New ‘Responsible Body Armor Possession Act’ Legislation Coming?

At the end of last week I pointed out the new “Assault Weapons Ban of 2017” legislation that was introduced in the U.S. Senate on November 8.

Not really surprising considering the recent mass shootings in Nevada and Texas.

Another proposed ban that wouldn’t be shocking is a new “Responsible Body Armor Possession Act” bill, “justified” via initial reports of the Nevada and Texas shooters both possibly possessing ballistic protection at each crime scene. The Associated Press reported back on October 9:

Clark County Sheriff Joe Lombardo says the shooter at a Las Vegas concert who killed 58 people fired at fuel tanks near the Mandalay Bay Hotel from which he was shooting.

Lombardo also says Stephen Paddock had personal protection equipment in his room.

And from Doug Poppa over on The Los Angeles Post-Examiner website on November 9:

Stephen Willeford was at home less than a block away from the First Baptist Church when his daughter ran in telling him that there was gunfire coming from the church.

Willeford immediately went to his gun safe, removed his AR-15 rifle, a box of ammunition and an unloaded magazine and ran out of the house barefooted, loading up the magazine with several rounds as he headed for the church.

When he approached the church, he said he saw Kelley, who was wearing a tactical helmet with a visor and ballistic armor, heading to his truck with a handgun in his hand.

Kelley opened fire on Willeford who was using a neighbor’s truck as cover.

Willeford, who is an NRA certified firearms instructor said he knew when he saw Kelley’s ballistic armor that he had to aim for Kelley’s side which was exposed between the Velcro straps that pulled the front and back of the ballistic armor together.

While Paddock’s “personal protection equipment” may not turn out to be body armor (not sure if the American public will ever be privy to that information), taking into Stephen Willeford’s shooting background, it does sound like Devin Kelley could have been wearing a bullet-resistant vest/plate carrier (if what The Los Angeles Post-Examiner reported is true). Even if it turns out neither individual had body armor, the potential remains for a new ban being proposed. Consider the following from the Loadout Room website concerning the push for the original Responsible Body Armor Possession Act of 2014:

In support of this bill, it has been claimed the mass killers who carried out the shootings in Newtown and Aurora were wearing body armor during their crimes. Initial press reports falsely described the shooters wearing body armor. One was wearing a ‘fishing vest’ and the other a mall ninja type load bearing vest. Neither killer had any type of ballistic protection.

Should new legislation seeking to ban “enhanced” body armor be introduced, I can’t say for sure what kind of reception it will get in Congress. The same goes for the “Assault Weapons Ban of 2017” (especially after what just happened in California).

Survival And Prosperity will be watching, however.

DHS Provides Resources, Training To Combat Church Active Shooters

In the wake of the Texas church shooting, houses of worship may be wondering how their congregation might prepare for and respond to an “active shooter.” One resource worth exploring is the U.S. Department of Homeland Security website, specifically “Active Shooter Preparedness.” From that section:

Welcome to the Active Shooter Preparedness Program webpage. Active shooter incidents are often unpredictable and evolve quickly. In the midst of the chaos, anyone can play an integral role in mitigating the impacts of an active shooter incident. The U.S. Department of Homeland Security (DHS) aims to enhance preparedness through a “whole community” approach by providing products, tools, and resources to help you prepare for and respond to an active shooter incident…

Visitors can obtain active shooter preparedness resources as a private citizen, human resources or security professional, active shooter workshop participant, and first responder. Key resources available to the “private citzen” include:

-“How to Respond” Resource Materials: “A series of materials to assist businesses, government offices, and schools in preparing for and responding to an active shooter” like a booklet, pamphlet, poster, pocket card, and more (translated into other languages too)
-“Options for Consideration” Active Shooter Preparedness Video: Almost 8-minute video which “demonstrates possible actions that individuals can take if confronted with an active shooter scenario.”
-Active Shooter Emergency Action Plan Video: 1-hour 36-minute video that “describes the fundamental concepts of developing an Emergency Action Plan (EAP) for an active shooter scenario…”

According to TIME magazine, under the Trump Administration DHS has actually been ahead of the curve with training places of worship to deal with active shooter incidents. Elizabeth Dias reported Sunday:

Even before Sunday’s shooting at a small Baptist church in Texas, the Trump Administration was moving ahead with efforts to train houses of worship on emergency security procedures, including active shooter situations.

Now, an Administration official says he’ll be working even harder to train religious leaders on how to secure their members and property.

In the past four months, [director of the Department of Homeland Security’s Faith Based and Neighborhood Partnerships office Jamie] Johnson the said his team has collaborated with religious groups on more than a dozen efforts to improve security, but he has plans for more.

“We are going to be a whole lot busier in the months and years to come when it comes to safety and security for houses of worship,” he says. “This issue will now come to the forefront of the religious conversation in America.”

Good to know. One more thing. Religious institutions might want to investigate if any local resources are available to help prepare for/respond to an active shooter if they haven’t done so already. I’ve stumbled upon a few articles on the Internet these past few days where local law enforcement are offering assistance to churches and such.

‘We Live In A Time Of War’

Last Friday on the blog I noted three articles I came across on the Internet that contained strategies for surviving vehicular terorrism.

I’d like to add one more to the list.

Gabe Suarez, a decorated veteran of Southern California law enforcement and president of the personal safety training outfit Suarez International, published “Defeating Vehicle Jihadist Attacks” Thursday on his blog. As with the other pieces, there’s overlap but “new” ideas as well. For example, Suarez penned:

If you have the need to stop a moving vehicle understand that once it is moving, a mere small arms projectile will not stop it. But you may get an opportunity to kill the driver. Killing the driver by penetrating the windshield can be done, but if the car is moving toward you, you are better served by moving out of its path rather than shooting at it. From the side however, it is a different matter. Shooting a driver through the side window is easy, and easier than shooting him through the windshield. Trust me…it is very easy to do this.

It’s worth a read, along with many other of his “Counter Terrorism” posts.

And while we’re on the topic of Gabe Suarez, his latest blog post happens to be about the mass shooting down in Texas. It included the following reminder to readers:

In the last month we have seen a rifleman in an hotel room pulling off the greatest mass murder in recent history, a jihadist running a truck into a crowd, and now a mass murder inside a church.

This is not fantasy, it is real.

We live in a time of war…

A real “inconvenient truth” many Americans just can’t (won’t) wrap their minds around.

Still, some are waking up to the threat and have prepared/are preparing accordingly.

Rise Of The Survival Communities

Fast and Furious.

No, not the alleged Obama administation gun-running progam.

Rather, the number and frequency of articles concerning the rich buying “luxury bunkers” these days.

That being said, I spotted a piece over on The Atlantic website (slated for next month’s print edition) which I think might interest readers.

In “A Resort for the Apocaypse,” Ben Rowen wrote:

On July 25, 1961, President John F. Kennedy spoke to the American people of a need “new to our shores” for emergency preparedness, including fallout shelters. The bunkers of that era- Brutalist, cement, with foldout beds and stockpiled food- were designed to protect families in the event that the Cold War turned hot.

It never did, but fears of cataclysm- nuclear and otherwise- are back. So are shelters, with a twist. Growing numbers of “preppers” hope to ride out various doomsday scenarios in luxury

Rowen brought up Rising S Company, “one of several companies that specialize in high-end shelters,” and which I just blogged about here. But he also pointed out “a handful of bunker companies are building entire survival communities in remote locations.” From the article:

One project, Vivos XPoint, involves refurbishing 575 munitions-storage bunkers in South Dakota; Vivos Europa One, in Germany, is a Soviet armory turned luxury community with a subterranean swimming pool.

By contrast, Trident Lakes 4, a 700-acre, $330 million development in Ector, Texas, an hour and a half north of Dallas, is being built from scratch…

Seriously, what is it with Texas and bunkers?

Rowen went on to write a good deal about the Trident Lakes project, being billed as a “5-star playground, equipped with DEFCON 1 preparedness.”

He also noted the following about the deep-pocketed clients of luxury underground survival shelters and communities:

Jeff Schlegelmilch, the deputy director of the National Center for Disaster Preparedness at Columbia University, told me that the luxury-bunker trend is “not just a couple of fringe groups; there is real money behind it- hundreds of millions of dollars.” But why are wealthy people buying?

Some customers appear to be motivated by old anxieties, recently revived- the threat of nuclear war, or a national-debt default that leads to unrest. Others have newer fears: climate change, pandemics, terrorism, far-left and far-right extremism. The presidential election has brought new faces into the fold, namely liberals (who also contributed to a record number of background checks- an indicator of gun purchases- on Black Friday)…

Interesting. But are any of the survival communities mentioned potentially within the budget of the not-so-well-heeled? Well, Vivos xPoint, which is being billed as “the largest survival community on earth,” advertises this on their project web page:

Watching that marketing video, Vivos isn’t kidding about that “blank canvas” bit.

Regular readers of Survival And Prosperity might remember The Vivos Group from a June 2013 post about the planned construction of “the world’s largest private underground survival shelter”- Vivos Survival Shelter & Resort- in an existing below-ground complex in Atchison, Kansas. Alas, the project was cancelled as “numerous concerns arose related to the geological stability and safety of the cave structure that we believe may compromise its ability to withstand the anticipated forces of future catastrophic or earth changing events.”

From the looks of things, that setback hasn’t stopped Vivos from charging ahead with new projects.

The Rich Keep Buying Survival Bunkers

Back in March 2011 I started blogging about underground survival shelters on Survival And Prosperity. Anyone remember that Discovery Channel TV series Doomsday Bunkers focusing on Dallas-based shelter fabricator Deep Earth Bunker? Yeah, I covered that production in a number of posts.

Chatter about survival bunkers in the mainstream media kind of subsided for a few years. Then I noticed a definite pickup about such shelters in the news over the last few months. Two just-published articles appear on the Fort Worth Star-Telegram and BBC News websites. Gordon Dickson reported on the Star-Telegram site Friday:

Inside his football field-size warehouse an hour’s drive southeast of Dallas, Gary Lynch is busy trying to keep up with orders for his solid-steel bomb shelters

Lynch explains that orders for his most expensive shelters, which can cost as much as several million dollars, have increased since the November election.

“It definitely has picked up a little as Donald Trump emerged as president,” said Lynch, general manager of Rising S Co. on the outskirts of the rural city of Murchison…

Sales of Rising S’s most luxurious shelters have jumped 700 percent in recent months…

Regular readers of Survival And Prosperity shouldn’t be surprised rich Americans are acquiring survival shelters. Last Thursday I discussed an article from the January 30, 2017, issue of The New Yorker entitled “Doomsday Prep For The Super-Rich.” There was this bit in the piece:

In private Facebook groups, wealthy survivalists swap tips on gas masks, bunkers, and locations safe from the effects of climate change. One member, the head of an investment firm, told me, “I keep a helicopter gassed up all the time, and I have an underground bunker with an air-filtration system.”

The article also talked about Larry Hall (first blogged about here in March 2012), the CEO of the Survival Condo Project, who sells luxury survival condos built underground in former Atlas missile silos. Hall and his survival condos were the focus of a January 31 BBC News piece analyzing the market for such shelters. Neil Koenig, “The Life of Luxury” series producer, penned on the BBC News website earlier today:

Despite the fact that the apartments cost millions of dollars each to buy, starting at $1.5m (£1.2m), Mr Hall says he is seeing strong demand from wealthy customers

Hall is by no means the only player in the specialist market for survival bunkers, with rivals offering facilities at several locations across the globe. But with his use of luxury elements, experts say, Mr Hall is exploiting a growing trend

Koenig added that one complex is already completed, with another one “well under way.” The New Yorker piece noted every unit in the first complex has sold out.

Martin Armstrong: ‘The United States Will Most Likely Break Apart By 2036’

Back on January 27, 2016, I asked:

Do any readers follow Martin Armstrong, economist at Armstrong Economics (and former chairman of Princeton Economics International Ltd.) and the creator of the Economic Confidence Model? While the jury’s still out on him (for me), I do read his blog almost daily…

I still “read his blog almost daily.” And something Armstrong wrote last week really caught my attention. From “The Termination of Cash Approaching Rapidly”:

I am becoming deeply concerned that the United States is headed into its version of a communist revolution under the label “progressive” and the bankers, who Larry Summers has always supported, will be used as the scapegoat for Wall Street and the “rich” who have to be stripped of their liberty and their money for the “good of the people” as they always say. The United States does not look like it will be a country we can recognize by 2032 if we can even make it past 2024. The United States will most likely break apart by 2036. There are separatist movements rising in many areas from Vermont and Texas to California, who reasons they voted for Hillary not Trump justifying their departure.

The entire purpose of eliminating cash is to strip us of our assets, liberty, and to prevent bank runs. The youth, who have been brainwashed by Bernie Sanders and people like Elizabeth Warren, will turn against the older generation and enslave them if at all possible. This threatens our future with outright civil war. They will not be satisfied until they destroy the freedom of their opposition. It is starting to appear that 2036 is our date with destiny

America kaput by 2036- if not earlier?

That’s a pretty disturbing thought. And reading that blog post reminded me of an article I pulled up almost eight years ago on The Wall Street Journal website (my how time flies) by Andrew Osborn, who discussed a similar prediction made by Russian academic Igor Panarin, a former KGB analyst and Dean of the Russian Foreign Ministry’s school for future diplomats (then and now). On December 29, 2008, Osborn wrote:

Mr. Panarin posits, in brief, that mass immigration, economic decline, and moral degradation will trigger a civil war next fall and the collapse of the dollar. Around the end of June 2010, or early July, he says, the U.S. will break into six pieces — with Alaska reverting to Russian control…

California will form the nucleus of what he calls “The Californian Republic,” and will be part of China or under Chinese influence. Texas will be the heart of “The Texas Republic,” a cluster of states that will go to Mexico or fall under Mexican influence. Washington, D.C., and New York will be part of an “Atlantic America” that may join the European Union. Canada will grab a group of Northern states Prof. Panarin calls “The Central North American Republic.” Hawaii, he suggests, will be a protectorate of Japan or China, and Alaska will be subsumed into Russia…

Obviously 2010 came and went… and the good ol’ U.S. of A. remains intact.

But I can’t help but wonder if Panarin’s prediction might not be in the same category as an infamous forecast made by the American financial analyst Meredith Whitney about a wave of municipal defaults. I wrote back on December 22, 2010:

Last night Whitney, now CEO and founder of Meredith Whitney Advisory Group, appeared on CNBC and warned that a wave of defaults by state and local governments in the coming months will cause a sell-off in the municipal bond market, hurting U.S. economic growth and stocks- and causing social unrest

I blogged a year-and-a-half later:

Whitney will eventually be vindicated about the wave of defaults (her timing was just off)…

Resource Of The Week: In The Rabbit Hole Urban Survival Podcast

In yesterday’s post I talked about modern survivalist Jack Spirko and his advice for dealing with this election cycle’s intensifying insanity. I mentioned Spirko is the long-time host of The Survival Podcast, which I named a “Resource Of The Week” all the way back on March 4, 2011. Great stuff, and I still cherry-pick from the latest episodes posted on the TSP website on a regular basis.

There’s one other prepper/survival-related podcast I listen to these days:
