‘Black Lawmakers From Chicago’ Key To Reducing City’s Gun Violence?

Before the weekend, I blogged about Chicago Police Superintendent Eddie Johnson’s recent appearance on WGN-TV (Chicago Channel 9) where he discussed the city’s gun violence. Johnson brought up much-publicized (and delayed) legislation targeting repeat gun offenders, telling viewers:

So with this particular piece of legislation, we’re not changing the sentencing years. What we’re doing is giving our judicial partners the wherewithal to be able to sentence them somewhere between the mid-range to high-end of the sentencing guideline, which will be I think the high-end is maybe 14 years. Mid-range will be about 6 years…

He added:

So we, I’m optimistic that we’ll have it done at the beginning of the year. But in terms of what’s taking so long? I guess they just want to get the language of it right. Because it’s more important to get it right than to rush through it. But we have to do something. Because most of our violence in Chicago is perpetrated by repeat gun offenders

No doubt “getting the language right” is important. But, there could be another reason why it’s taking so long for this legislation to see the light of day. I was listening to WLS-AM 890 (Chicago) back on September 23 when I caught the following. John Dempsey reported on the radio station’s website that day:

In his speech at Malcolm X college, Emanuel also talked about implementing a three year mentoring program to provide support to over 7,000 at-risk youth in Chicago. The Mayor also called on Illinois lawmakers to toughen penalties for gun crimes, something black lawmakers from Chicago have thwarted in the past, out of concern that harsher gun laws would unfairly target African-Americans.

Eddie Johnson told WLS he is currently talking with those lawmakers about drafting a law that would address the real need the city has to make sure repeat offenders are kept behind bars for longer periods of time. “I think that the legislators are coming around now because before we didn’t have concealed carry and you know the sentencing that I’m looking for is not mandatory. It’s focused at repeat gun offenders so that’s not casting a net over the minority population. It’s more like using a spear to focus on the guys that are consistently telling us they don’t want to play by the rules of society. The way we want it to go is that repeat gun offenders would be sentenced on the mid to high end range of sentencing as opposed to giving them lighter sentences.”

Meanwhile, almost 78 percent (567 victims) of shooting deaths in Chicago in 2016 have been African-Americans (source: HeyJackass!).

Chicago Police Supt. Eddie Johnson On Tackling Gun Violence

Yesterday morning while watching the local news I spotted Chicago Police Superintendent Eddie Johnson on WGN-TV (Chicago Channel 9) talking about the city’s gun violence. From his exchange with WGN’s Robin Baumgarten and Larry Potash:

BAUMGARTEN: So I heard you mention at the Union Club when you spoke earlier this week that it’s basically about 1,000 gang members or offenders that are causing all these problems. Now when people hear that- why don’t you go arrest those guys? Or are they going to jail and getting back out? What’s happening?
JOHNSON: Well, we’ve gotten real good at predicting who these individuals will be. Unfortunately, we have to work within the framework of a little piece of paper called the Constitution. So we actually have to wait until they do something. So that list that we have is not really for enforcement, but it’s just more of an FYI so we know who the perpetrators are.
POTASH: Lawmakers have been working on a bill to kind of stiffen the penalties for gun possession. What is taking so long with that?
JOHNSON: So we, I’m optimistic that we’ll have it done at the beginning of the year. But in terms of what’s taking so long? I guess they just want to get the language of it right. Because it’s more important to get it right than to rush through it. But we have to do something. Because most of our violence in Chicago is perpetrated by repeat gun offenders. And until we change that culture, that mentality, we’re going to see the same things keep cycling through.
BAUMGARTEN: So ideally what would you like to see, or what is the goal? To have someone who has a gun go to jail for how long? What’s the goal?

Chicago: November Murders Double From Last Year

November saw murders in Chicago double from last year. WGN-TV’s Nancy Loo reported this morning:

The latest number only add to an already deadly year. Likely, the worst in two decades. But the numbers for November alone are alarming. According to Chicago Police, there were 77 murders in November- nearly double from last year. And there was a total of 389 shooting victims- that’s 188 more than last November. The murder total for last month is actually more than that of 2014 and 2015 combined. Police say the current violence is fueled by gangs, largely within five police districts on the South and West sides…

According to the Chicago Police Department’s CLEARMAP (Citizen Law Enforcement Analysis and Reporting) Crime Summary web tool this morning, the 6th (Gresham), 7th (Englewood), 8th (Chicago Lawn), 9th (Deering), 10th (Ogden), and 11th (Harrison) police districts had the most reported incidents of violent crime in the past 90 days.

Chicago Shootings Increase On Long Holiday Weekends Year-Over-Year

Unsurprisingly, an awful lot of people were shot in Chicago over the long Thanksgiving weekend. From the HeyJackass! website (“Illustrating Chicago Values”):

Thanksgiving Stupidity…
Final Stupidity Tally: 11 killed, 64 wounded
2015 Thanksgiving weekend: 9 killed, 22 wounded
2014 Thanksgiving weekend: 5 killed, 23 wounded
2013 Thanksgiving weekend: 4 killed, 12 wounded

(Editor’s note: Three “kills” over the 2016 holiday weekend were police-involved shootings)

Notice the spike in shootings from just a year ago? Looking at the HeyJackass! data, I noticed year-over-year increases also took place on other long holiday weekends in Chicago, including Memorial Day (75 shot in 2016, 32 in 2015), July 4th (67 shot in 2016, 66 in 2015), and Labor Day (66 shot in 2016, 56 in 2015).

The trend is not Chicago’s friend here.

Chicago Shoots Past 700 Homicides For The Year

After spending the day at the family’s place in Wisconsin getting ready for “Old Man Winter,” I arrived home to learn that homicides in Chicago have shot past 700 for the year. Here’s what HeyJackass.com, “Illustrating Chicago Values,” is showing as I type this Friday evening:

Year to Date
Shot & Killed: 630
Shot & Wounded: 3296
Total Shot: 3926
Total Homicides: 703

ABC 7 Chicago is reporting over on their website:

The city surpassed the 700 homicide total for the first time since 1998.

A total 0f 704 homicides were reported that year, a number likely to be surpassed in 2016 as the city appears on pace for 750 homicidal deaths. That includes 10 people who were shot or otherwise assaulted in prior years, but died in 2016.

Last year the city recorded 473 homicides for the entire year…

How about “a number likely to be surpassed this weekend“?

A comment on the popular Chicago police blog Second City Cop surmised liberals will blame “climate change” for this carnage.

Chicago Tallies 37 Shot, 5 Killed This Weekend Amid Police Crackdown

The Chicago Police Department reported at least 37 people were shot and 5 killed in Chicago this past weekend, despite a well-publicized crackdown by the CPD and other agencies. Elizabeth Matthews reported on the FOX 32 Chicago website last night:

Over the weekend, Chicago police teamed up with state and federal officials in an effort to crack down on an explosion of violence in the city.

The crackdown comes after an especially deadly October. Already this year, more than 680 people have been shot dead in Chicago.

Police targeted three areas: Auburn-Gresham, Lawndale and Austin. A Chicago Police spokesperson told FOX 32 Chicago that they had made multiple arrests, and had taken one of the city’s most dangerous offenders into custody on the West Side…

Well, casualties keep mounting. Still, this initiative seems like one more step in the right direction. CBS 2 Chicago added over on their website earlier today:

Police said they made headway in the fight against gun violence with some important arrests…

The officers who made the arrest were part of the department’s “Strategic Anti-Violence Mission,” which began Friday night. The effort involved traffic stops, police serving arrest warrants, and officers visiting people they believe can leave the gang life if provided the proper resources

Could it be the City of Chicago is actually acting on intelligence Chicago Police Department Superintendent Eddie Johnson reportedly has on about 1,400 individuals behind 85 percent of the gun-related violence?

It will be interesting to find out if this “Strategic Anti-Violence Mission” is just a one-off or something sustained.

Chicago Weekend: 58 Shot, 11 Killed

-HeyJackass! website Monday afternoon. Please note that one of their “kills” from the past weekend was a police-involved shooting.

The unseasonably warm weather continued in Chicago this past weekend.

As did the lethal shooting gallery.

Megan Crepeau reported on the Chicago Tribune website Monday morning:

For the second weekend in a row, more than 50 people were shot in Chicago as the number of homicides this year rose to more than 50 percent above the same period last year

“More than 50 percent”

Actually 55 percent, according to the headline of that Tribune piece.

HeyJackass! (“Illustrating Chicago Values”) claims there have been 679 “total homicides” in the city so far this year.

Across town on the website of the Chicago Sun-Times Monday, Fran Spielman noted:

Mayor Rahm Emanuel’s $8.2 billion 2017 budget sailed through a City Council committee Monday along with the $50 million revenue package needed to help pay for it and the mayor’s promised police hiring surge

In fact, the biggest question surrounding the annual spending plan is whether the mayor can deliver on his ambitious promise to hire 970 additional police officers over the next two years

Some might refrain from referring to these prospective new hires as “additional police officers” once retirements and necessary promotions among existing Chicago Police Department personnel are factored in.

Still, I suspect each new body helps and they couldn’t come online soon enough, as the CPD still suffers from a well-publicized manpower shortage (first blogged about here) while combatting an epidemic of gun-related violence not seen in the “Windy City” in years.

Chicago Sun-Times On Shootings: ‘There Are Fewer Safe Spaces Left In The City’

Sorry about the “hiccup” in publishing new material on Survival And Prosperity earlier this week, but with Halloween and the Chicago Cubs playing in the World Series, my attention was diverted elsewhere these past couple of days.

Congratulations Chicago Cubs!

Now back to business. After the bloodiest weekend in Chicago this year I brought up a Chicago Tribune piece Monday which noted the geographical diversification of shootings throughout the “Windy City.” I wrote:

Many Chicagoans will tell you the shooting gallery is mostly confined to certain parts of the city known for such violent crime. Since the Chicago Police Department said “this past weekend there were shootings in every area of the city but the Far North and Northwest sides,” going forward it will be interesting to see if there’s a sustained spillover of such violence into the “safer” city neighborhoods.

That still remains to be seen. But consider the following from Mary Mitchell over at the Chicago Sun-Times. From the paper’s website last night:

There are fewer safe spaces left in the city.

You could be sitting in a car, walking down the street, lounging on a porch, riding public transportation or driving on an expressway and someone could start firing a gun…

Not exactly fearmongering. As the popular Chicago police blog Second City Cop noted early this morning:

We knew it was bad. We didn’t know it was this bad:

October 2015: 31 dead, 203 wounded

Chicago Suffers Deadliest Weekend So Far In 2016: 59 Shot, 17 Killed

Over this past weekend I noticed there was quite a bit of reporting about Chicago shootings/murders in the local news. But I didn’t expect the final tally to be the deadliest weekend in the “Windy City” so far this year with 59 shot and 17 killed. From the Chicago Tribune website this morning:

The last weekend of October was the deadliest so far this year in Chicago, including among its victims an eighth-grade honors student and twin 17-year-old boys, according to police and data compiled by the Tribune.

Seventeen people were fatally shot in the city between Friday afternoon and early Monday, an extraordinary toll even in a year that is far outpacing last year in shootings and homicides

Two disturbing details about this latest orgy of violence caught my eye. Tribune staff added:

This past weekend there were shootings in every area of the city but the Far North and Northwest sides, according to police. Of the 17 people who were killed, seven were younger than 20

Just last week I blogged about the City of Chicago supposedly having knowledge of who’s behind most of the shootings/murders. From an October 26 post:

Violence-weary Chicagoans might want to focus what remains of their energy on something Chicago Police Department Superintendent Eddie Johnson has reportedly noted about the shootings/murders. From the Associated Press back on August 28:

About 1,400 people are driving 85 percent of the city’s gun violence. He added that the city has gotten very good at predicting who will be the perpetrators and the victims of gun violence…

“About 1,400 people.” Sounds like the City of Chicago has a pretty good idea of who’s behind much of this (future) violence.

Yet bodies are still piling up.

So what exactly is the City doing with this information to stem the growing carnage?

Chicago Identifies 1,400 People Behind 85 Percent Of Gun Violence, Yet Bodies Still Piling Up

Long-time readers of Survival And Prosperity know I’ve been been sounding the alarm over Chicago’s violent crime problem for years now. In 2011, I started blogging about the “wilding” going on downtown. A year later, I began writing regularly about the shootings and murders.

Even though I’ve placed the blog in a holding pattern for the past few months while attending to family and other pressing obligations, I’ve done a pretty good job of staying on top of the local news. And crime- particularly shootings and homicides- often dominated the headlines during that break.

So what’s going on with gun-related violence in the “Windy City” these days?

I spotted the following on the Chicago Tribune website Monday:

Six people were killed and 31 others were wounded in shootings in Chicago over the weekend as the number of homicides this year climbed to nearly 200 above the same period last year, according to police and data compiled by the Tribune…

So far this year, there have been at least 614 homicides in Chicago and at least 3,560 people have been shot, according to Tribune data.  This time last year, there were 416 homicides and at least 2,495 people shot

The popular HeyJackass! website (“Illustrating Chicago’s Values”) claims an even higher tally, with 3,584 people shot and 623 total homicides in Chicago so far this year.

What’s going on with gun-related violence? A lot, apparently.

And it doesn’t sound like all that gun control is working out too well for “Beirut By The Lake.”

No surprise there, as criminals, by definition, don’t follow the law.

Instead, violence-weary Chicagoans might want to focus what remains of their energy on something Chicago Police Department Superintendent Eddie Johnson has reportedly noted about the shootings/murders. From the Associated Press back on August 28:
