More On Illinois Department Of Natural Resources Wingshooting Clinics In 2015

Tonight, I’m going to be revisiting two subjects from earlier this week. The first is the Illinois Department of Natural Resources Wingshooting Clinics this year. The Illinois Government News Network page on the State of Illinois ran the following last Thursday about the IDNR-sponsored classes. From a February 13 press release:

IDNR Announces 2015 Wingshooting Clinic Schedule
Thirty-two clinics scheduled statewide for beginning and experienced shooters

SRINGFIELD, IL – The Illinois Department of Natural Resources (IDNR), collaborating with many partners and co-sponsors, will be holding 32 wingshooting clinics at sites throughout Illinois from March through early November this year. Most clinics are conducted on weekends.

Many of the 2015 wingshooting clinics will be conducted at IDNR sites, while a number will be held at cooperating gun clubs and shooting ranges, hunting preserves, and farms.

Youth/Women’s Wingshooting Clinics are about learning to safely shoot a shotgun at a moving target with reasonable reliability. Girls and boys typically in the 10-15 age group – and women of all ages – are eligible to participate. Each youth/women’s clinic starts with a morning shotgun safety presentation, followed by a brief small group hands-on shotgun orientation session with each group’s wingshooting instructor. After a lunch break, students spend the afternoon in the field shooting flying clay targets on presentations designed for beginning and novice shooters. Not only do the students learn to safely handle and fire a shotgun, but they learn that being skilled at shooting clay targets is a lot of fun. Most youth/women’s clinics are provided at no cost to participants. A few have a nominal – typically $10 – registration fee. Shotguns, shot shells, and clay targets are provided for shooting students, as is lunch at many clinic sites.

Hunter Wingshooting Clinics are hands-on, and include extensive live fire at a variety of clay target presentations on sporting clays courses specifically designed for teaching typical hunting situations. From ducks and doves to pheasants, quail and rabbits, hunters will find clay target presentations that resemble their favorite, as well as their most troublesome shots. Hunter wingshooting clinics consist of two wingshooting sessions each day.

A short briefing about shotgun safety and handling and on-range safety occurs during the first 15 minutes of each four-hour shooting session. The clinics are designed primarily to improve the wingshooting skills of hunters. However, these wingshooting clinics are not limited to hunters. Anyone from 16 years of age on up with beginning to advanced wingshooting skills who wants to improve their shotgun shooting skills can attend. The fee to participate is either $30 or $35 per participant, depending on the clinic.

Clinics are taught by instructors certified by the IDNR. Many clinic instructors also have a National Sporting Clays Association (NSCA) instructor certification. The participant-to-instructor ratio is usually four to one. Participants are typically grouped with other shooters with similar shooting ability.

There are also a few special wingshooting clinics/activities on the schedule. The IDNR’s Becoming an Outdoors Woman (BOW) program offers shotgun shooting classes as part of an extensive outdoor skills program. These classes, taught by IDNR Wingshooting Instructors, are among the most popular classes among BOW participants. During the National Hunting and Fishing Days activities at Silver Springs State Fish and Wildlife Area in September, the opportunity to shoot flying clay targets is available under the supervision of IDNR Hunter Safety Instructors. The ‘Healing Outside Of A Hospital’ (HOOAH) program provides sporting clays shooting under the supervision of IDNR Wingshooting Instructors to active duty military personnel recovering from injuries, and disabled veterans.

Illinois Department Of Natural Resources Announces 2015 Wingshooting Clinics

When the “balloon goes up,” no doubt there will be people who turn to upland game (bird) hunting to put food on the table- if they aren’t doing so already. And here in the state of Illinois, the Illinois Department of Natural Resources sponsors training for residents to develop this potentially-lifesaving skill (in addition to firearm/hunter safety). From the IDNR website:

The Illinois Department of Natural Resources (IDNR) working with a variety of partners, sponsors wingshooting clinics at sites geographically distributed throughout Illinois. Two types of clinics are offered. Youth/Women’s clinics are designed to teach participants basic firearm and hunter safety, wingshooting fundamentals, as well as practical wingshooting. Hunters clinics are designed to enhance the wingshooting skills of hunters and impart sound wingshooting practice techniques. The clinics are conducted on weekends during the spring through early fall of each year…

Illinois Governor Pushes Ban On ‘Assault Weapons,’ ‘High-Capacity’ Ammo Magazines

As Democratic lawmakers can’t figure out why shootings and murders have erupted with renewed vigor in Chicago this summer (hints: bare-bones Chicago Police Department, gun-related laws already on the books but not enforced, and shooters not going to jail or for too short a stint), they’ve resorted to pushing more gun “control” laws on law-abiding constituents who have had nothing to do with the outbreak in violence. From a press release on the Illinois Government News Network website Sunday:

Governor Quinn Fights for Stronger Gun Laws Across Illinois
Congresswoman Kelly Joins Governor to Urge General Assembly to Pass Illinois Public Safety Act and Take a Stand Against the Violence

CHICAGO – Governor Pat Quinn, joined by Congresswoman Robin Kelly, today visited the site a recent fatal shooting in Chicago’s Morgan Park neighborhood to urge legislators to stand with families and communities and take action against gun violence. The Governor pushed passage of the Illinois Public Safety Act, legislation that would ban the sale or delivery of assault weapons and high capacity ammunition magazines in Illinois and require background checks for the transfer of guns. Today’s action is part of Governor Quinn’s agenda to make Illinois neighborhoods safer.

“The recent epidemic of violence in Chicago is unacceptable and we must join together to fight back,” Governor Quinn said. “Public safety is government’s foremost mission and Illinois should not wait any longer to act. There are too many victims of a war being waged on our streets, a war fueled in part by the availability of deadly, military-style assault weapons that have no purpose other than killing.

“We must work together to protect the lives of those we love and stop what’s happening in our communities. I urge the Illinois General Assembly to take a stand and pass this legislation that will save lives and protect communities.”

The Governor today was joined by Congresswoman Robin Kelly who recently released the Kelly Report on Gun Violence in America, the first-ever Congressional analysis of the nation’s gun violence epidemic that offers a blueprint for ending the crisis.

Senate Bill 3659 – the Illinois Public Safety Act – was introduced during the recent spring Legislative session by State Senator Dan Kotowski (D-Park Ridge) and supported by Governor Quinn. It bans the possession, delivery, sale and purchase of assault weapons, large capacity ammunition feeding devices such as magazines or clips, and .50 caliber rifles and cartridges in Illinois. Valid Firearms Owners Identification Card (FOID) holders who possess any of these devices at the time the law is enacted would be allowed to keep them, but could not transfer or sell them except to a family member. The legislation also requires background checks for the transfer of firearms except to a family member or at a gun show…

Of course, the bad guys won’t obey what’s stipulated in the Illinois Public Safety Act if it becomes law. But here’s what’s really messed-up about the bans the Democrats are pushing.

According to Federal Bureau of Investigation statistics, so-called “assault weapons” and .50 caliber rifles are rarely used in crimes- particularly murders- around the state of Illinois.

From Table 20, “Murder by State, Types of Weapons, 2012” on the FBI’s “Crime in the U.S. 2012” web page (last year I could find pertinent data available for):

Illinois (“limited supplemental homicide data were received”)
Total murders (“Total number of murders for which supplemental homicide data were received”): 509
Total firearms: 439
• Handguns: 429
• Rifles: 4
• Shotguns: 2
• Firearms (type unknown): 4

439 firearm-related murders in Illinois in 2012. With a rifle (type unknown) definitely used in only 4 of those homicides.

Ban “assault weapons” and .50 caliber rifles. Yeah, that will solve the rampant violence.

Something tells me these Democratic politicians are trying to dupe voters into thinking they can end the ongoing carnage in this election year with such legislation.

Not going to happen, as the so-called Illinois Public Safety Act doesn’t even come close to getting to the root of the problem.

Chicago To Be Sued For De Facto Gun Store Ban?

Survival And Prosperity readers outside the Chicagoland area may have heard that the City of Chicago just recently approved commercial gun sales within its city limits.

Mind you, this wasn’t done willingly.

From a June 25 press release from Mayor Rahm Emanuel’s office:

Due to the fact that a federal court has ordered the City of Chicago to allow commercial gun sales, the City drafted one of the toughest, smartest licensing laws in the country.

In order to operate with a city license, gun stores will be required to take a number of steps that are proven to minimize gun trafficking, illegal gun sales and theft including:

• Employee background checks and state-of-the-art training
• Anti-theft safety plans and quarterly inventory audits
• Video cameras to record the point of sale
• Maintain a log of all guns sales where the gun was later recovered in a crime and traced back to the store
• Sell only one handgun per month per buyer
• Make store records available to police for inspection at all reasonable times
• 72-hour waiting period to purchase handguns, and a 24-hour waiting period to purchase rifles and shotguns…

Of course, left out of the press release is any prospective gun shops would only be permitted to operate in less than one-half percent of the city. Fran Spielman reported on the Chicago Sun-Times website last Wednesday:

Special-use zoning would keep gun stores out of 99.5 percent of Chicago and at least 500 feet away from all schools and parks…

Critics are adamant that when all of the above is taken into consideration, a de factor ban on gun shops in Chicago exists. Spielman added:

Richard Pearson, executive director of the Illinois State Rifle Association, has accused Emanuel of making the ordinance so restrictive, it will “make sure there are no gun shops” in Chicago.

“The license is $3,800. Your business transactions are videotaped. The costs are so high, nobody can possibly make a living doing that, so no one is going to do it,” Pearson said…

So should Mayor Emanuel and the City of Chicago expect to be slapped with yet another lawsuit related to gun rights?

The Associated Press reported last Friday:

Richard Pearson of the Illinois State Rifle Association says the ordinance is so restrictive it amounts to a ban, and will likely be challenged in court.

Gun Registration Often Leads To Confiscation, As New Yorkers Find Out Once More

Why Gun Rights Advocates Oppose Gun Registration

A centralized registration system is the one usually proposed by gun control activists, and it is the type most feared by gun rights advocates. At the heart of resistance to registration is the belief that it encourages firearm prohibitions and ultimately leads to confiscation. (It is also why many choose not to comply and register weapons already owned.)

Those who favor more gun control often accuse gun owners of being paranoid, but the track record of firearms registration is not a good one.”, popular firearms information website, August 24, 2007

Supporters of more gun “control” in the United States routinely push for the registration of firearms.

And, “Don’t worry,” they like to say, “No one is going to take away your guns.”

Problem is, history repeatedly shows otherwise.

I blogged backed on January 14, 2013:

Gun registration often leads to confiscation. From the latest edition of Gun Facts, a popular firearm reference book:

Myth: Registration does not lead to confiscation

Fact: It did in Canada. The handgun registration law of 1934 was the source used to identify and confiscate (without compensation) over half of the registered handguns in 2001.
Fact: It did in Germany. The (before the Nazis came into power) required all firearms to be registered. When Hitler came into power, the existing lists were used for confiscating weapons.
Fact: It did in Australia. In 1996, the Australian government confiscated over 660,000 previously legal weapons from their citizens.
Fact: It did in California. The 1989 Roberti-Roos Assault Weapons Control Act required registration. Due to shifting definitions of “assault weapons,” many legal firearms are now being confiscated by the California government.
Fact: It did in New York City. In 1967, New York City passed an ordinance requiring a citizen to obtain a permit to own a rifle or shotgun, which would then be registered. In 1991, the city passed a ban on the private possession of some semi-automatic rifles and shotguns, and “registered” owners were told that those firearms had to be surrendered, rendered inoperable, or taken out of the city.
Fact: It did in Bermuda, Cuba, Greece, Ireland, Jamaica, and Soviet Georgia as well.

Now, you can add the “Big Apple” to that list for a second time. Edmund DeMarche reported on the FOX News website earlier today:

The New York City Police Department is taking aim at owners of shotguns and rifles capable of holding more than five rounds, demanding such guns be surrendered, altered or taken out of the city.

The demand came in the form of some 500 letters mailed out to owners of registered long guns that are in violation of a 2010 city ordinance. The first option for the letter’s recipient is to, “Immediately surrender your Rifle and/or Shotgun to your local police precinct, and notify this office of the invoice number. The firearm may be sold or permanently removed from the City of New York thereafter.”

Illinois State Police Gun Ranges Open To Deer Hunters November 16 For Test-Firing Shotguns

Illinois readers looking to test fire their shotguns for the upcoming deer hunting season may be interested in the following press release from the Illinois State Police yesterday. From their website:

SPRINGFIELD, IL – The Illinois State Police (ISP) announced today its firing ranges will be open on November 16 to deer hunters for sighting in and test-firing their shotguns in a safe environment for the upcoming deer hunting season.

“The Open Range Program is offered in an effort to promote hunting safety by giving hunters access to ISP ranges for the purpose of sighting in their shotguns,” said ISP Director Hiram Grau. “This will provide an opportunity for shotguns to be checked in a controlled environment, with firearms experts present, ensuring the safe and appropriate use of the shotgun,” he added.

The Open Range Program is a collaborative effort organized every year by the Illinois State Police and the Illinois Department of Natural Resources (IDNR).

“This is a great program for hunters to make sure their equipment is in proper working order before going afield. I appreciate the Illinois State Police and their commitment to promote the safety of our sportsmen and women in Illinois,” said IDNR Director Marc Miller.

The public is asked to call one of the ranges listed below before the scheduled date to make a reservation. Targets will be provided, and there is no charge for use of the range. Participants must possess a valid Firearm Owner’s Identification (FOID) card, provide their own ammunition and transport the firearm legally by having it unloaded and enclosed in a case. The Open Range Program is not part of the Concealed Carry License program. Handguns will not be permitted at the ISP Ranges.

The following ISP Ranges will be open to the public from 8 a.m. to 4 p.m. on November 16, in Joliet, LaSalle, Macomb, Pawnee, and Pittsfield…
