Cook County Ammo Tax Ordinance To Be Heard Friday, November 13

Within yesterday’s SP Intel Report, I mentioned that Cook County President Toni Preckwinkle is proposing a tax on ammunition sales in the county. The National Rifle Association’s Institute for Legislative Action reported on its website Monday:

Cook County Board of Commissioners has proposed Ordinance 15-6469, a proposal to impose a tax on ammunition, similar to proposals reported on in the past. This ordinance will be heard on Friday, November 13, at 1:00 p.m., by the Cook County Board of Commissioners Finance Committee.

This proposal would impose a $0.05/cartridge tax on all centerfire ammunition and a $0.01/cartridge tax on all rimfire ammunition, and would therefore penalize law-abiding gun owners for exercising their fundamental right to keep and bear arms. By definition, holders of a valid FOID card are the only persons legally permitted to purchase ammunition in Illinois, and therefore are the only persons subject to this tax – not the criminals responsible for the violence on the streets of Chicago…

Wisconsin Democrats Push To Ban ‘Semiautomatic Assault Weapons’

The push for more gun “control” is alive and well north of the Illinois state line too. From a press release published on the Urban Milwaukee website last Wednesday by Wisconsin State Representative Lisa Subeck (D-Madison):

MADISON –Today, Representative Subeck (D-Madison), along with Representatives Terese Berceau, Melissa Sargent and Chris Taylor, circulated an Assembly bill that would ban the transportation, purchase, possession, or transfer of semiautomatic assault weapons in Wisconsin.

“Our nation has watched as community after community has had to confront the tragedies that occur when weapons designed to kill large numbers of people quickly get into the hands of a dangerous person,” said Representative Lisa Subeck. “No Wisconsin community should ever have to face such a tragedy at the hands of someone armed with a semiautomatic assault weapon.”

Semiautomatic assault weapons are a class of firearms that are designed to kill large numbers of people quickly. They have been used in many high-profile shooting incidents, including the 2012 mass shooting at Sandy Hook Elementary School in Newtown, Connecticut; the 2012 Aurora, Colorado movie theater shooting; the 1999 Columbine High School massacre in that state; and the 1993 office shooting at the 101 California Street building in San Francisco.

“I can conceive of no legitimate reason that any citizen should need to own or use a semiautomatic assault weapon,” said Rep. Subeck…

Former U.S. Comptroller General David M. Walker Warns Real U.S. Debt Closer To $65 Trillion Than $18 Trillion

It’s been some time since I’ve blogged about former Comptroller General of the United States David M. Walker. Appointed by President Clinton, Walker served as Comptroller General and head of the Government Accountability Office from 1998 to 2008. While at the GAO, Walker warned Americans about the nation’s long-term fiscal challenges as part of the “Fiscal Wake-Up Tour.” Frustrated by Washington’s refusal to confront these challenges, Walker left the public sector on March 12, 2008. I noticed Mr. Walker was back in the headlines this past weekend. Bradford Richardson reported on The Hill website Saturday:

The former U.S. comptroller general says the real U.S. debt is closer to about $65 trillion than the oft-cited figure of $18 trillion.

Dave Walker, who headed the Government Accountability Office (GAO) under Presidents Bill Clinton and George W. Bush, said when you add up all of the nation’s unfunded liabilities, the national debt is more than three times the number generally advertised.

“If you end up adding to that $18.5 trillion the unfunded civilian and military pensions and retiree healthcare, the additional underfunding for Social Security, the additional underfunding for Medicare, various commitments and contingencies that the federal government has, the real number is about $65 trillion rather than $18 trillion, and it’s growing automatically absent reforms,” Walker told host John Catsimatidis on “The Cats Roundtable” on New York’s AM-970 in an interview airing Sunday…

Chicago-Area Democrats Push To Expand ‘Assault Weapons’ Ban Throughout Illinois

After a federal court upheld an “assault weapons” ban by the City of Highland Park, gun “control” supporters in Chicago’s far north suburbs are trying to expand the ban on these military-pattern semi-automatic rifles throughout the state of Illinois- under the guise of “local control.” Deb McCarver reported on the Illinois Senate Democrats website Tuesday:

In response to a recent federal court ruling in support of Highland Park’s assault weapons ban, state Senator Julie Morrison introduced a measure to restore the right to ban assault weapons to every city and village in the state.

“This is about local control,” the Deerfield Democrat said. “Highland Park decided to protect its citizens by banning assault weapons. Every other city and village in Illinois should have that same right.”

The highly controversial 2013 law that allowed Illinois residents to carry concealed weapons also prohibited local governments from banning assault weapons…

According to the “synopsis” of Illinois Senate Bill 2130:

the Firearm Owners Identification Card Act. Deletes provision that the regulation of the possession or ownership of assault weapons are exclusive powers and functions of this State. Deletes provision that any ordinance or regulation, or portion of that ordinance or regulation, that purports to regulate the possession or ownership of assault weapons in a manner that is inconsistent with the Act, shall be invalid unless the ordinance or regulation is enacted on, before, or within 10 days after the effective date of Public Act 98-63 (July 9, 2013). Deletes provision that any ordinance or regulation described in the stricken provision enacted more than 10 days after the effective date of Public Act 98-63 is invalid. Effective immediately…

This Tuesday I noted something Robert McCoppin reported on the Chicago Tribune website April 28. From his piece:

A federal court Monday upheld Highland Park’s ban on assault weapons — possibly setting the stage for a showdown over the issue before the U.S. Supreme Court…

Illinois State Rifle Association Executive Director Richard Pearson said he was confident the law could be overturned on appeal to the Supreme Court, but the National Rifle Association would have to decide whether to make a costly appeal.

“The Second Amendment is about the right to keep and bear arms,” Pearson said. “The government doesn’t get to pick the list.”

After Senator Morrison’s action- supported by Highland Park Mayor and Democratic candidate for Congress (10th Congressional District) Nancy Rotering (as evidenced later on in that McCarver piece)- don’t be surprised if an appeal is now launched by pro-gun rights forces- costs be damned.

As for Highland Park, which is making a strong bid for wrestling away the title of “Ground Zero for Gun ‘Control’” from Oak Park, Illinois, these days, I suspect they could be on the hook for some astronomical legal fees after all is said and done.

Project Prepper, Part 32: Security First

Back in Project Prepper, Part 9 (dated February 27, 2013), I talked about the 6 “innate survival needs” that my preparedness efforts for this series of posts would focus on. Jack Spirko of The Survival Podcast (the originator of this list of needs) had “Food” at the top. I wrote:

My gut feeling tells me right now I should be focusing on “Security” before other needs. Why’s that? Because this latest push for more gun “control” that’s going on in America right now could end up limiting my access to a number of tools and other accessories that I could use to construct an effective security setup.

The push for more gun “control” in the wake of the Newtown, Connecticut, school shooting was substantial. And certain firearms, ammunition, and accessories fast became scarce. That being said, federal legislation calling for ammunition magazine and gun bans did not become law. Even so, the availability of certain items (.22 LR ammo comes to mind here) is still affected here at the beginning of 2015.

Regrettably, I believe that another mass shooting on the level of Newtown will happen again here in America. After which, there will undoubtedly be another significant push for gun “control,” and shortages of certain guns and ammo will take place once again. Taking into consideration that I also suspect firearm availability/ownership will be seriously curtailed when the nation’s “financial reckoning day” arrives (along with major civil strife), readers might understand why I’ve made “Security” my top “innate survival need.”

Now, gun “control” is a phenomenon that I am all too familiar with. When I wrote Project Prepper, Part 9, I was living at “ground zero” for gun “control” in America at that time- Chicago, Cook County, Illinois.

Regular readers know that I’ve since moved out of the city and to the suburbs.

However, I still reside in Cook County (for the time being, at least), and as such, am subject to its considerable firearm restrictions.

Despite the setbacks of 2013 and last year, anti-gun sentiment remains strong in the county and in this part of the state. While the relentless push for more gun “control” has been somewhat quiet after the November 2014 election and through the holidays, activity will no doubt pick up again soon. And the next time a major mass shooting takes place in America, I expect legislation banning particular semi-automatic firearms and ammunition magazines to be introduced in the Illinois General Assembly probably before the smoke has even cleared. Trust me- it’s ready. While such a state-level ban wouldn’t mean a whole lot to me (Cook County already has an “Assault Weapon” Ban and 10-round ammunition magazine restriction in place), who’s not to say the County goes even further in the wake of such a tragedy and attempts to ban the future acquisition/possession of semi-automatic firearms, for example? Maybe there won’t even be a grandfather clause, and all semi-autos would now be illegal?

Yep. “Security” remains numero uno on my list of “innate survival needs.”

Illinois House To Vote On Gun ‘Control’ Amendments Tuesday

While Colorado will be getting the lion’s share of attention today concerning gun “control,” Democrats in the Illinois House of Representatives, led by speaker Michael Madigan, will push Tuesday for more restrictions on firearms here in the “Land of Lincoln.” From the National Rifle Association Institute for Legislative Action website last night:

A Vote is Imminent – Contact your state Representative NOW!

As previously reported by the NRA-ILA, House Speaker Mike Madigan continues to force votes on dozens of amendments filed on shell bills in an effort to build his own omnibus gun control bill. Due to Madigan’s trickery and forceful behavior, votes on these amendments have been too close for comfort. House Bills 1155 and 1156 are some of the bills being used as vehicles, and have recently had extreme anti-gun amendments filed on them.

At this time, the list of amendments to these two bills is growing by the minute and contains everything from forcing gun owners to buy $1 million liability insurance and imposing severe restrictions on future Right-to-Carry laws by mandating location restrictions and multiple licenses, to bans on commonly owned semi-automatic firearms and standard capacity magazines. You can view amendments added to HB1156 here and amendments to HB1155 here.

Among others, Amendment 12 to HB 1156 was just filed and would make it unlawful for anyone in Illinois to possess a magazine capable of accepting – and any magazine that could be converted to accept – more than ten rounds. This would effectively ban ALL commonly owned magazines. This issue was defeated last week by only a narrow margin – so it is important that your state Representative understand that a YES vote on Amendment 12 is an unacceptable violation of your rights!

Time is of the essence: These anti-gun amendments will be voted on in the state House TOMORROW and anti-gun politicians are turning up the heat to get your state Representative to vote against your Second Amendment rights in Springfield. Urge your state Representative to stand strong in the face of these deceptive tactics and vote to protect YOUR Second Amendment rights! The House floor votes are close, so every call AND e-mail to your state Representative will make a difference.

Remind your state Representative that he or she represents you! Call AND e-mail them NOW. Don’t let them get away with punishing law-abiding citizens for the acts of criminals!

Quinn Gun Ban Defeated In Illinois House

Back on November 29, I blogged about the attempt by Illinois Governor Pat Quinn to enact a statewide gun ban through the use of an amendatory veto. The veto was defeated in the Illinois Senate by a vote of 49 to 4, but was headed to the Illinois House for an override vote. Well, the House finally got around to voting on the measure yesterday. From the National Rifle Association Institute for Legislative Action website Tuesday:

Today, Governor Patrick Quinn’s procedural maneuver to enact a gun ban (previously reported here) was defeated by the Illinois House of Representatives as they convened for a veto session. In a 78–28 vote, an overwhelming majority of state Representatives overrode Governor Quinn’s amendatory veto to Senate Bill 681. Now, Senate Bill 681 as it was initially written and originally passed by overwhelming majorities in the state Senate and House has been enacted and is in effect, protecting online FOID purchase of ammunition using delivery services which are federally authorized to ship ammunition. Thank you to all Illinois NRA members for contacting their state legislators and reminding Governor Quinn that your voices are stronger than his subversive tactics.

We have learned that due to his loss in the state House and Senate, Quinn will continue to shop around for a new semi-auto ban for future introduction in the Illinois General Assembly. Your NRA-ILA will continue to monitor any activity in Springfield and will keep you informed of developments as they occur. It is critical that NRA members across Illinois continue to remind their state legislators of their responsibility to defend the Second Amendment now and in the future.
