Chicago Flash Mobs/Mob Attacks/Wildings Derailed This Summer?

South Side youths intent on carrying out a flash mob/mob attack/wilding in downtown Chicago may find themselves unable to get to their destination this summer.

From the Chicago Transit Authority (CTA) website this morning:

Coming: May 19, 2013

Faster. Smoother. Better.

Beginning May 19, 2013, the CTA will rebuild the tracks along the south Red Line, from Cermak-Chinatown to 95th/Dan Ryan—a project that will provide faster, more comfortable and more reliable service for Red Line riders.

From just north of the Cermak-Chinatown station to the 95th Street station, crews will replace everything in the track bed: ties, rail, third rail, ballast (the stone material that holds the ties in place) and drainage systems. Some stations will also receive improvements ranging from new canopies, paint and lighting upgrades to new benches and bike racks. Additionally, the stations at Garfield, 63rd and 87th will get new elevators, making all stations on the South Side Red Line accessible.

The south Red Line, called the Dan Ryan branch, is more than 40 years old and needs a full replacement…

The work is part of Mayor Rahm Emanuel’s Building a New Chicago program, which is updating infrastructure that’s critical to the city—and includes improvements that will help ensure that CTA continues to serve customers as effectively as possible.

The project is made possible by $1 billion in state and local funding announced in late 2011 by Mayor Rahm Emanuel and Governor Pat Quinn for the Red and Purple Lines.

The Red Line will completely close from Cermak-Chinatown through 95th/Dan Ryan. The closure is expected to last 5 months, until late October 2013.

Knowing all this, I won’t be surprised if it’s a “quiet” summer along the “Magnificent Mile” and in other tourist hotspots downtown. Still, if I were an urban dweller/visitor in that part of the city, I wouldn’t let my guard down for an instant. They shouldn’t be doing that anyway, especially as the more-established criminal element in the city is probably well-aware of the ongoing manpower shortage in the Chicago Police Department.

Illinois Governor Pat Quinn Goes After Corporate Tax ‘Loopholes’ To Pay Bills

“Thirteen area companies say they may cut more than 1,100 jobs in the near future, according to the state’s Worker Adjustment and Retraining Notification (WARN) Act report for February.”

Yesterday, Illinois Governor Pat Quinn proposed a $62.4 billion budget for the State of Illinois in 2014. Ray Long reported on the Chicago Tribune website Wednesday:

Quinn also proposed whittling down the state’s $10 billion backlog of unpaid bills by closing what he calls corporate tax loopholes, a move that business groups say amounts to tax hikes on them. Quinn suggested suspending three so-called loopholes that bring in $445 million a year: the federal production activities break, the non-combination rule and the foreign divided allowance.

From a transcript of the governor’s budget address to the Illinois General Assembly:

Over the next 12 weeks, we should work together to enact legislation that suspends unnecessary corporate tax loopholes and dedicates the resulting revenue to a new Bill Payment Trust Fund.

For example, we should suspend the Foreign Dividend corporate loophole. We should also join other states that have decoupled from the Federal Production Activities loophole. And we should suspend the Non-Combination Rule that allows big corporations to shift their income to locations outside Illinois. Together, these three loopholes alone cost our treasury about $445 million per year.

Suspending corporate loopholes like these until the bills are paid will be good for our vendors and good for our economy.

You know what’s “good for our vendors and good for our economy?” Legislators in Springfield not spending taxpayers’ hard-earned money like drunken sailors. Illinois, like Uncle Sam, has a debilitating spending problem. If the state didn’t spend so much, it might be able to afford to pay its vendors.

Governor Quinn added in his budget address:

Why should we give costly, ineffective loopholes to some of the biggest and most profitable corporations on earth, when we have bills to pay?

Maybe because the jobs these corporations provide are desperately-needed by your constituents? The state’s “official” unemployment rate was 8.6 percent at the end of last year, significantly above the national rate. These days, the “Land of Lincoln” is fast-acquiring a reputation for being bad for business (raising corporate income taxes 46 percent at the beginning of 2011 can have that effect), with our neighbors only too happy to poach companies looking to move to this part of the Midwest or in the start-up phase. And with the businesses go the jobs.

Does it really make sense to pursue “a move that business groups say amounts to tax hikes on them” in light of all this?

After all, if these loopholes are really so evil and detrimental to the State’s bottom line, why would the Governor propose to suspend them only “until the bills are paid?”

Rather than becoming even more business-unfriendly, the State of Illinois, its vendors, and its constituents are better served by a reinvigorated program that attracts, grows, and retains business here. Financial incentives will almost certainly play a role in this initiative. And with the businesses now come the jobs. Along with the tax revenue to pay off our “tab” from all that drunken spending over the years.

Keep on antagonizing the private sector, and the state will continue on its present course of becoming one giant ghetto smack dab in the middle of the Midwest.

Illinois House Democrats Approve Bill Amendments Banning ‘Assault Weapons’ And ‘High-Capacity’ Magazines

Democrats in the Illinois House of Representatives are pushing forward to ban “assault weapons” and “high-capacity” ammunition magazines. From the Associated Press last night:

The Illinois House on Tuesday voted in favor of bans on semi-automatic assault weapons and large-capacity ammunition magazines, though the proposals still face several legislative battles before they could become law.

The approved proposals were six amendments to a bill that House Speaker Michael Madigan left blank on purpose, and they were okayed in an unusual process that Madigan began using last week to allow legislators to debate at length on contentious topics. The House still must approve the full piece of legislation for it to move to the Senate, and none of the six votes taken Tuesday as lawmakers debated what would go into the measure had the same support as what is required for a bill to pass the House.

Republican legislators in the Illinois House refused to cast votes.

Gun rights supporters in the “Land of Lincoln” remain hopeful that the gun “control” legislation will fail. Zach Buchheit reported on the Chicago Sun-Times website last night:

While members voted to add the measures to an overall bill, the closest any vote came to meeting the minimum 60 votes needed for a bill to pass in the House was still two votes shy. The legislation cannot become law until the House passes the entire adopted piece of legislation, which is sponsored by House Speaker Michael Madigan (D-Chicago).

This is “Madiganistan.” Something tells me the powerful House Speaker might get the required votes to pass the larger bill. And remember, after last November’s elections Democrats now have a super-majority in both chambers of the Illinois General Assembly, as well as a pro-gun “control” governor in Pat Quinn.

If you’re an Illinois resident whose representative to the Illinois House is a Democrat but has been pro-gun rights up to now, now is a great time to contact them and remind that legislator just how important this issue and legislation is to you.

Because something tells me this might be your last chance as it concerns being able to legally own/possess military-pattern semi-automatic rifles and standard-capacity ammunition magazines within the state of Illinois.

Illinois Governor’s Spokesperson: ‘We’re Facing The Worst Recession Since The Great Depression’

Reading the Chicago Tribune website last night I saw that Governor Pat Quinn will be proposing a $30 billion-plus budget this week for the State of Illinois.

The Tribune’s Ray Long provided some of the latest figures showing just how precarious the state’s financial situation really is these days:

• $96.8 billion in unfunded debt to five state pension systems
• $9.7 billion in unpaid bills
• 8.7 percent unemployment in December, almost a percentage point higher than the national unemployment rate
• $6.1 billion annual pension payment in the next budget year- $900 million more than in the current one

One word comes to mind. Fugly.

Then there’s this from Long’s piece:

“When you’re the chief executive, you face challenges from the outside that are not of your making,” said Quinn spokeswoman Brooke Anderson. “The governor’s job is to control the things he can and manage the elements that are outside his control. But I’d say that we’ve been in a perfect storm since the moment Gov. Quinn got here. We’re facing the worst recession since the Great Depression, decades of financial mismanagement that has been culminating in the pension crisis and unpaid bills. And you have to deal with that.”

What about that economic recovery Governor Quinn said was taking place here in the “Land of Lincoln?” From a February 6 article on the Tribune website:

“Do we want, in the years to come, a prosperous Illinois where working people continue to have good jobs, where businesses thrive, and where all our children have a world-class education?” Quinn told the House and Senate. “Or do we want to stop the progress and watch our economic recovery stall?

Let me guess. That bit about the recession is only the opinion of Quinn’s “mouthpiece.” And she’s trying to shield her boss from some blame.

Fair enough. But the thing is, Ms. Anderson- either knowingly or unknowingly- is on to something. We may not technically be in a recession these days, but for many Illinois residents it probably doesn’t feel like much of a recovery either.

Illinois Criminals Count Blessings As Prisons And Other Correctional Facilities Close

Illinois residents- is it just me, or does it seem like there’s no shortage of stories out there of convicted criminals in the state who roam the streets and never see prison time, or if they do, aren’t behind bars for that long?

It a topic I’ve blogged about as recently as a week ago.

And I suspect the ongoing closure of prisons and other related facilities in Illinois as it battles a huge fiscal mess will only make matters worse. Monique Garcia and Rafael Guerrero reported on the Chicago Tribune website last night:

Gov. Pat Quinn on Monday stood by his decision to close two prisons and several halfway homes, even as overcrowding at remaining facilities has forced the Illinois Department of Corrections to convert gym space into housing for inmates.

Other facilities that have been closed or are in the process of being shut down include Tamms Correction Center (a “supermax” prison; closed), Illinois Youth Center at Murphysboro (a juvenile justice center; closed), Illinois Youth Center at Joliet (closing), Dwight Correctional Center (maximum security prison for women; closing), and three inmate transitional centers (closing).

Garcia and Guerrero added:

The Democratic governor said he hoped overcrowding would be eased by a revamped good-behavior credit program the administration plans to implement in the coming months.

Illinois residents might remember that didn’t turn out too well the last time around.

At a time when the State of Illinois looks like it could use more prisons and other correctional facilities, they’re being shuttered.

Surveying the economic landscape, I don’t expect much in the way of a resurgence for Illinois anytime soon (ongoing fee/tax hikes will help take care of that). As such, budgets for law enforcement agencies and the penal system will probably continue to be tightened, and criminals will grow bolder knowing the “thin blue line” is slimmer and doing time may be just a temporary visit to the slammer.

Illinois Governor Pat Quinn Proposes Highest Minimum Wage In The U.S.

Fall 1986. I was hanging out with my older sister in her bedroom when I came across a binder for some basic economics/personal finance class that she was enrolled in at the local public high school. As I leafed through it, I thought, “This is some pretty cool stuff- I hope I get the chance to take a class like this when I’m in high school next year.” I didn’t. Not in my freshmen year or any other year. I ended up at an all-boys Roman Catholic college preparatory high school, where such material just wasn’t taught.

Latin, yes. Economics/personal finance, no.

Ita sit (so be it).

In fact, Illinois Governor Pat Quinn also attended the same school. Both of us might have been able to benefit greatly from such instruction early on.

Perhaps one more than the other, based on a new minimum wage hike the Chicago Democrat proposed yesterday in his “State of the State” address. From Paul Merrion on the Crain’s Chicago Business website yesterday:

Gov. Pat Quinn’s call for a $10 minimum wage has created yet another firestorm for the state’s business community.

While economists question whether higher minimum wages hurt jobs and make some states less competitive than others, Illinois business leaders view the governor’s proposal as one more blow to the state’s battered business climate.

Illinois already has the fourth-highest minimum wage at $8.25 an hour, and raising it more than 21 percent over four years would put it far above Indiana or other neighboring states eager to attract Illinois companies to relocate.

According to Merrion, a minimum wage of $10 would be the highest in the country.

Supporters of Quinn’s minimum wage hike are calling it “pro-worker.”

Whether or not “higher minimum wages hurt jobs” directly, a higher wage, in conjunction with the state’s huge fiscal mess and recent (January 2011) corporate income tax rate hike of 46 percent, might be the last straw for Illinois companies contemplating leaving the state and kill the formation of new businesses here. By itself, the effects of the hike may not be significant. But taking everything else into consideration, the growing belief that Illinois is “anti-business” will probably be magnified by its implementation, and jobs could be impacted as a result.

Pro-worker? What good’s a minimum wage hike if jobs leave the state and new ones aren’t created?

Jesse Jackson Calls For Department Of Homeland Security To Patrol Streets Of Chicago

“State lawmakers, Rep. John Fritchey, 11th, and Rep. LaShawn Ford, 8th, are calling for Governor Quinn to deploy the Illinois National Guard to Chicago’s violent areas… 113 people have died in Chicago so far this year.”

113 murdered in Chicago from January to late April 2010, and some state legislators were calling for the Illinois National Guard to be deployed.

506 “official” homicides in 2012, and it’s the Department of Homeland Security that’s now being requested to patrol the streets of Chicago in an attempt to put a halt to escalating “gun violence.”

On February 1, the Chicago-based Rainbow PUSH Coalition (RPC) announced in a press release:

Chicago, IL (Friday, February 1, 2013) — Rev. Jesse L. Jackson, Sr. and Rainbow PUSH Coalition call for immediate Federal Intervention and Homeland Security in Chicago as January homicide totals exceeded 45. This morning, in Chicago, a woman’s van was riddled with bullets as she was executed on a major highway. Two days ago, a 15-year-old Dr. Martin Luther King College Prep honor student, who had recently performed as a majorette at the President’s inaugural ceremony, was killed after trying to seek shelter from the rain less than a mile away from the President’s home. Another student was shot but survived. The gunman is still at large. Days before these tragedies, seven people were killed, 6 from gunshots, all in one day; most of their murders have been unsolved. Reverend Jesse Jackson reaffirms that gun control reform is critical and the ban on assault weapons paramount.

Reverend Jackson repeated his call for federal intervention before a march on the South Side this Saturday. Renita Young reported on the Reuters website that same day:

Civil rights leader Jesse Jackson and relatives of victims of fatal shootings in Chicago urged President Barack Obama on Saturday to come back to his hometown and address the gun violence plaguing the city.

Before a march on the city’s South Side, Jackson, a former Democratic presidential candidate, said America’s third most populous city needed more help than Mayor Rahm Emanuel and police superintendent Garry McCarthy could offer.

“When the president shows up, it shows ultimate national seriousness,” said Jackson, a Chicago resident. He also called for the U.S. Department of Homeland Security to help patrol the streets of Chicago.

Sounds like even the Reverend Jackson recognizes the Chicago Police Department could use some more manpower these days.

When I hear calls for the National Guard, Homeland Security, or some other entity to descend upon the “City By The Lake,” I think of Bruce Willis’ line as General William Devereaux from the 1998 film The Siege:

The Army is a broad sword, not a scalpel. Trust me, senator- you do not want the Army in an American city.

Illinois’ Total Unfunded Liabilities: $275 Billion

The following bit about Illinois’ total unfunded liabilities from a January 28 Investor’s Business Daily editorial was so depressing to read that I originally planned to blog about it much earlier this morning- but needed to step away. From the IBD website:

A recent release by the Illinois Policy Institute shows this [$96.8 billion unfunded debt to five state pension systems] is only the tip of the iceberg and when you add in other liabilities such as $54 billion in unfunded liabilities for retiree health insurance and $15 billion in pension bonds that Gov. Pat Quinn and his immediate predecessor, former Gov. Rod Blagojevich, issued to avoid pension reform, Illinois’ total unfunded liabilities amount to $275 billion, or $58,000 in debt for each and every household in the state.

So what’s it going to be, Illinois? Since a booming economy seems unlikely to return anytime soon, will the Democrat-dominated Illinois General Assembly finally enact significant spending cuts? Raise fees and taxes through the roof? Throw public sector retirees “under the bus?”

They’re going to have to do something real quick.

Obama Gun ‘Control’ To Extend Beyond Gun, Ammunition Magazine Bans?

This should keep the panic buying going for a while longer with anything firearms-related. Philip Rucker reported on the Washington Post website this Saturday:

The White House is weighing a far broader and more comprehensive approach to curbing the nation’s gun violence than simply reinstating an expired ban on assault weapons and high-capacity ammunition, according to multiple people involved in the administration’s discussions.

A working group led by Vice President Biden is seriously considering measures backed by key law enforcement leaders that would require universal background checks for firearm buyers, track the movement and sale of weapons through a national database, strengthen mental health checks, and stiffen penalties for carrying guns near schools or giving them to minors, the sources said.

To sell such changes, the White House is developing strategies to work around the National Rifle Association that one source said could include rallying support from Wal-Mart and other gun retailers for measures that would benefit their businesses. White House aides have also been in regular contact with advisers to New York Mayor Michael R. Bloomberg (I), an outspoken gun-control advocate who could emerge as a powerful surrogate for the Obama administration’s agenda.

The Biden group, formed last month after the massacre at a Newtown, Conn., elementary school that killed 20 children and six adults, plans to submit a package of recommendations to President Obama this month. Once Obama’s proposals are set, he plans to lead a public-relations offensive to generate popular support.

Well, as I blogged earlier today, Chicago Democrats tried pushing “far broader and more comprehensive” gun “control” on Illinois residents twice in the last couple of days. And failed. This in a state where “The Machine” is incredibly-influential in state politics and even got their man- Pat Quinn- elected governor in 2010 despite him winning only 4 out of 102 counties in the state. I’m sure the Chicago Democrats currently wielding power in the nation’s capital are fully-aware of the gun “control” debacle in their “home” state by now. In light of these latest developments, it will be interesting to see what exactly the “Biden group” ends up proposing.

One more thing. Regarding what Rucker said about the White House “developing strategies to work around the National Rifle Association that one source said could include rallying support from Wal-Mart and other gun retailers for measures that would benefit their businesses.” I have a feeling retailers who are caught “playing ball” with the gun “control” crowd will be punished by many in the firearm community. These days, I routinely encounter comments from visitors on gun-related websites, blogs, and forums declaring that they will no longer be buying anything from Dick’s Sporting Goods and Cheaper Than Dirt after the two retailers suspended sales of firearms in the days after the Newtown, Connecticut-shootings. Other retailers possibly considering such an alliance with the Obama White House on gun “control” will almost certainly be watching to see how these decisions made by Dick’s and Cheaper Than Dirt pan out for them.

Gun Rights 2, Gun ‘Control’ 0 In Illinois

Gun “control” legislation has been shot down again in the “Land of Lincoln.”

Kurt Erickson reported this morning on The Southern Illinoisan (Carbondale, Illinois) website:

A push to ban semi-automatic weapons in Illinois fizzled again Sunday.

Two days after the Illinois Senate failed to act on a ban, the sponsor of a similar proposal in the House announced he would not be calling the controversial measure for a vote in the waning days of the legislative session.

State Rep. Edward Acevedo, D-Chicago, said he will instead re-introduce the measure this spring…

Meeting in a rare Sunday session as the clock ticks down on the current General Assembly, the possibility of a vote on legislation that would have limited what kinds of weapons could be owned by Illinoisans brought a number of gun rights activists to the Statehouse.

When the decision was announced that supporters would not proceed with the legislation, opponents gathered in a House committee hearing room and cheered and chanted in favor of the Second Amendment.

“They clearly don’t have the votes for this bill,” said Todd Vandermyde, who represents the National Rifle Association.

Vandermyde said a furious lobbying effort kept the gun control supporters from “sneaking” the bill through during the lame-duck session, which ends at noon Wednesday when a new General Assembly is sworn in.

A House judiciary committee on Sunday was scheduled to vote on limiting assault weapons. But state Rep. Elaine Nekritz, D-Northbrook, the committee’s chairwoman, announced at the start of the meeting the vote was called off…

“The House feels that if the votes aren’t there to pass something between now and late Tuesday in one of the chambers, then there’s no reason for us to act on that as well,” Nekritz said.

As it stands right now in Illinois, gun rights 2, gun “control” 0.

I suspect additional statements in support of more gun “control” in Illinois could be coming from Chicago Mayor Rahm Emanuel and Governor Pat Quinn after this latest setback.
