuesday:

Florida posted the nation’s highest state foreclosure rate for the third month in a row, with one in every 304 housing units with a foreclosure filing in November, followed by Nevada, Illinois, California and South Carolina…

One in every 392 Illinois housing units had a foreclosure filing in November, the nation’s third highest state foreclosure rate. A total of 13,520 Illinois properties had a foreclosure filing during the month, down 9 percent from the previous month to a seven-month low, but still up 9 percent from November 2011 — the 11th straight month where Illinois foreclosure activity has increased on a year-over-year basis.

As for the Chicago metropolitan area, the Irvine, California-based company said on its website:

Florida and California metro areas accounted for 16 of the top 20 highest metro foreclosure rates. Other cities with foreclosure rates in the top 20 were Rockford, Ill., at No. 11 (one in 290 housing units with a foreclosure filing); Chicago at No. 13 (one in 306 housing units); Las Vegas at No. 16 (one in 336 housing units); and Dayton, Ohio, at No. 18 (one in 338 housing units).

Chicago Tribune real estate reporter Mart Ellen Podmolik chimed in this morning on the Chicago newspaper’s website:

In the Chicago-area counties of Cook, DuPage, Kane, Kendall, Lake and Will, almost 11,000 homes received a foreclosure notice in November, a decrease of 10.5 percent from October’s level of activity but up 1.6 percent from November 2011.

Most of that activity was in Cook County, where about 2,299 homes received initial notices of default, another 2,651 homes were scheduled for court-ordered sales and 2,086 homes were repossessed by lenders.

I’ll have to see if I can’t find data on the local housing supply. Lots of for sale signs up on front lawns around the area…
